Requisition Number: DJF-18-1800-PR-005618
Date: July 23, 2018
Estimated Contract Dollar Value: $1,223,515.
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation, Information Technology and
Acquisition Unit (ITAU), has prepared this justification for other than full and open competition for CaseCracker Onyx and supporting components on behalf of the Video Surveillance Unit /
Network Recorder Program, Operational Technology Division (OTD).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The proposed requirement is for a new, Firm-Fixed Price, contract for brand name “CaseCracker
Onyx (CCO)” equipment. CCO is manufactured by Cardinal Peak Technologies (CaseCracker), 1380 Forest Park Circle, Suite 202, Lafayette, CO 80026. Competition will be limited to resellers of brand name specific items.
VSU/NRP is requesting brand name specific items to acquire additional CCO equipment. This equipment must be fully compatible with CaseCracker brand name technology already owned and deployed by the government. No substitute can be made for the brand name components, however
CaseCracker does have multiple authorized resellers to allow for limited competition.
3. A description of the supplies or services required to meet the agency’s needs.
The CCO system is a product of the VSU’s Interview Room Management System (IRMS) pilot project that was initiated in fiscal year 2015. This is a follow on procurement that will allow for the VSU to broaden the scope of the overall IRMS project and also allow for the installation of systems, where needed, for the purpose of training and/or technical support. CCO is currently installed and utilized at 42 locations nationwide.

5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
In 2015 VSU initiated an Interview Room Managemen System (IRMS) pilot program to identify an electronic recording and management system that would allow offices nationwide to meet the
FBI Recorded Interview Policy. The CaseCracker Onyx (CCO) system is the product that resulted from the pilot program. After considerable market research was conducted, this requirement was competed as a small business set-aside. Contract DJF-16-1200-K-0009046 was awarded in
September of 2016 to acquire this solution and was completed in April 2018.
CCO was customized to meet the specific needs of field investigations through a collaborative effort between the FBI pilot project and the manufacturer. The system is based around a “headless” server, which performs recording, secure hashing, indexing, storage, encryption and streaming.
This eliminates the need to install a client on the local machine. All cameras, mics, switches etc., connect to the server over a private IP network. Through the use of engineering services, CCO enhancements were developed and tested through field trials and ultimately resulted in features now available in the commercial version. Examples of these customized features are included below:
Data cleanup. A tool designed to automatically delete / clean up data that has been exported and is older than a specified date range.
Creates a session report. This report contains use statistics, user information, authentication values and other selectable data fields. Reports are also created showing the number of recordings currently on the system and all deleted sessions.
Generates a user report. This identifies users and the groups they are assigned to.
Logging and access reporting. The system will log all access by user.
The CCO system complies with all the following FBI specifications:
Secure encrypted recording and storage using the SHA256 encryption standard.
Capable of recording multiple synchronized video and audio streams from the same event.
Creates a unique secure container for the storage of both audio and video data. This allows for browser agnostic replay of recordings using commercially available common programs such as VLC, while protecting the integrity of the original data.
Has the ability to create and save metadata to include case number, agent and subject information, date and time stamping, event flagging, all while recording two simultaneous files; one for evidence and one as a working copy.
Able to be exported to optical media for entry into the agencies evidence repository.
Uses a FIPS compliant watermark and hash to validate the exported copies and produces an authentication report that follows the recorded files.
Does not allow modification of the original evidentiary recording.
Allows for granular access control and permissions from the admin through basic user levels.
CCO has become the FBI standard for interview evidence collection and is an integral part of the
VSU End to End video initiative. It meets current security standards, access control standards, and is interoperable with other systems currently in use at the FBI. It is also anticipated to be

. The continued use of CCO nationwide will enhance the ability of agents to efficiently perform interviews while working at any nationwide office. The use of one standard system increases the quality of evidence and greatly reduces the training burden. Introducing any other system would cause undue burden and loss of fidelity across field operations potentially compromising investigations.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
An intent to limit competition was posted on FedBizOps on July 13, 2018 to identify any potential sources capable of providing equipment that meets the Government’s requirements. No responses were received other then vendors proposing the CaseCracker
Onyx solution. In addition, VSU established its list of potential authorized suppliers directly from the CCO manufacturer. All potential suppliers were contacted directly for price estimates.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the
Government will be fair and reasonable.
As a part of the market research for this procurement MSRP pricing has been acquired from the manufacturer and potential suppliers have been contacted to obtain pricing and availability for the
CaseCracker Onyx solution. It is anticipated that adequate price competition will be available to determine the price fair and reasonable.
8. A description of the market research conducted and the results.
VSU conducted market research, posted two separate Requests For Information (RFI), hosted a three day vendor day envent, issued an RFP, completed technical evaluations and subsequently awarded a contract to the most qualified solution provider. Continuous market research has not identified any other companies that can meet VSU’s technical requirements without customization services. In addition, a sources sought notice was posted on FedBizOps on July
13, 2018 to identify any potential sources capable of providing equipment that meets the
Government’s requirements. No responses were received other then vendors proposing the
CaseCracker Onyx solution.
9. Any other facts supporting the use of other than full and open competition.
The CaseCracker system is now permanently installed and deployed at over 42 FBI office locations nationwide. VSU has invested approximately $1.9 million to date for CaseCracker equipment, engineering services, training, and installation. The continued use of the Casecracker system is essential because continuity of operation and standardization are key factors to the successful https://www.acquisition.gov/far/html/Subpart%205_2.html#wp1107980 https://www.acquisition.gov/far/html/Subpart%205_2.html#wp1107990

This maintains consist usage, collection, and training by field agents across all field offices where the system is deployed. Introduction of another system would be detrimental to field operations by increasing the likelihood of failure to maintain evidence collected during the interview process. It would also cause undue burden to re-train nationwide personnel; and cause unnecessary costs to the government by requiring the replacement of all equipment procured to date.
10. A listing of any sources that expressed a written interest in the acquisition.
As a part of the market research for this procurement MSRP pricing has been acquired from the manufacturer and some potential suppliers to the federal government for the CaseCracker Onyx solution are listed here. Below you will find a list of those vendors as provided by the manufacturer.
