About this file

This is a Questions and Answers document issued by the Massachusetts Department of Conservation and Resources (DCR) for a PFAS Investigation & Mitigation Assessment solicitation (Bid BD-26-1020-DCRWS-DC700-123907). The project focuses on conducting an initial assessment of Per- and Polyfluoroalkyl Substances (PFAS) contamination, similar to a Phase I Environmental Site Assessment. The assessment will analyze the likelihood of PFAS compounds migrating from the SFD Site to Quabbin watershed resources and evaluate the probability that contamination has already impacted DCR lands. The scope of work requires spatiotemporal analysis of potential PFAS release impacts, with deliverables including technical analysis and modeling to illustrate conditions derived from the report's findings.

DCR provided a rough cost estimate for the project but clarified that bidders should submit proposals based on actual completion costs. The agency indicated that proposals exceeding $50,000 would be significantly outside expectations, suggesting a budget range substantially lower than that figure. The evaluation criteria are not weighted in priority order, meaning cost and qualifications will be considered with equal importance in the selection process. Bidders must submit both non-price and price proposals as a single package. DCR does not require complex three-dimensional numerical modeling; a simpler analytical or two-dimensional approach is sufficient given schedule, budget, and data constraints, provided the model is coherent, technically sound, and accurately illustrates findings.

DCR-DWSP PFAS INVESTIGATION & MITIGATION ASSESSMENT

BID BD-26-1020-DCRWS-DC700-123907

Questions and Answers - FINAL

Question 1 – DCR has received multiple questions on the price estimate.

Answer 1 - DCR provides a project cost when developing the scope of work. Work of this nature has not been performed in the recent past, so this is our rough estimate. Bidders are asked to submit a proposal based on the actual cost it will take to complete the project.

Question 2 - Considering your response to the first question, with the lack of precedence for this scope cost, is there a maximum budget DCR is prepared for? For example, if submissions come in around $50,000 instead of $5,000 is that significantly outside of expectations?

Answer 2 –To clarify, this project is an initial assessment based principally on information already available, somewhat similar to a Phase I Environmental Site Assessment. Yes, $50,000 would be significantly outside of expectations.

Question 3 - The Evaluation Criteria lists Cost as #1. Are the criteria listed in priority order scoring fashion, such that Cost will be the main decision-making factor and not qualifications/experience?

Answer 3 - The Evaluation Criteria are listed in no particular order or weighted scale.

Question 4 - Clarification with respect to Task B.1a is requested. As part of this task, the RFP requires "An analysis of the likelihood of PFAS compounds migrating to Quabbin watershed resources from the SFD Site, and the likely spatiotemporal impacts of the release within the watershed. DCR is also interested in an evaluation of the probability that SFD Site PFAS contamination has already impacted DCR lands." What level of modeling is required by the DCR? A three-dimensional numerical fate & transport model will provide more detailed spatiotemporal information but will require more time and budget than one- or two-dimensional spreadsheet-type or relatively simple analytical or analytic element models. Please advise whether the DCR anticipates a complex 3D model or a simpler approach, given the schedule, budget, and available data constraints?

Answer 4 - DCR does not require a complex 3D model for this project. We are interested in obtaining a coherent and easily discernable model that is technical enough to accurately illustrate the conditions derived from the report's findings. A relatively simple model should be sufficient.

Question 5 – Are the non-price and price proposals to be submitted separately or as part of the same package?

Answer 5 – The proposals should be submitted as part of the same package.
