About this file
This Request for Quotation (RFQ) is issued by the Washington Department of Fish and Wildlife (WDFW) to solicit competitive bids for a complete twin 150 horsepower outboard motor repower package. The project involves the purchase and installation of two 2025 or newer 150-horsepower 4-stroke outboard motors (one standard rotation and one counter-rotating, both with XL shaft) on a 25-foot Fields Fabrication Corp TuffBoat vessel used in Columbia River sea lion management. The repower package includes conversion of control systems from mechanical cable to fly-by-wire electronic controls for throttle, shifting, and steering; new dual-handle throttle control and electronic steering wheel helm; new display panel for gauges; all associated hardware and wiring; two aluminum 3-blade propellers; and complete installation labor. The old twin Honda BF130A outboard motors must be removed and palletized for WDFW pickup. Quotations must be submitted by July 27, 2026, with delivery and completion required by September 10, 2026. Installation must be performed at a vendor service facility located within 100 miles of 5525 S 11th Street, Ridgefield, Washington 98642. Responses must include completed quotation forms, vendor information, specification checklists, price sheets, and the Executive Order 18-03 vendor certification regarding workers' rights.
Prices must be quoted FOB destination with freight prepaid and included in the bid price. All quotations are valid for a minimum of 60 calendar days from the quotation date. Payment will be processed net 30 days upon completion of all goods and services, satisfactory acceptance by WDFW, and receipt of proper invoicing; progress payments are not available. Vendors must be registered in both the Statewide Vendor Payment System and the Washington Electronic Business Solution (WEBS) prior to submission. WDFW provides a 3 percent bid preference to certified firms that do not require employees to sign mandatory individual arbitration clauses or class action waivers. Small businesses, minority- and women-owned business enterprises (OMWBE-certified), and veteran-owned businesses certified by the Washington State Department of Veterans Affairs are encouraged to participate. For this procurement, WDFW will award to the highest-ranked responsive and responsible certified small business or veteran-owned business bidder if one submits a qualifying bid; otherwise, award will be made to the lowest responsive and responsible bidder. Vendors outside the specified service area radius will be deemed non-responsive. All title, licensing, and related documentation (DOL applications, statements of origin) are the responsibility of WDFW and must not be included in the billing invoice.
