About this file

This is Amendment #1 to a Request for Quote (RFQ) issued by the American Embassy Monrovia for an aerial work platform under solicitation PR16093309. The amendment's sole purpose is to emphasize the application of Public Law 115-232 and related FAR clauses regarding telecommunications and video surveillance equipment restrictions; all other terms and conditions from the original RFQ remain unchanged.

The amendment incorporates two primary FAR clauses by reference: FAR 52.204-24 (Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, November 2021) and FAR 52.204-26 (Covered Telecommunications Equipment or Services Representation, October 2020). These clauses implement Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019, which prohibits federal agencies from procuring equipment, systems, or services using covered telecommunications equipment or services as substantial or essential components on or after August 13, 2019, and prohibits contracting with entities using such equipment or services on or after August 13, 2020. Offerors must represent whether they will provide or use covered telecommunications equipment or services, review the System for Award Management (SAM) exclusion list at https://www.sam.gov, and provide detailed disclosures if applicable, including entity information (name, unique entity identifier, CAGE code, OEM status), equipment descriptions (brand, model number, item description), and explanations of proposed use and permissibility under the prohibition. The deadline for questions is August 4, 2026, and the deadline for submission of offers is August 31, 2026. Contractors must also communicate any changes to their UEI or CAGE code to the Contracting Officer within 30 days of such changes.
