About this file
This document contains the questions and answers from an Intel Apps Virtual Industry Day hosted by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The Industry Day provided information to contractors on the PM IS&A Intel Apps Program objectives to develop four initial applications: All Source, Intelligence Support to Targeting, Weather Operational Effects, and Information Collection Management. These applications aim to provide enhanced software capabilities to support the Multi-Domain Intelligence Framework, Multi-Domain Operations, and Joint All-Domain Operations by enabling intelligence professionals to work through the intelligence cycle with increased speed, precision and accuracy. Contractors were informed that the Weather Operational Effects and Collection Management Intel Apps contracts are anticipated to be awarded in 2QFY23. Only two apps will be procured per year starting in FY22 and ending in FY23. The applications are expected to reside on the Command Post Computing Environment/Mission Command hardware.

Intel Apps Virtual Industry Day Tuesday 23 February 2021 Questions and Answers
1. I would say the map issue to the responses might have been a cause of the question. It was not clear what the requirement was with regard to currently available tools and capabilities.
Response: For information purposes, CPCE H/W-S/W Infrastructure will provide OGC compliant data through an SSGF service available to all tools and applications.
2. Will the government provide a copy of the slides?
Response: Industry day slides will be distributed, to the email participants with valid CAGE codes, through DOD SAFE.
3. Will the Targeting App be required to interoperate with TITAN?
Response: Yes, the Targeting App will be required to interoperate with TITAN.
4. Will IFS HW be collapsed on TSI infrastructure or be replaced completely by TSI HW?
Response: The Government will displace IFSs by TSIs. No time frame for this has been determined.
5. Are these going to be separate contracts or all together?
Response: The current intent is to have separate procurements for each individual application.
6. What is the Dollar Value for the contract(s)?
Response: The PM will estimate the dollar value with the release of the draft RFP (tentatively slated for late May/early June 2021).
7. If you are going to use the CPCE Data Architecture / Data Fabric, then how will you all use the Intel Data Fabric being developed out of I2WD?
Response: The CPCE H/W-S/W infrastructure and available services are specific to current deployed systems. The effort I2WD will be a part of the CPCE H/W-S/W infrastructure and available services.
8. If Intel apps is complementing CD1, will CD1 be available at brigade and higher echelon?
Response: The All-Source App II will be the App available at Brigade. This does not stipulate that CD1 will be that app.
9. Does PEO IEW&S intend to solicit vendor feedback on the acquisition strategy?
Response: Yes. Monitor beta.SAM.gov for details.
10. Can the gov't provide the CD1 and CD2 capability that is to be utilized as well?
Response: CD1 will not be part of the initial 4 apps that are being sourced. Any info related to CD2 will be shared at the second Industry day. Monitor beta.SAM.gov for details.
11. Can gov't civilian receive a copy of the slides?
Response: See question and answer #2.
12. Is Situational Understanding what humans achieve, with machine help, or does the machine have SU itself?
Response: Situational Understanding is part of the Military Decision Making Process (MDMP) and driven by human input and confirmation. There is no dependency on machines providing Situational Understanding.
13. Can you describe the workflow by which a user will use CD1 vs CD2 vs Intel Apps? How will the user decide with application they should be using?
Response: CD1 is a capability that meets requirements for Battalion echelon users. CD2 is a capability that meets fixed site users that are part of the MI force structure at higher echelons. The applications that were described at industry day are specific to Brigade echelons users.
14. If Intel Apps are to be a SitaWare Plugin, why is this not being run out of PEO C3T?
Response: The Intel Apps program has requirements that are tied to Intel users, therefore the program falls under the purview of PEO IEW&S.
15. Does the PEO IEW&S intend to solicit vendor feedback on the Acquisition Strategy?
Response: See question and answer #9.
16. The SitaWare / CPCE platform seems to be limited in capacity and capability. Why is PEO IEW&S requiring use of this technical platform?
Response: PM IS&A is divesting away from the procurement of H/W specific to the Intel mission at Brigade. The Command Post Computing Environment is a requirement that is focused on collapsing H/W within a Brigade Tactical Operations Center (TOC) therefore all Warfighting functions will utilize the CPCE H/W-S/W infrastructure.
17. The All Source II application discussion involved requirements for map visualizations and map object manipulation. Earlier meeting conversation suggested app design constraints with the current SSGF implementation and / or existing CPCE common map foundation. Can you elaborate on the SSGF / common map topic and how / if it relates to the All Source II application development and other Intel App development?
Response: The Standard Shared Geospatial Foundation (SSGF) is the common service that all applications and tools will subscribe to within the CPCE H/W-S/W infrastructure. It will provide any relevant geospatial functionality/services required for map visualization, map object manipulation etc...
18. Will you provide the process to become an approved vendor?
Response: An active U.S. CAGE Code is required to participate as a vendor for the Intel Apps program.
See betaSAM.gov.
19. Where do you see PAI/OSINT as best placed in these Intel Apps?
Response: There are no formal requirements for PAI/OSINT at this time. There may be opportunities in the future for PAI/OSINT. Monitor beta.SAM.gov for details.
20. How many of the 34 respondents to the RFI were for the #4 Weather Operational Effects?
What are the names of the companies?
Response: The Government will not provide this information.
21. Is there an existing weather capability in the CPCE architecture? Question is with App #4.
Response: No.
22. Are there specific data import or export requirements to/ from the other Apps
Response: The data import/export requirements will be furnished at the next industry day as well as part of the RFP. Monitor beta.SAM.gov for details.
23. How about App #3? What is the expected RFP/Award schedule for App #3 and App #4?
Response: The Weather Operational Effects and Collection Management Intel Apps contract(s) are anticipated to be awarded in 2QFY23. Industry will receive additional information about these requirements in future RFIs planned for later this year. Monitor beta.SAM.gov for details.
24. Are these answers (from slide deck) being reviewed going to be provided? During the briefing, it keeps cutting out and notably during when the answer is provided.
Response: Yes, Q&As that were described at the industry day will be posted on beta.SAM.gov.
25. Who owns the CPCE API? Sitaware? PEO C3T? PEO IEW&S? Who owns the SDK?
Response: The Government owns the CPCE API and SDK. Systematic owns Sitaware SDK. Companies would need to contact Systematic to find requirements needed to utilize the Sitaware SDK.
26. Is the intent for this to tie into training tools such as IEWTPT?
Response: The objectives of the Apps is to provide an operational capability to the intel warfighter as such there are specific events (Army Interoperability Certification) that will require use of IEWTPT to drive the apps to fulfil event requirements but not the end state of what the apps will support.
27. What geospatial layers are being used to determine the COO?
Response: Hydro, topology, restricted/unrestricted terrain, CADRG, etc…
28. Does the PEO IEW&S intend to solicit vendor feedback on the Acquisition Strategy
Response: See question and answer #9.
29. Can a vendor bid on all 4 apps in FY22, or do they have to wait until FY23 to bid on the last 2 apps?
Response: The current intent is that only two apps will be procured per year starting in FY22 and ending in FY23.
30. Does a requirement exist for an application to be built on top of CPCE / Mission Command hardware, or can the application be built on a different hardware platform?
Response: At this time it is expected that Intel Apps will reside on CPCE/Mission Command hardware.
31. What are the plans to add additional single source applications? Are these the only 4 application you will be targeting?
Response: Other single source apps will be defined in future years as part of a follow on program all decisions on this are pending and could change at any time.
