The work encompasses marine pile installation and testing activities utilizing both vibratory/impact pile driving and Down-the-Hole (DTH) hammer installation methods from floating plants to support the Test Pile Program for the Hood River-White Salmon Bridge Replacement Project. The estimated contract value is $7,000,000. Applicants must submit completed prequalification applications by September 29, 2026, at 5:00 p.m. Pacific Time to contracts@hrwsba.gov. Applicants must satisfy all ten mandatory qualification requirements, including: legal authorization to transact business in Oregon and Washington; active Oregon CCB registration and Washington contractor registration; two comparable projects completed within ten years with marine construction experience, steel pile installation, and applicant-performed scope of at least $2,000,000 each; demonstrated experience in both vibratory/impact pile driving and DTH pile installation in rock or comparable subsurface conditions; bonding capacity of 100% performance and 100% payment bonds for $7,000,000; documented ownership, lease, or commitment for critical equipment necessary for January 2027 field start; absence of suspension, debarment, or ineligibility in both states; and financial viability outside bankruptcy or receivership proceedings. Optional ODOT Prime Contractor Prequalification for Bridges and Structures with a single-contract limit of at least $7,000,000 may be submitted as supplementary evidence. Applications are subject to Oregon Public Records Law, and applicants may designate specific pages as confidential or trade secret with proper justification.
