About this file

This Phase I Environmental Site Assessment Report, prepared by Resolve Environmental Services for South Piedmont Community College, evaluates a 3.382-acre vacant, wooded parcel located at Rogers Road and Old Charlotte Highway in Union County, North Carolina (tax parcel 09366010). The assessment was conducted in accordance with ASTM Standard E1527-21 and includes a site reconnaissance performed on April 24, 2026, comprehensive records review, historical aerial photograph analysis dating back to 1938, topographic mapping, and interviews with the current property owner. The subject property, owned by Guy Properties LLC of Charlotte, North Carolina, has remained undeveloped and heavily wooded since the 1970s, with historical use limited to agricultural purposes and a single residence along the western boundary that was removed by 1976. The site is bordered by residential properties to the west and south, manufacturing/industrial uses to the north and northeast, and the South Piedmont Community College campus expansion to the east.

The Phase I ESA identified no recognized environmental conditions (RECs) at the subject property based on visual inspection findings that revealed no hazardous substances, petroleum products, underground or aboveground storage tanks, drums or containers, stained soil, stressed vegetation, or other environmental indicators. Environmental database searches conducted by EDR on April 23, 2026, showed no listings for the target property itself, though surrounding properties within the search radius included various industrial and commercial facilities with environmental records. A single minor data gap was identified regarding historical aerial resources prior to 1938, though this was not considered significant as the property's history is well-documented. The assessment concludes that no further environmental assessment is warranted, making the property suitable for the proposed supplemental parking lot project by South Piedmont Community College without additional environmental investigation.

Subject Property Description Property Size Type Notes Vacant (wooded) lot 3.38 undeveloped

2.2 Data Gaps

A data gap is a lack of or inability to obtain information required by the ASTM standard, despite good faith efforts to do so. Data gaps may result from incompleteness in any activity required by the ASTM standard.

The following data gap was identified during Phase I ESA activities:

• Historical Data Resource Failure: The 1938 aerial map is the earliest available historical resource.

Although this satisfies the ASTM requirement to identify the subject property's first use or back to 1940, historical resources for every five-year interval dating back to the subject property's first use or back to 1940 were unobtainable. However, this data failure is not considered to be a significant data gap or affect the conclusions in this report because the subject property history is well documented.

No deviations from the recommended scope of ASTM Standard E 1527-21 were performed as part of this Phase I ESA with the exception of any additions noted in Limitations and Exceptions.

2.3 Environmental Report Summary

No RECs have been identified at the subject property.

• Historical Data Resource Failure: The 1938 aerial map is the earliest available historical resource.

3.0 INTRODUCTION

This report presents the results of a Phase I ESA conducted at a 3.382-acre vacant, wooded property located at Rogers Road and Old Charlotte Highway in Union County, NC. Resolve conducted this assessment for Michelle Brock of South Piedmont Community College (SPCC), in accordance with our authorized scope of work.

3.1 Purpose

The purpose of this Phase I ESA is to investigate and identify recognized environmental conditions (RECs) and controlled recognized environmental conditions (CRECs) associated with the subject property and/or surrounding properties.

ASTM Standard Practice E1527-21 defines RECs as: (1) the presence of hazardous substances or petroleum products in, on, or at the Subject Property due to a release to the environment; (2) the likely presence of hazardous substances or petroleum products in, on, or at the Subject Property due to a release or likely release to the environment; or (3) the presence of hazardous substances or petroleum products in, on, or at the Subject Property under conditions that pose a material threat of a future release to the environment. A de minimis condition is not a REC. De minimis conditions relate to a release that generally do not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.

ASTM Standard Practice E1527-21 defines CRECs as: REC affecting the subject property that has been addressed to the satisfaction of the applicable regulatory authority or authorities with hazardous substances or petroleum products allowed to remain in place subject to implementation of required controls.

ASTM Standard Practice E1527-21 defines HRECs as: a previous release of hazardous substances or petroleum products affecting the Subject Property that has been addressed to the satisfaction of the applicable regulatory authority or authorities and meeting unrestricted use criteria established by the applicable regulatory authority or authorities without subjecting the Subject Property to any controls (for example, activity and use limitations or other property use limitations). A HREC is not a REC.

3.2 Scope of Work

The Phase I ESA conducted at the subject property was in general accordance with ASTM Standard E 1527-21 and included the following:

• A site reconnaissance and visual survey of properties proximate to the subject property,

• Review of records and interviews with regulatory officials and representatives regarding current and former operations at the subject property,

• A review of historical resources, such as: property records, topographic maps, fire insurance maps, city directories, and aerial photographs,

• Review of previous environmental site assessments, if made available,

• Review of State and Federal environmental database information, and

• Evaluation of information and preparation of the report provided herein.

Typically, a Phase I ESA does not include sampling or testing of air, soil, groundwater, surface water, or building materials. These activities would be carried out under separate cover, if necessary.

