About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the purchase of a Heracell VIOS 250i CO2 incubator and support frame by the Naval Medical Research Command (NMRC). The J&A outlines the requirement for the incubator to support the NMRC's Agile Vaccines and Therapeutics (AVAT) Department's research efforts. It cites the statutory exception under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 for a sole source acquisition from Franklin Young International Inc., a Service-Disabled Veteran-Owned Small Business. The J&A details the features required, the market research conducted, and determination of a fair and reasonable price. The related federal contract opportunity is a Special Notice soliciting interest for the purchase of the Heracell VIOS 250i CO2 incubator and support frame, under NAICS code 334516 for Commercial Items, with a requirement for vendors to be registered in the System for Award Management (SAM).

JUSTIFICATION AND APPROVAL
OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the agency and the contracting activity.
This justification is executed by the Naval Medical Research Command (NMRC), Silver Spring, MD, on behalf of the Navy to meet Naval Medical Research and Development mission.
2. Nature and/or description of the action.
The proposed action is for purchase of a new CO2 incubator to be used for incubation of cell cultures in order to maintain sterile and stable conditions for growth and survival of cells, which includes maintaining a specific range of humidity, temperature and carbon dioxide needed to regulate pH of cell culture media. This unit is needed for NMRC Agile Vaccines and Therapeutic (AVAT) Department research efforts and mission success. The proposed source is Franklin Young International Inc. (Service
Disabled Veteran Owned Small Business) with a cost of $15,728.00.
3. Description of Supplies or Services:
The Naval Medical Research Command (NMRC) Agile Vaccines and Therapeutics (AVAT) Department, Defense Infectious Diseases Directorate (DIDD) in its mission to develop and aid in bringing to the field infectious disease countermeasures in support of warfighter readiness, requires purchase of a new VIOS
250i CO2 Incubator with support frame. Franklin Young International Inc. (Service Disabled Veteran
Owned Small Business), manufacturer ThermoFisher Scientific, Heracell VIOS 250i CO2 incubator provides a reliable, clean and easy-to-use in vitro environment, featuring both proven event based and continuous contamination control solutions for optimized cell growth and security. The incubator features a 255L chamber with interior components constructed of electropolished stainless steel, with rounded corners, to minimize potential for unwanted contamination and simplify cleaning. An in-chamber HEPA filtered airflow system within the culture environment continuously filters the entire chamber air volume every 60 seconds. This system ensures continuous protection against unwanted microbial contaminants that could enter during routine door openings, thus minimizing risk of product loss or inconvenient downtime. Outstanding ISO 5 clean room air quality is achieved within the culture chamber within 5 minutes following a 30 second door opening, minimizing the opportunity for contaminants to settle on interior surfaces. The Heracell 250i has a larger capacity of 255 Liters compared to around 185 Liters for the water jacketed CO2 incubator. ISO Class 5 HEPA filtration continuously filters the entire chamber air volume every 60 seconds. Continuous protection minimizes airborne contaminants settling on interior surfaces. Steri-Run simplifies cleaning and eliminates the need for separate autoclaving and reassembly of components. Interactive touchscreen control provides visibility to changes in culture environment with performance trend graphing, error or usage logs. Franklin Young provided a cheaper quote ($15,728) and meets government’s minimum requirements when compared to the other small business vendor
Government Scientific Source ($16,454.81).
