Cumberland County, North Carolina

About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by Cumberland County Community Development in North Carolina for design-build services. The addendum significantly revises the original RFQ by narrowing the project scope to the Phoenix Place Permanent Supportive Housing Project only, removing the Robins Meadow Transitional Housing Redevelopment/Expansion Project from this solicitation. The Phoenix Place Project consists of ten new single-family, three-bedroom homes for permanent supportive housing with directly related sitework, utilities, stormwater, access, parking, sidewalks, and landscaping. The County must complete all North Carolina Housing Finance Agency (NCHFA) final commitment items, including final plans and specifications, signed construction contract documents, energy efficiency documentation, accessibility certification, and Section 3 compliance certification, before January 2027. The deadline for written questions was extended to July 17, 2026, at 4:00 p.m., with responses and any additional addendum issued by July 20, 2026, at 5:00 p.m. The proposal due date remains July 24, 2026, at 4:30 p.m. A pre-submittal site walkthrough was conducted on June 30, 2026. No award date is specified in the addendum, as final award is contingent upon County Board of Commissioners approval and execution by authorized officials.

The revised anticipated project budget for Phoenix Place is $3,748,700, now funded with NCHFA/SHARP funds and County General Fund/local funds, subject to final County and NCHFA approvals. The addendum removes County HOME-American Rescue Plan (HOME-ARP) funds from the Phoenix Place funding description. The project team selection method has been changed from Project Team Selection Option B to Project Team Selection Option A under North Carolina General Statute 143-128.1A(c)(8)a., requiring respondents to identify licensed contractors, licensed subcontractors, and design professionals proposed for the project at the Statement of Qualifications stage. These identified team members are considered key personnel and may not be changed after award without prior written County approval. The addendum eliminates all State and local Minority Business Enterprise (MBE) and Historically Underutilized Businesses (HUB) participation goals and affidavit requirements, effective July 7, 2026, following repeal of North Carolina statutory HUB-related requirements. However, respondents and the selected Design-Builder must continue to comply with applicable federal business consideration requirements, Section 3 requirements where applicable, NCHFA requirements, environmental review, accessibility standards, civil rights, fair housing, labor standards, and Build America Buy America Act provisions. Price and fee information shall not be included in the qualifications portion and will not be used to establish the initial qualifications ranking; pricing negotiations will occur after final qualifications-based ranking.

ADDENDUM NO. 1

REQUEST FOR QUALIFICATIONS (RFQ)

DESIGN-BUILD SERVICES FOR

PHOENIX PLACE PERMANENT SUPPORTIVE HOUSING PROJECT

Formerly: Design-Build Services for Transitional and Permanent Supportive Housing Program

Phoenix Place Permanent Supportive Housing and Robins Meadow Transitional Housing

Redevelopment

Issued by: Cumberland County Community Development

Date of Addendum: July 13, 2026

This Addendum forms a part of the above-referenced Request for Qualifications (“RFQ”). All respondents are responsible for reviewing this Addendum and incorporating its terms into their

Statements of Qualifications. Except as expressly modified by this Addendum, all other terms, conditions, requirements, deadlines, forms, attachments, and provisions of the RFQ remain unchanged and in full force and effect.

In the event of a conflict between this Addendum and the original RFQ, this Addendum shall control.

1.0 PURPOSE OF ADDENDUM

The purpose of this Addendum is to revise the RFQ as follows:

A. Narrow the scope of the current RFQ to the Phoenix Place Permanent Supportive

Housing Project only;

B. Remove the Robins Meadow Transitional Housing Redevelopment/Expansion Project from this RFQ;

C. Revise the anticipated project budget to reflect the Phoenix Place component only;

D. Revise the funding description for Phoenix Place to remove County HOME-ARP funds from the Phoenix Place scope under this RFQ and identify the project as funded with

NCHFA/SHARP funds and County General Fund/local funds, subject to final County and

NCHFA approvals;

E. Change the project team selection method from Project Team Selection Option B to

Project Team Selection Option A under N.C.G.S. 143-128.1A(c)(8)a.; and

F. Preserve all applicable NCHFA, State, County, environmental, accessibility, MBE/HUB, Section 3, federal-clause, and contract-compliance requirements.

2.0 REVISED RFQ TITLE

The title of the RFQ is revised as follows:

REQUEST FOR QUALIFICATIONS (RFQ)

DESIGN-BUILD SERVICES FOR

PHOENIX PLACE PERMANENT SUPPORTIVE HOUSING PROJECT

All references in the RFQ to “Design-Build Services for Transitional and Permanent Supportive

Housing Program,” “Phoenix Place Permanent Supportive Housing and Robins Meadow

Transitional Housing Redevelopment,” “Phoenix Place and Robins Meadow Design-Build

Services,” or similar combined-project titles are hereby revised to mean:

Phoenix Place Permanent Supportive Housing Design-Build Services.