3.3 Significant Assumptions

There is a possibility that even with the proper application of these methodologies conditions may exist that could not be identified within the scope of the assessment or which were not reasonably identifiable from the available information. Resolve believes that the information obtained from the record review and the interviews concerning the subject property is reliable. However, Resolve cannot and does not warrant or guarantee that the information provided by these other sources is accurate or complete. The methodologies of this assessment are not intended to produce all inclusive or comprehensive results, but rather to provide SPCC with information relating to the subject property.

3.4 Limitations and Exceptions

This Phase I ESA meets the requirements of the ASTM E1527-21 standard. The Phase I ESA of the subject property is a preliminary investigation into the visual identification of possible RECs and is not a guarantee that unforeseen RECs do not exist at the subject property. No analytical samples of soil and/or ground water from the subject property were collected to confirm the presence or absence of RECs during the Phase I ESA. Every effort was made during the completion of this audit to identify all possible RECs on the subject property within a reasonable time span. The property owner representative interview and records search were relied upon heavily to construct the property's history. This scope of work does not include business environmental risks nor non-scope considerations as defined by ASTM E1527-21.

• Historical Data Resource Failure: The 1938 aerial map is the earliest available historical resource.

Although this satisfies the ASTM requirement to identify the subject property's first use or back to 1940, historical resources for every five-year interval dating back to the subject property's first use or back to

No other limitations or exceptions to ASTM Standard E1527-21 were noted during the course of this Phase I

ESA.

3.5 Deviations

No deviations from the recommended scope of ASTM Standard E 1527-21 were performed as part of this Phase I ESA with the exception of any additions noted in Limitations and Exceptions.

3.6 Special Terms and Conditions

The Phase I ESA conducted in April/May 2026 was completed based on the agreement between Resolve and the user, SPCC, specified in Proposal Number 26-405.

7.4.1 Historical Summary

Based upon the earliest historical information obtained and reviewed, the subject property was undeveloped and/or used for agricultural purposes dating back to 1938. A residence was visible along the western property boundary in the late 1960's-early 1970's but was removed. The subject property has remained heavily wooded since the 1970's.

The immediate area around the subject property was primarily wooded and/or agricultural dating prior to 1938.

Residential structures appeared to the west and north by 1951. The structure to the north was removed by 1969 but structures to the west have remained. A residential structure was present to the south of the subject property by 1964 and has remained until present day. Structures associated with the expansion of the South Piedmont Community College campus began to appear to the east/southeast circa 2006. The parcel to the east, at the intersection of Rogers Road and Old Charlotte Highway is currently under construction.

7.4.6 Previous Environmental Reports

No previous environmental reports were identified or made available by the client/user during the Phase I ESA.

7.4.7 Title Records

No title records were provided by the user/client. Please refer to the Records Review section for current and historical ownership/use of the subject property.

7.5 Environmental Liens and Activity/Use Limitations

Per the agreement (Proposal 26-405) between Resolve and the user, SPCC, neither an environmental lien or AUL search was conducted as part of the Phase I ESA.

7.6 Vapor Encroachment Evaluation

Resolve completed an initial vapor encroachment screen to determine if a vapor encroachment condition (VEC) exists in the subsurface below any existing structures at the site from hazardous substances, petroleum, and petroleum products that can include volatile organic compounds (VOCs), semi-VOCs, and inorganic volatile compounds. The Tier 1, non-invasive Vapor encroachment screen was performed for the chemicals of concern (COC) and the approximate recommended minimum search distances (MSD) included in ASTM E 2600-22, Standard Guide for Vapor Encroachment Screening on Sites Involved in Real Estate Transactions. The following MSDs are outlined in ASTM E 2600-22.

Based on the lack of releases and/or open incidents (petroleum and/or hazardous substances) on-site or in the immediate vicinity, a VEC does not currently exist at the subject property.

8.0 INTERVIEWS

Resolve conducted a telephone interview with the current owner, Mr. Jimmy Guy of Guy Properties LLC on April 24, 2026. Mr. Guy has owned the subject property 1998 but has never set foot on the property. He stated that he purchased the land as is (without conducting due diligence) as a wooded lot in 1998. He has lived in the area all of his life and has never heard of any environmental-related incidents occurring at or near the property. Copies of the completed owner questionnaire and telephone interview log are included in Appendix H.

9.0 NON-SCOPE CONSIDERATIONS

No additional services beyond the scope of ASTM E1527-21 were included in the scope of work for this ESA.

10.0 FINDINGS AND OPINIONS

• Historical Data Resource Failure: The 1938 aerial map is the earliest available historical resource.

Although this satisfies the ASTM requirement to identify the subject property's first use or back to 1940, historical resources for every five-year interval dating back to the subject property's first use or back to 1940 were unobtainable. However, this data failure is not considered to be a significant data gap or affect the conclusions in this report because the subject property history is well documented.

11.0 CONCLUSIONS

No RECs have been identified at the subject property.

20 of 427Resolve Environmental Svcs, PLLC

12.0 RECOMMENDATIONS

No further assessment is warranted.
