About this file

This is a Question and Answer document from the Maryland Department of Health, Center for Injury and Violence Prevention, related to Request for Applications (RFA) eMMA# PHPA 3395/BPMo54294 issued November 24, 2025. The RFA seeks funding for up to five rape crisis centers in Maryland to implement public health approaches to prevent sexual violence. The Q&A document, issued January 6, 2026, addresses applicant inquiries regarding budget submission requirements, character limits for narrative responses, indirect cost rates, and application format specifications. The grant period spans from April 1, 2026, through January 31, 2029, divided into four funding phases with distinct budget allocations for each period.

The total grant funding is structured across four timeframes: $18,150 for April 1, 2026 through June 30, 2026; $84,702 for July 1, 2026 through June 30, 2027; $84,702 for July 1, 2027 through June 30, 2028; and $54,451 for July 1, 2028 through January 31, 2029. Applicants may submit budgets using these timeframes or alternative formats. The character limit for the prevention effort description in Exhibit E is 5,000 characters. Non-profit organizations with federally negotiated indirect cost rates up to 15% (in compliance with Maryland's HB300 effective July 1, 2025) may claim these rates upon providing current federal rate documentation. Applicants are not required to use specific software; budget information and narrative responses to questions in Exhibit E may be submitted using Microsoft Word, Excel, Google Docs, Google Sheets, or similar platforms, with all documents submitted separately as outlined in Section 4 of the RFA.

Request for Applications eMMA# PHPA 3395/BPMo54294

Issue Date: November 24, 2025

Vendor Questions and Answers #1

Date: 1/6/2026

Question #1: The template that is provided in the RFA does not indicate the multiple years and different award figures for each timeframe. When completing the budget form, should it include each year in separate columns (timeframes and the figures for each budget line) or just submit a total request for the entire award period for each budget line?

Answer: The proposed budget may be drafted using the following timeframes for the grant:

1) 4/1/2026 - 6/30/2026 (up to $18,150);

2) 7/1/2026 - 6/30/2027 (Up to $84,702);

3) 7/1/2027 - 6/30/2028 (Up to $84,702); and

4) 7/1/2028 - 1/31/2029 (Up to $54,451)

It is not required to use these timeframes when submitting the proposed budget, but may be helpful for determining the total cost.

Question #2:: Lastly, on Exhibit E, page 46 of the RFA (see below). Can we assume that the maximum character limit is 5000 not 500. Is that a typo?

Description of Prevention Effort - The proposal should describe the prevention effort in a way that someone unfamiliar with it would understand. This description should include what it intends to do, how it’s implemented (i.e. the activities that will be performed), where it will occur, and evidence of effectiveness. (max = 500 characters)

Answer: Applicants may answer the prompt with up to 5000 characters

Question #3: Since the federal IDC has increased, can you confirm that we are allowed to take

15% IDC? It is our understanding that that the New State Law: Maryland's HB300 increases the de minimis rate for state grants to 15% for nonprofits, effective July 1, 2025, up from the previous 10%. We have been allowed to charge 15% in our other state grants.

Answer: If a non-profit has a federally negotiated rate up to 15%, we can honor it. The non-profit organization will need to provide the letter from the federal government showing the rate

(it cannot be expired).

Question #4; I downloaded the pdf attached document for the application and saw the budget form (Exhibit A) and questions (Exhibit E). My question for you is, where are we supposed to fill out these forms and answer the questions? In adobe and remove them from the larger document or am I missing something? Any assistance you might be able to provide would be greatly appreciated!

Answer: There is not a required format applicants have to follow to answer the questions or provide budget information. Applicants may answer questions in Exhibit E using Microsoft

Word or Google Docs, or a similar platform. Applicants may provide their proposed budget in

Microsoft Word or Excel, or Google Docs or Sheets, or a similar platform. These documents are fully complete and submitted separately as described in Section 4.