3.0 ROBINS MEADOW REMOVED FROM THIS RFQ

The Robins Meadow Transitional Housing Redevelopment/Expansion Project, including redevelopment or expansion of existing transitional housing units and rehabilitation, redevelopment, replacement, or expansion of the front office/resource center at 503 Old

Wilmington Road, is removed from the scope of this RFQ.

Robins Meadow may be procured separately through a future solicitation or other lawful procurement action. No respondent should include Robins Meadow redevelopment, expansion, renovation, demolition, replacement, front office/resource center work, temporary operations planning, or transitional housing unit pricing in its Statement of Qualifications or Attachment F response under this RFQ.

The County may authorize limited site, utility, access, stormwater, grading, parking, pedestrian, or other improvements only to the extent such work is directly necessary for the Phoenix Place

Permanent Supportive Housing Project and is expressly included in the final contract, construction documents, NCHFA-approved plans, and County authorization.

4.0 REVISED PURPOSE AND BACKGROUND

Section 1.0, Purpose and Background, is amended by deleting the existing first paragraph and replacing it with the following:

Cumberland County Community Development (the “County”) requests Statements of

Qualifications and related information from qualified design-build teams, each a “Design-

Builder,” to provide integrated preconstruction, design, permitting, pricing, coordination, construction, and closeout services for the Phoenix Place Permanent Supportive Housing Project.

The Phoenix Place Project consists of ten (10) new single-family, three-bedroom homes for permanent supportive housing, together with directly related sitework, utilities, stormwater, access, parking, sidewalks, landscaping, permitting, inspections, and other improvements necessary to deliver the Phoenix Place units in accordance with County requirements, NCHFA requirements, applicable codes, accessibility requirements, environmental requirements, and the final approved scope.

The County is using the design-build delivery method because of time constraints associated with the Phoenix Place funding and approval process. The County must complete the items required by the North Carolina Housing Finance Agency (“NCHFA”) for the Phoenix Place component before January 2027, including final plans and specifications, signed construction contract documents, energy efficiency documentation, accessibility certification, Section 3 certification, project budget and sources-and-uses documentation, construction schedule, and other final commitment materials. The County has determined that a single integrated design-build team provides the best opportunity to coordinate design, cost estimating, permitting, NCHFA review, and construction-readiness within the required timeline.

5.0 REVISED PROJECT BUDGET

The Anticipated Project Budget paragraph in Section 1.0 is deleted and replaced with the following:

Anticipated Project Budget. The anticipated project budget for the Phoenix Place Permanent

Supportive Housing Project under this RFQ is $3,748,700. The stated budget is not a representation that all funds will be included in the initial contract or construction authorization.

The County may adjust eligible cost categories, contract phasing, notices to proceed, construction authorizations, or project funding only through authorized written action and, where applicable, NCHFA or other required approval.

6.0 REVISED FUNDING DESCRIPTION

The RFQ is amended to remove references stating that Phoenix Place is funded with County

HOME-American Rescue Plan (“HOME-ARP”) funds under this RFQ.

Phoenix Place is currently anticipated to be funded with NCHFA/SHARP funds and County

General Fund/local funds, subject to final County approval, NCHFA review, funding documentation, and any required final commitment conditions. The County reserves the right to revise, supplement, or clarify the funding description by future addendum, contract negotiation, Board action, NCHFA review, or final funding commitment documentation.

Nothing in this Addendum shall be interpreted to waive or remove any NCHFA, SHARP, State, County, environmental, accessibility, civil rights, fair housing, Section 3, MBE/HUB, federal-clause, or other compliance requirement that applies to the project by law, funding condition, grantor requirement, NCHFA requirement, contract requirement, or County determination.

7.0 FEDERAL CLAUSES AND COMPLIANCE LANGUAGE

The federal clauses and certifications inserted into the RFQ remain included in the RFQ unless removed or modified by a future written addendum issued by the County.

Respondents shall not assume that removal of County HOME-ARP funds from the Phoenix

Place funding description eliminates all federal, NCHFA, Section 3, environmental, accessibility, civil rights, labor standards, Build America Buy America Act, or other compliance obligations.

Applicability of specific federal or grant-related requirements will be determined by the County, NCHFA, HUD, Legal, Purchasing, or other reviewing authority as applicable.

8.0 STATE/LOCAL HUB AND MBE REQUIREMENTS REMOVED

Effective July 7, 2026, North Carolina statutory HUB-related requirements have been repealed.

