About this file
This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement from The Boeing Company for Production Line Shutdown (PLS) activities related to the F/A-18E/F and EA-18G aircraft.
The Naval Air Systems Command (NAVAIR) is awarding multiple task orders to Boeing under the existing Boeing Corporate Basic Ordering Agreement (BOA) N0001926G1002 to support shutdown and Government property disposition of the F/A-18 Super Hornet production line. The PLS procurement requires Boeing to provide supplies and non-recurring engineering and logistics support for shutting down active production, preserving and packaging Government-owned right-to-title support equipment, special tooling (ST), and special test equipment (STE), and executing approved disposition and demilitarization of excess tooling. The effort includes returning facilities to pre-production condition in accordance with FAR 31.205-31 limitations, with removal and restoration costs covered under this contract. The total estimated value is redacted in the document. The procurement will utilize Aircraft Procurement, Navy (APN-1) appropriations and will be executed in phases to manage complex timelines and align with incremental fiscal year funding. Authority to act under this CJ&A expires on 30 September 2031.
The justification for sole-source award cites 10 U.S.C. 3204(a)(1), establishing that only Boeing can satisfy requirements due to its exclusive possession of approximately 37,000 Government-furnished property items, sole design and manufacturing access, proprietary facilities and tooling, and subject matter expertise across the production line. NAVAIR conducted market research using PSC Selection Tool and SBA Dynamic Small Business Search Database, identifying 18 U.S. military aircraft manufacturers that lack necessary access rights, engineering data, and facility capabilities. Per FAR 5.101, each modification will be synopsized on SAM.gov with interested sources referred to Boeing for possible subcontracting opportunities.
