About this file

This Addendum #1 Notification document issued by the City of Asheville, North Carolina addresses bidder inquiries and modifications to the Police Uniforms procurement (FBR 2105-27). The original bid deadline of October 8, 2026 has been extended to October 15, 2026 at 3:00 p.m. The City seeks a vendor to supply police uniforms and related items for the Asheville Police Department, with all items required in sizes XS to XXXL. Key specifications clarified in the addendum include that the vendor must provide embroidery and patch services, with samples provided by the City rather than digital design files or thread color codes. The initial order has an expedited turnaround requirement due to training classes commencing in January 2027. The awarded vendor will operate an online ordering portal allowing individual officers to purchase items using personal stipends while the City also places purchase orders for specific items. The contract term is twelve months with two optional twelve-month renewal periods, constituting a potential three-year relationship with the awarded vendor.

Operational requirements include on-demand order fulfillment with individual poly-bagging and bulk shipping to the City for distribution, monthly measuring or provision of a fit line to ensure proper sizing, and hemming as the primary alteration service. The City will collect and consolidate both officer individual orders and departmental purchase orders, with payment processed upon delivery via invoice for PO-based orders and individual payment through the website portal for officer purchases. All items are purchased on an as-needed basis rather than as standard annual issue, with the estimated quantities provided in the original bid documents. The vendor must acknowledge this addendum by signature and include it with the bid package; bidders must also confirm their understanding that this is an exclusive vendor contract for the listed uniform items.