Accordingly, all State/local HUB, MBE, or minority business participation goals are removed from this RFQ.

All references in the RFQ to a County fifteen percent (15%) MBE participation goal, HUB participation goal, MBE/HUB good-faith-effort requirements, N.C.G.S. 143-128.2, N.C.G.S.

143-128.3, N.C.G.S. 143-128.4, State HUB affidavits, Identification of Minority Business

Participation forms, Affidavit A, Affidavit B, Affidavit C, Affidavit D, MBE payment documentation forms, and Attachment N are deleted and shall not apply to this solicitation.

Respondents are not required to list minority businesses, identify MBE/HUB dollar values, submit State HUB affidavits, meet a State/local MBE participation goal, or verify State/local

HUB good-faith efforts as part of this RFQ.

This section does not remove any federal, NCHFA, SHARP, HUD, Section 3, environmental, accessibility, fair housing, civil rights, labor standards, Build America Buy America Act, 2

C.F.R. Part 200, or other funding-source requirement that applies to the project by law, grant condition, funding agreement, NCHFA requirement, contract requirement, or County determination.

To the extent applicable, respondents and the selected Design-Builder must continue to comply with federal business consideration requirements, including applicable requirements of 2 C.F.R.

§ 200.321 concerning consideration of small businesses, minority businesses, women’s business enterprises, veteran-owned businesses, and labor-surplus-area firms.

These federal business consideration requirements are not State/local HUB goals, quotas, set-asides, ownership preferences, or scoring preferences. Respondents will not receive a preference or evaluation credit based solely on ownership status.

9.0 PROJECT TEAM SELECTION OPTION A

The RFQ is amended to change the project team selection method from Project Team Selection

Option B to Project Team Selection Option A under N.C.G.S. 143-128.1A(c)(8)a.

All references in the RFQ to “Project Team Selection Option B,” “Option B,” “open first-tier subcontractor selection under Article 8,” “open selection of first-tier subcontractors,” or language stating that the selected Design-Builder “shall not enter into negotiated contracts with first-tier subcontractors” are deleted or superseded by this Addendum.

The following language shall apply:

The County has selected Project Team Selection Option A under N.C.G.S. 143-128.1A(c)(8)a.

Each respondent shall identify the licensed contractor or contractors, licensed subcontractors, and design professionals whom the respondent proposes to use for the project. The identified licensed contractors, licensed subcontractors, and design professionals shall be considered key personnel or key team members for purposes of the RFQ and any resulting contract. After award, the Design-Builder shall not change key personnel or key team members without prior written approval from the County.

Use of Project Team Selection Option A does not waive or reduce any applicable State, local, NCHFA, HUD, federal, Section 3, federal business consideration, cost-reasonableness, bonding, insurance, licensing, or contract-compliance requirement. The Design-Builder remains responsible for documenting compliance with all applicable requirements and for providing information requested by the County to support procurement, negotiation, pricing, cost analysis, grant compliance, NCHFA review, and contract administration.

10.0 REVISED PROPOSAL TITLE AND SUBMITTAL LABEL

The proposal title in Section 2.2 is revised to:

PROPOSAL TITLE:

Phoenix Place Permanent Supportive Housing Design-Build Services

Respondents shall clearly mark sealed proposal packages with:

1. Vendor name;

2. RFQ title: Phoenix Place Permanent Supportive Housing Design-Build Services; and

3. Due date and time.

11.0 REVISED QUESTIONS DEADLINE

Because this Addendum materially revises the project scope and project team selection method, the deadline for written questions is extended to:

Questions Due: July 17, 2026, at 4:00 p.m.

The County anticipates issuing responses and any additional addendum by:

Responses/Addendum: July 20, 2026, by 5:00 p.m.

Unless modified by a separate addendum, the proposal due date remains:

Proposal Due Date: July 24, 2026, at 4:30 p.m.

12.0 REVISED PRE-SUBMITTAL SITE WALKTHROUGH LANGUAGE

Section 2.4 is amended to clarify that the June 30, 2026, pre-submittal site walkthrough applied to the project site generally. No additional pre-submittal site walkthrough is scheduled by this

Addendum.

All questions regarding the revised Phoenix Place-only scope must be submitted in writing by the revised questions deadline stated in this Addendum. Verbal statements made during any site visit, walkthrough, meeting, or informal communication shall not modify the RFQ and shall not be binding on the County. Respondents shall rely only on the RFQ and written addenda issued by the County.

