About this file
This is a Justification for Restricting Competition Not Exceeding the Simplified Acquisition Threshold submitted by the U.S. Department of State, Global Acquisitions office.
The Overseas Post Embassy Reykjavik is seeking sole-source approval to award a contract to Grimsborgir hotelrekstur for hotel accommodation services. The requirement is for 56 hotel nights at Hotel Grimsborgir, with an estimated total contract value of $17,203.00 including options. Specifically, the government requires reservation of 10 hotel rooms for 56 room nights located as close as possible to a VVIP protectee to support US Secret Service protective detail operations. The Contracting Officer has determined that only one source is reasonably available based on urgency, citing Federal Acquisition Regulation (FAR) 12.102(a). The justification emphasizes that Hotel Grimsborgir is the only available accommodation in Southern Iceland with more than one available room during peak tourism season and is uniquely positioned 45 minutes from the protectee's location, enabling the security detail to maintain proximity for national security objectives. The Contracting Officer has also determined that the anticipated cost to the government is fair and reasonable. The justification was signed by Contracting Officer Jonathan McMurray on June 10, 2026, and certified by Erin Jones, Logistics Supervisor, General Services Office, on June 16, 2026.
