Addendum No. 1 Issue Date: Tuesday, September 29, 2026
Project Name: Email Filtering and Cyber Security Training Project Number: 298-FY27-ITS-BID-EMAILFILTERTRN
TO: Prospective Applicants
This addendum forms a part of the Request for Bids and modifies the original Project Number 298-FY27-ITS-BID-EMAILFILTERTRN only to the extent specifically noted below. Failure to acknowledge this addendum in the submittal may subject the submitter to being deemed non-responsive.
This Addendum is posted on the City procurement website at www.ashevillenc.gov/bids. This is the official source of this addendum. All addenda and attachments shall be published to the same location.
This Addendum consists of 2 pages in total.
This Addendum is to address Responses to Questions.
Answers to Questions
Question: We are interested in responding to the solicitation. The City’s procurement page currently appears to include only the Advertisement for Request for Bids. Could you please confirm whether there are additional bid documents, specifications, pricing forms, or licensing quantities/SKUs that bidders should use to prepare their response?
Response: This Request for Bids (RFB) is posted on the City procurement website at www.ashevillenc.gov/bids. This is the official source of this solicitation. All updates to this solicitation shall come in the form of published addenda and shall be published to the same location. The City will not be responsible for full or partial sets of RFP Documents including any addendum obtained from any other source.
Question: The insurance limits in the bidder instructions differ from those in the sample contract, and the instructions include cyber liability coverage that the sample contract does not list. Which requirements will govern this purchase?
Response: The insurance requirements that will be in the official contract will be:
Commercial General Liability: $1,000,000 per occurrence Auto Liability: $1,000,000 combined single limit Excess Liability: $2,000,000 Workers' Compensation: Statutory Employer's Liability: $500,000 each accident/total disease/employee disease http://www.ashevillenc.gov/bids http://www.ashevillenc.gov/bids
Cyber Liability per loss $1,000,000
Question: We noticed the bid form specifically references IronScales products and that alternative bids will not be considered. Could you please confirm whether this opportunity is limited to IronScales and its authorized partners, or if other qualified cybersecurity vendors can submit a bid?
Response: This is a request for bids for renewing existing Ironscales subscriptions and is not a request for proposals from other platform or solution vendors.
Question:Is a manufacturer authorization letter from IronScales required with the bid?
Response: Yes, include a letter from Ironscales that you are an authorized vendor.
Question: What are the City's payment terms for the annual subscription, and will the City pay on invoice after the licenses are delivered?
Response: Once a contract is executed, the City can be invoiced for these licenses.
The City shall pay the Contractor within 30 days of approved invoice.
Question: I see that to submit a bid; we must complete the City of Asheville Technology Procurement Governance Checklist. Since we are a reseller in this instance, and Ironscales would be the technology provider, would they be the ones to fill this out?
Response: Please complete as much information as you can on the checklist, and work with IronScales to answer the other questions when possible.
I understand that failure to acknowledge any addenda may cause this bid/proposal to be deemed non-responsive.
