The project involves the complete demolition of six concrete digesters (approximately 35 feet deep), associated control rooms, eight ancillary prefabricated buildings, a transformer building, and underground tunnel infrastructure at the facility. The scope of work includes mechanical, instrumentation and controls, electrical, structural, and civil demolition; hazardous materials abatement (lead-based paint and asbestos); shoring design and installation for excavation to approximately 22 feet below grade; deep excavation and backfill; utility testing, isolation, and capping; and installation of new electrical panels, telecommunications equipment, and streetlights. The total construction cost estimate is $73,000,000 with an estimated completion time of 730 calendar days. A mandatory virtual pre-submittal meeting was held on October 7, 2026, with the Statement of Qualifications due by 3:00 P.M. on October 30, 2026. Only the three highest-ranked pre-qualified contractors will be eligible to submit competitive bids. ENVIRONMENTAL ENGINEERING DIVISION

REQUEST FOR QUALIFICATIONS (RFQ)

PRE-QUALIFICATION FOR CONTRACTORS

FOR THE CAPITAL IMPROVEMENT PROJECT

HYPERION WATER RECLAMATION PLANT

BATTERY B DIGESTER DEMOLITION

(CIP 2528, Work Order No. SZH12318)

I. BACKGROUND

The City of Los Angeles (City), Department of Public Works (DPW), Bureau of Engineering (BOE) is seeking qualified CONTRACTORS to be placed on a pre-qualified list to submit bids for construction of the Capital Improvement Project (CIP) 2528 - Hyperion Water Reclamation Plant (HWRP) Battery B Digester Demolition (Project), located at 12000 Vista Del Mar, Playa Del Rey, California, 90293. The total construction cost estimate for the Project is $73,000,000 and the contract is estimated to be completed in 730 calendar days.

The Los Angeles Sanitation & Environment (LASAN) operates the HWRP, which provides services to the City. The HWRP was designed to accommodate both dry and wet weather days with a maximum daily wastewater flow of 450 million gallons per day (MGD) and a peak wet weather flow of 850 MGD. The HWRP currently treats an average daily wastewater dry weather flow of 260 MGD.

Utilizing a two-stage, high-rate thermophilic digestion process, the HWRP operates an active Digestion System constructed in the early 1990s. This infrastructure, known as Battery D1, D2, and E, comprises 20 egg-shaped digesters—identified as 15 primary and 5 batch digesters—each possessing a 2.5-million-gallon (MG) capacity. During this thermophilic anaerobic process, thickened waste activated sludge (TWAS) and thickened primary sludge (TPS) are stabilized. Following stabilization, the digested sludge undergoes screening at the Digester Screening Facility before being transported to the Dewatering Facility. There, centrifuges extract liquid from the screened material to produce U.S. Environmental Protection Agency (EPA) Class A biosolids suitable for land application transport.

The HWRP Battery B Digesters, situated on the far east side of the HWRP as shown on Figure 1, were constructed in the 1950s alongside Batteries A and C. These original conventional digesters were decommissioned following the completion and activation of the egg-shaped Battery D1, D2, and E Digesters.

CIP 2528 – HWRP Battery B Digester Demolition Printed 9/23/2026

The existing digester gas flaring facility at HWRP has been operational for more than 30 years and must be replaced to comply with current South Coast Air Quality Management District (SCAQMD) emission standards. LASAN was issued an Abatement Order (AO) due to the current station's regulatory nonconformance, requiring a new flare station to be finished by a strict deadline dependent on SCAQMD's issuance of a Permit to Construct (PTC). Space constraints and industry safety standards prevent the new facility from being built on the existing station's footprint; therefore, it will be situated at the site of the decommissioned Battery B Digesters, necessitating their demolition.

This Project focuses on demolishing the Battery B Digesters and preparing the site for the subsequent CIP 2520 HWRP Flare Station Replacement Project. Originally part of the Flare Station Replacement Project, this demolition and preparation phase was separated to accelerate delivery. Successful coordination and timely completion of CIP 2528 are essential for bringing the new flare station into operation and avoiding potential litigation or violations with SCAQMD.

As illustrated in Figures 2 through 5, the Battery B Digesters Facility primarily includes:

• Six (6) concrete digesters that extend below grade approximately 35 feet deep

• A control room containing electrical equipment, control panels, air compressors, sludge transfer piping, supply closet, and a restroom

• Eight (8) ancillary prefabricated buildings, including six (6) gas recirculation pump buildings and two (2) instrument air pump buildings

• A transformer building that houses electrical equipment and panels, fiber-optic lines, and telecommunication panels

• A Unit Station Transformer (UST) structure

• An underground tunnel utility corridor (Battery B Cross Tunnel) that runs east-west across the Project site. This tunnel connects to each digester, an underground pump room located under the control room, and the Main Tunnel

• A retaining wall along the 4th Street and I Street boundaries that supports the elevated roadway above

Further details regarding existing infrastructure are available in Attachment 15.

The majority of site utilities—including electrical conduits, instrument air lines, potable water, High Pressure Effluent (HPE), and sludge piping—are routed through the Battery B Cross Tunnel. This tunnel and the associated below-grade pump room also house various instruments, valves, pumps, and a ventilation system. Additionally, buried utilities are located across the site and nearby streets, as depicted in Figure 5. Before removal, all utilities scheduled for demolition must be isolated, tested, purged where necessary, and capped at the Project boundaries.

Critical structures bordering the Project site, such as the gas pipe rack and Main Tunnel to the west (see Figure 3) and the 4th Street Tunnel to the north, must be protected in place throughout the duration of the work.

II. REQUEST FOR STATEMENT OF QUALIFICATIONS (SOQ)

The purpose of this RFQ is to solicit SOQs from CONTRACTORS with the ability to successfully complete construction of the Project. CONTRACTORS are invited to submit to the City Engineer (ENGINEER) an SOQ in response to this RFQ along with all required submittals outlined in this document. Qualification will be established based on an evaluation of the CONTRACTOR’S completed SOQ. In addition, qualifications will be based on comparable work experience, technical capability and capacity, construction expertise, safety record, labor and equipment resources, financial stability, ability to meet bonding and insurance requirements, and a review of the CONTRACTOR’S performance history with the City or other public agencies. CONTRACTORS will be evaluated based on specific criteria as listed in the “Evaluation Criteria” section of this RFQ.

The CONTRACTOR will need to possess a California General Engineering Contractors License (Class “A”) at the time of submittal of the SOQ.

It is the City’s intent to award a contract to a single CONTRACTOR who will be the single point of contact and have direct contractual responsibility for all: completion of construction, quality control, start-up and commissioning services necessary to successfully complete the Project.

The SOQs must be submitted in accordance with the requirements set forth in this document. Qualified, responsive CONTRACTORS will be placed on a Pre-Qualified

The report indicates that some amounts of hazardous materials, such as lead-based paint and asbestos were found within the Project site. The contents of the digesters were found to be non-hazardous but must be removed and can be taken to a landfill as long as it is not running. Potential foul odors emanating from the digester contents during removal will need to be dealt with as well.