13.0 REVISED FEDERAL BUSINESS CONSIDERATION AND SECTION 3

REQUIREMENTS

All State/local HUB or MBE participation goals and affidavit requirements are removed from this solicitation. Respondents are not required to meet a State/local HUB or MBE participation goal, list minority businesses, identify MBE/HUB dollar values, or submit State HUB affidavits.

Where applicable, respondents and the selected Design-Builder shall comply with federal business consideration requirements, including applicable requirements of 2 C.F.R. § 200.321, and Section 3 requirements. Respondents shall describe their compliance capacity and outreach approach in the Statement of Qualifications. No respondent shall receive a preference or evaluation credit solely because of ownership status.

Any RFQ or Addendum language requiring an “MBE/HUB and Federal Business Outreach

Plan” is revised to require a “Federal Business Consideration and Section 3 Compliance Plan,” where applicable.

14.0 REVISED EVALUATION CRITERIA

Section 3.4, Evaluation Criteria, is amended by replacing Item 4 with the following:

4. Project Team Qualifications and Option A Team Identification — 30 points

The total points available under the RFQ remain 100 points. Attachment F will not be scored or considered in the qualifications ranking. Price, fee, unit price, and cost information shall not be included in the qualifications portion of the SOQ and will not be used to establish the initial qualifications ranking.

15.0 REVISED METHOD OF AWARD

Section 3.5, Method of Award, is amended to state:

The County will use a qualifications-based design-build selection process consistent with

N.C.G.S. 143-128.1A and Article 3D of Chapter 143. The County will rank firms based on qualifications, relevant experience, technical approach, schedule, compliance capacity, team qualifications, required Project Team Selection Option A team identification, and references.

Price or fee information will not be used to establish the qualifications ranking.

The County may shortlist and conduct interviews and may request additional information before establishing final rankings. Under Project Team Selection Option A, each respondent shall identify the licensed contractor or contractors, licensed subcontractors, and design professionals whom the respondent proposes to use for the project. The County may consider the qualifications, experience, capacity, availability, licensing, and proposed role of the identified team members as part of the qualifications evaluation.

After final ranking, the County may negotiate a design-build agreement, preconstruction services, construction phase terms, schedule, fees, general conditions, and a GMP or other mutually acceptable pricing structure with the highest-ranked responsible respondent. If the

County and the highest-ranked respondent cannot reach agreement within a reasonable period, the County may terminate negotiations and proceed to negotiate with the next highest-ranked respondent, cancel the solicitation, or re-solicit.

No award is final and no contract is binding until approved by the Cumberland County Board of

Commissioners or other authorized County official, executed by the parties, and pre-audited by the Finance Officer as required by N.C.G.S. 159-28. The County may require NCHFA, HUD, County Attorney, Purchasing, Finance, or other reviewing authority review before execution or before issuance of a construction Notice to Proceed.

16.0 REVISED SCOPE OF WORK

Section 4.1, Scope of Work, is amended to remove all Robins Meadow-specific scope items.

The Design-Builder’s scope under this RFQ is limited to Phoenix Place Permanent Supportive

Housing and directly related site and infrastructure work necessary to deliver the Phoenix Place units.

The Design-Builder shall deliver coordinated, code-compliant plans and specifications; obtain required permits and approvals; support NCHFA final commitment requirements; coordinate pricing and construction-phase documentation; and construct the Phoenix Place Project through substantial and final completion, subject to County authorization and any required NCHFA approval.

The Design-Builder shall support the County in completing all NCHFA final commitment items for Phoenix Place before January 2027, including final plans and specifications, signed construction contract documentation, energy efficiency documentation, accessibility certification, Section 3 compliance certification, project budget, sources and uses, construction schedule, cost estimates, environmental documentation or reevaluation if required, and related submission materials.

17.0 REVISED OBJECTIVES

Section 4.1.A, Objectives, is amended as follows:

Objective 1 is deleted and replaced with:

1. Deliver the Phoenix Place Permanent Supportive Housing Project, consisting of ten (10) new single-family, three-bedroom permanent supportive housing homes and directly related site improvements, in a coordinated, accessible, durable, energy-conscious, maintainable, and code-compliant manner.

Objective 3 is deleted and replaced with:

3. Maintain accurate cost tracking, schedule of values, invoices, backup documentation, funding-source documentation, and compliance records for the Phoenix Place Project.

Objective 4 is deleted in its entirety.

All references in the Objectives to Robins Meadow, transitional housing redevelopment, existing twelve (12) units, 503 Old Wilmington Road front office/resource center, campus integration, or separate Phoenix Place/Robins Meadow cost tracking are deleted or superseded by this

Addendum.

18.0 REVISED TASKS

Section 4.1.B, Tasks, is amended as follows:

Task 1 is amended to require project initiation, management, schedule control, cost control, risk management, quality management, document control, and reporting for Phoenix Place only.

