About this file

This addendum to the Downtown Cleaning Contract (Project Number 298-FY27-PW-BID-DTCC) issued by the City of Asheville, North Carolina on October 19, 2026, addresses responses to bidder questions and clarifies requirements for downtown cleaning, pressure washing, and general maintenance services. The City seeks to award one contract to a single company for all eight line items, though the awarded contractor may utilize subcontractors as needed. A mandatory pre-bid meeting was held on October 13, 2026, and bids are due October 26, 2026 at 2:00 p.m. EST, with project start estimated for January 2027. The contract will be awarded for an initial one-year term with options for up to four additional one-year renewals contingent upon satisfactory performance and available funding.

Key operational requirements include pressure washing services for Zone A (6:00 a.m. to 10:00 a.m., Monday through Friday) and Zone B (6:00 a.m. to 5:00 p.m., Monday through Friday), with Pack Square to be completed by 10:00 a.m. and Pritchard Park by 5:00 p.m. General cleanliness services for both zones may be performed until 5:00 p.m. Monday through Friday. Contractors must provide their own water supply and power, coordinate with the City of Asheville Water Department regarding water access, and maintain an on-site supervisor during work. A permanent employee must be available within 24 hours of notice and should be based in or near Asheville. The bidder must submit a combined total bid for all eight zones; individual zone awards will not be granted. Failure to acknowledge this addendum in the submittal may render the bid non-responsive. All bidders are responsible for checking the City's procurement website at www.ashevillenc.gov/bids for additional updates prior to submission.
