About this file

This is Addendum No. 1 to a Request for Bids issued by the City of Asheville, North Carolina on October 8, 2026, for the Oakley Ballfield Backstop Fencing project (Project Number 298-FY27-PR-Bid-BackstopFencing). The addendum addresses twenty questions submitted by prospective bidders regarding project specifications, contractor qualifications, and installation requirements. Key deadlines include a question submission deadline of October 6, 2026 at 5:00 p.m. and a bid due date of October 16, 2026 at 12:00 p.m., with a projected project start date in early December 2026. The project involves removal of existing backstop fencing and installation of new backstop fencing at the ballfield. No pre-bid meeting is being held, and all bid documents and addenda are available on the City's procurement website at www.ashevillenc.gov/bids. Failure to acknowledge this addendum in the bid submittal may result in the bid being deemed non-responsive.

The addendum clarifies critical project requirements, including that both prime contractors and subcontractors must hold North Carolina General Contractor licenses, and that prime contractors must have prior sports field fencing experience. Subcontractors must be identified at the time of bid submission with no percentage limitations on subcontracted work, provided the prime contractor meets experience requirements. Technical specifications addressed in the addendum include post spacing, foundation specifications (16"-24" diameter with 6-foot depth), concrete strength requirements (minimum 3,000 PSI), and hardware specifications for gates. The contractor is responsible for establishing fence alignment and gate locations, managing unforeseen rock excavation, and coordinating with the City's Athletics staff regarding ballfield availability and staging areas. All insurance and bonding requirements listed in the bid documents apply to both prime contractors and subcontractors. No building, zoning, or other permits are required for this work.