Task 2 is amended to remove assessment of Robins Meadow buildings and the 503 Old

Wilmington Road front office/resource center. Due diligence shall focus on Phoenix Place site conditions, surveys, geotechnical investigations, utility coordination, environmental conditions, permitting requirements, accessibility requirements, and NCHFA requirements applicable to

Phoenix Place.

Task 3 is amended to remove references to Robins Meadow units, front office/resource center, and phasing of Robins Meadow operations. Programming and concept/schematic design shall focus on Phoenix Place units, site layout, utilities, access, parking, sidewalks, drainage, landscaping, accessibility, energy efficiency, and NCHFA review requirements.

Task 4 remains focused on design development and NCHFA coordination for Phoenix Place.

Task 5 remains focused on construction documents and permitting for Phoenix Place.

Task 6 remains focused on NCHFA Final Commitment Support for Phoenix Place.

Task 7 is deleted and replaced with:

Task 7 — Trade Partner/Subcontractor Coordination, Documentation, and Open-Book

Pricing

The Design-Builder shall coordinate with its proposed licensed contractors, licensed subcontractors, trade partners, suppliers, and design professionals to develop scopes of work, pricing assumptions, alternates, allowances, contingencies, schedules of values, and construction pricing for County review.

The Design-Builder shall maintain an open-book pricing record sufficient to support County review, cost or price analysis, grant documentation, MBE/HUB compliance, Section 3 coordination, NCHFA review, and documentation of fair and reasonable compensation.

Use of Project Team Selection Option A does not eliminate the Design-Builder’s obligation to comply with applicable State, local, County, NCHFA, HUD, Section 3, MBE/HUB, federal-clause, and project-specific requirements. The Design-Builder shall document outreach, team formation, subcontractor selection, pricing rationale, negotiations, and cost reasonableness as requested by the County.

The Design-Builder shall comply with applicable North Carolina public construction requirements, good-faith efforts for minority business participation, federal consideration of small businesses, minority businesses, women-owned businesses, veteran-owned businesses, and labor-surplus-area firms where applicable, Section 3 requirements where applicable, and any project-specific procurement or funding requirements.

The Design-Builder shall prepare a proposed GMP, lump sum, or other mutually acceptable pricing structure with supporting documentation, schedules of values, alternates, allowances, contingencies, general conditions, subcontractor information, and basis of pricing.

Task 8 is amended to remove references to Robins Meadow and to require construction execution and administration for Phoenix Place only.

Task 9 is deleted in its entirety unless the County later determines that limited phasing, site logistics, temporary access, safety, or utility-continuity planning is necessary for Phoenix Place.

Task 10 remains applicable to Phoenix Place closeout, warranty, and post-construction support.

19.0 REVISED VENDOR PROPOSAL REQUIREMENTS

Section 4.2.D, Project Team Qualifications, is deleted and replaced with the following:

D. PROJECT TEAM QUALIFICATIONS AND OPTION A TEAM IDENTIFICATION

8. A statement confirming that, after award, no key personnel or key team members will be changed without prior written approval from the County.

If a respondent does not yet know all licensed subcontractors it proposes to use, the respondent shall identify the known licensed subcontractors and describe the process by which additional licensed subcontractors will be identified, evaluated, selected, documented, and submitted to the

County for review and approval.

20.0 REQUIRED ATTACHMENTS

Section 4.2.G, Required Attachments, is amended as follows:

Submit completed Attachments B through G and revised Attachment M, together with any additional forms requested by addendum. Attachment F shall be submitted in a separate sealed envelope and shall address Phoenix Place only.

21.0 REVISED INVOICES AND COST SEGREGATION

Section 5.7, Invoices, is amended to remove references to Robins Meadow.

Invoices shall be submitted to Cumberland County Administration, Attn: Tye Vaught, Chief of

Staff, P.O. Box 1829, Fayetteville, NC 28302, or as otherwise stated in the final contract.

23.0 ATTACHMENT I — DESIGN-BUILD DETERMINATION AND STATUTORY

CRITERIA

Attachment I remains incorporated into the RFQ, except that references to coordinated campus delivery, Robins Meadow, separate schedules, separate cost tracking for Phoenix Place and

Robins Meadow, or combined Phoenix Place/Robins Meadow delivery are amended to apply to

Phoenix Place only.

The County continues to determine that design-build is appropriate because of the NCHFA deadline, need for schedule compression, need for early cost input, need for coordinated design and construction planning, and need for a single integrated team to deliver Phoenix Place final commitment materials and construction-readiness before January 2027.
