Text version

The Bureau of Reclamation, Pacific Northwest Region Office, has a requirement to purchase Supervisor Control and Data Acquisition (SCADA) System Technical Support services for various Snake River Area locations.

It is anticipated the solicitation will be issued sometime in late June or early July 2023. When the solicitation is issued it will be available electronically at www.sam.gov. It is anticipated the closing date of the solicitation will be 30 days from posting.

The applicable North American Industry Classification System (NAICS) is 541512, Computer Systems Design Services, with a size standard of $27.5M. The applicable product code is D301, IT and Telecom- Facility Operation and Maintenance. This requirement will be solicited on a 100% small business set-aside basis utilizing commercial item procedures in FAR Parts 12 and 13. It’s anticipated the resultant contract will be a firm fixed price (FFP) type commercial purchase order.

The government will evaluate quotes based on factors listed in the solicitation. The source selection type will be Best Value utilizing a labor-saving approach to Lowest Price Technically Acceptable (LPTA) with no trade-offs. This non-traditional LPTA methodology allows the Government to select the lowest priced technically acceptable offer without evaluating the technical acceptability of all received quotes. Vendors should pay particular attention to the specific qualifications and required authorizations towards supporting the current MISER application systems, and all hardware, software, and periodic system upgrades.

Interested parties wishing to submit an offer are responsible for downloading their own copy of the RFP from www.sam.gov and encouraged to frequently monitor for any/all amendments. A bidders list will not be maintained by this office, NO TELEPHONE OR FAX REQUESTS FOR THE RFQ PACKAGE WILL BE ACCEPTED.

Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.

FIRMS INTERESTED IN SUBMITTING PROPOSALS MUST: COMPLETE THE ENTIRE SOLICITATION DOCUMENT to include representations and certifications, provisions and clauses, provide all product technical specification documentation and technical compliance certifications, and ensure current registration in the SAM system at https://www.sam.gov/portal/public/sam. Prospective vendors must be registered in the System for Award Management (SAM) prior to awarding any contract resulting from this solicitation. Offers will be accepted from all responsive and responsible small business concerns. Prospective contractors shall be registered in the System for Acquisition Management (SAM).

Any questions should be mailed to wroberts@usbr.gov
