Specifications and Statement of Work for PMEL Mooring Analysis

Software

Specifications:

The following specifications are for the purchase of a commercial mooring analysis software package for NOAA-PMEL.

1. The software must be able to model a single point mooring with the following configurations:

a. Taught Line Surface Mooring, depths from 10m – 6000m

b. Subsurface Mooring, lengths from 5m – 6000m

c. Slack Line Reverse Catenary Surface Mooring, lengths from 100m – 9000m

d. Slack Line Chain Surface Mooring with line lying on the bottom, depths from 10m –

500m.

e. Mooring Deployment

f. Towed bodies

2. The software must allow the user to input a dynamic wave state.

3. The software must allow the user to enter a X-Y current forcing profile.

4. The software must model bottom interactions.

5. The software must allow the user to input multiple materials and components into a single mooring, including the following:

a. Wire Rope

b. Rigid instruments

c. Buoys

d. Anchors

e. Non-Metallic Line

i. Buoyant

ii. Heavy in water

f. In line floatation packages

6. The software must allow the user to enter a materials library or database of custom materials.

7. The software must provide a graphic based results GUI.

8. The software must have a demonstrated track record of greater than 3 yrs of successful end-user use.

9. The software must have been proven accurate for modeling single point mooring systems.

10. The software must be able to model both static, and dynamic, wave and current forced simulations.

11. The software must run on a windows PC.

Statement of Work:

The software vendor must provide onsite and in-person training to NOAA-PMEL engineers in the use of the software package. At the conclusion of the training NOAA-PMEL engineers will be able to build, run, and analyze complex single point mooring simulations using the software package and interpret the results. Additionally, by the end of the training, PMEL engineers will have run through at least one real-world PMEL mooring example and compared the results to WHOI CABLE. The vendor must also provide continued phone software and tech support to PMEL engineers over the entire 1 yr. software licensing timeframe.
