Rehabilitation and/or Replacement of Hydroelectric Generating
Units and Pumping Units, Systems and Components
U.S. Bureau of Reclamation
U.S. BUREARU OF RECLAMATION
IDIQ SCOPE OF WORK
Rehabilitation and/or Replacement of Hydroelectric
Generating Units and Pumping Units, Systems and Components
INTRODUCTION
The U.S. Bureau of Reclamation (Reclamation), Power Resources Office has identified a requirement for the repair or replacement of generators/hydraulic turbines and large motors/pumps following failures of generation or pumping equipment. Reclamation is organized into five regions; California-Great Basin
(CGB), Missouri Basin (MB), Lower Colorado Basin (LCB), Upper Colorado Basin (UCB), and
Columbia-Pacific Northwest (CPN) that may issue task orders under this IDIQ. Reclamation’s hydropower infrastructure ranges from unit capacity of 350 Kilowatts to 805 Megawatts and pumps up to
50 Megawatts. Approximately 50-percent of the units fall between 1-50 Megawatts. Overall, Reclamation has a total of 176 hydro units (turbines and pump-turbines) and 6 large pumps rated at or above 50MW.
Reclamation identified the requirement to expedite the rehabilitation and replacement of deteriorated and failed major mechanical and electrical equipment to preserve the integrity of the hydroelectric portion of the western grid and maintain reliable water delivery. This is critical to Reclamation’s mission to support the water and power needs of its customers and strengthen the western electric grid reliability. The IDIQ may be used by each Region for supplies and services for the rehabilitation and/or replacement of generation and pumping equipment and associated items at Reclamation facilities.
This contract will provide expedited response capability for non-routine maintenance and corrective maintenance. This contract may also be used to perform non-routine deferred maintenance and assessments at Reclamation hydroelectric and irrigation facilities. Projects that have design changes or modifications, such as rehabilitations and overhauls due to end of design life or required corrective action, can be completed through this contract once they have completed the proper design process. This contract is not meant as a substitute for preventative maintenance.
SCOPE OF WORK
Individual regions, area offices, field offices will create Task Orders for their required scope of work.
The Task Orders will include all pertinent data and information, including, but not limited to, service and product requirements/standards, design parameters, required schedule, site conditions, and quality control requirements.
Potential equipment and systems which may be included in the scope of work includes, but is not limited to, turbines, generators, pumps, motors, and auxiliary systems. The scope of work may include, but is not limited to, assessments, inspections, analysis, design, documentation, as-found and as-built drawings, unit disassembly and reassembly, onsite machining, required equipment/tooling for work, manufacturing and fabrication of new components, refurbishment and rehabilitation of existing components, testing, and commissioning. The scope of work may require both on-site and off-site tasks. Some services may require response and completion within 30 days of task order award. Contract performance may require execution of multiple and simultaneous task order requirements at various locations.
Some equipment may have hazardous materials such as asbestos or heavy metals. Reclamation prefers to have a licensed and certified contractor to complete all surveys, sampling and abatement services through an optional task order requirement. If asbestos or heavy metals are identified in the task order or detected during the performance of the work, no work shall be performed until the asbestos or heavy metals have been abated below environmental, health and safety regulatory requirements. The hazardous material abatement in a task order will not be required and a company can elect to not perform the abatement tasks but complete all other work in that task order that does not include abatement. However, a contractor that cannot adequately support the abatement effort is not precluded from working the rest of the task order.
If hazardous material is found during site work and the contractor cannot support the abatement, the
Government will establish another contract to complete the abatement work.
OBJECTIVES
The Contractor shall render the required services as entailed within the task order, as ordered by the
Contracting Officer (CO) during the contract period.
The contractor shall provide all labor, equipment, materials, documents, and other required items or services to complete the contracted work unless otherwise stated in the task order such as Government furnished items.
PERSONNEL
The Contractor shall furnish the services of professionally qualified personnel, under the terms and conditions set forth in the contract and the individual Task Order. The types of disciplines that may be required will include, but are not limited to, Contract Manager, Task Managers, Schedulers, Work Site
Supervisor, Engineering, Technicians, Quality Control Personnel, Safety Personnel, Equipment
Operators, Electricians, Mechanics, Laborers, Millwrights, and Clerical.
Designation of Project Manager
Within five calendar days from the date of contract award of the base contract, the Contractor(s) shall notify the Government as to whom it has designated as the Project Manager for the services to be received under this contract. The Project Manager shall serve as the point of contact between the Government and the Contractor and shall have full authority to act on behalf of the
Contactor. If replaced, notification shall be submitted in writing to the Contracting Officer within five business days. Project managers shall have a minimum of 5 years of experience managing projects.

For each Task Order issued including site work, the Contractor shall designate in writing, to the issuing Contracting Officer, a Site Superintendent. This person will be the single point of contact for site work. The Supervisor shall be able to read, write, and speak fluent English.
Engineers
Require a professional engineering license from the United States.

America and/or Occupational Safety and Health Administration.
Nondestructive Examiners
Shall be certified to Level 2 or higher with qualifications meeting American Society for
Nondestructive Testing, ASNT SNT-TC-1A, Personnel Qualification and Certification in
Nondestructive Testing.
QUALITY CONTROL
The Contractor, not the Government, is responsible for quality control actions necessary to meet the quality standards set forth by the contract and Task Order. The Contractor shall develop and submit their
Quality Control Plan (QCP) for government approval after Task Order issuance and in compliance with the Task Order.
The Government reserves the right to inspect and test the services called for by the contract, to the extent practicable at all times and places during the term of the contract. Non-conforming services shall be rejected.
The Government will execute a Quality Assurance Surveillance Plan which will provide Government surveillance oversight of the Contractor’s quality control efforts to assure that they are timely, effective and is delivering the results specified in the contract.
TRAINING
Training for Reclamations Hazardous Energy Control Program under Facility Instructions, Standards and
Techniques (FIST) Manual 1-1, is required for the Contractor’s Workplace Representative. Other safety and site specific training may be required. The COR shall be the point of contact for all training requirements.
The Contractor is responsible for all training for its employees except when site specific training can only be provided by Reclamation. Requests for training must be provided to and approved by the CO prior to the Government conducting training.
