4.1 Terms
This is an annual contract and prices are to be held firm. The first term shall begin on the date of award and end one year after. This agreement may be renewed for up to four (4) additional 12-month periods, if all contracting parties so agree and services provided by the vendor have been satisfactory. In the event this contract is not renewed prior to the expiration of any term, this contract shall continue to be honored on a month-to-month basis until this contract has been renewed.
4.2 Min Qualifications to be Met
4.2.1 Licensing A current Georgia state commercial pest control license issued through the Georgia Department of Agriculture is required, with a copy submitted at the time of bid.
4.2.2 Technician Credentials All field technicians assigned to the contract must hold a current Georgia
Structural Pest Control technician's license or registration. At least one staff member must hold a current NPMA Quality Pro certification or equivalent nationally recognized credential. Proof of all credentials must be included with the bid submission.
4.2.3 Experience A minimum of five years of commercial pest control experience is required, with documented history managing multi-site municipal or institutional accounts specifically.
4.3 The contractor must furnish all chemicals, rodenticides, insecticides, equipment, and labor. Service must include clean out and control of rats, mice, roaches, weevils, bed bugs, lice, fleas, ants, silverfish, wasps, crickets, spiders (including black widows), scorpions, bees, mites, carpet beetles, and moths inside buildings and immediately surrounding the exterior of all buildings and outdoor pavilions. The agreement does not include treatment of trees, lawns, or shrubs.
4.4 Contractors shall be licensed in the State of Georgia for commercial pest control applications as stated in the following link: http://agr.georgia.gov/structural.aspx. All pest control contractors shall comply with the instructions found on the state’s website in order to provide services for the City of Savannah. A copy of this license must be submitted with a bid to be further considered. In addition, all field technicians assigned to this contract must hold a current Georgia Structural Pest Control technician’s license or registration. The contractor shall demonstrate a minimum of five (5) years of commercial pest control experience, including documented experience managing multi-site municipal or institutional accounts. The contractor shall also maintain at least one (1) staff member holding a current certification from the National Pest Management Association (NPMA) QualityPro program or equivalent nationally recognized credentialing body. Proof of all technician credentials and qualifications must be provided with the bid submission and updated annually upon renewal.
4.5 All buildings must be inspected and treated at least one time each month or more, as may be required, at no additional cost to the City for the eradication and preventative control of above-named rodents, arachnids, and insects. The contractor must respond within twenty-four (24) hours for special calls for control of infestation at no additional charge.
4.6 Additionally, the contractor must inspect each facility for termites at least one time each year. If termites are detected, the contractor shall notify the City. A termite bond is not required. This agreement does not include the eradication of termites, and the City may contract this service for treatment separately. Bidders shall provide a price for termite inspections. Each termite inspection report shall include written findings, photographs of any evidence of termite activity or conducive conditions (including wood-to-soil contact, moisture intrusion, and prior damage), and a risk classification of Low, Moderate, or High for each facility inspected. For facilities identified as historically significant or constructed prior to 1960, inspections shall be conducted with heightened scrutiny and completed reports shall be delivered to the City’s designated representative within five (5) business days of the inspection date. The contractor shall flag any findings requiring urgent follow-up to the Facilities Maintenance Department within twenty-four (24) hours of discovery.
4.7 The contractor must make regular applications of devices such as traps, tapes, etc. to provide preventive treatment between monthly sprayings.
4.8 The contractor shall be responsible for the following:
A. An initial full crack and crevice spraying must be performed at all facilities;
B. Quarterly fumigations may be requested by the City when pest activity logs indicate persistent or worsening infestation levels at a facility, when monthly treatments have not resolved an active infestation within sixty (60) days, or when seasonal pest pressure warrants additional intervention as determined by the Facilities Maintenance Department. The contractor shall provide unit pricing for fumigation services as a separate bid line item; and
C. Migrating insects will be eradicated as needed.
4.9 Pest control service personnel should report to the City designated representative before any work is started.
The City’s authorized representative will accompany the pest control service employee to the area(s) for which the work is to be performed, and an inspection report of treatment should be completed by the contractor upon completion of each office treatment and signed by the City representative. Copies of the logs must be submitted with the monthly invoice. Each inspection report shall be completed on a standardized pest activity log form, approved by the City prior to contract commencement, documenting the following at minimum: (a) pest species identified at the facility; (b) infestation severity rating for each area inspected, using a standardized scale of None, Low, Moderate, or High; (c) trap catch counts for all monitoring devices deployed; (d) treatment type and specific product(s) applied, including application rates; and (e) conducive conditions observed and written recommendations for corrective action by City staff. The City shall use cumulative log data across service cycles to evaluate contractor performance, identify chronic infestation locations, and determine the need for escalated services.
4.10 No pesticide should be used in the performance of this agreement unless it is used in strict conformance with the manufacturer's instructions as they appear on the label and as approved by the Environmental Protection Agency. No pesticide should be left unattended, and no pesticide will be stored on the premises of any City location where work is being performed. The successful bidder must furnish formulas and antidotes covering chemicals and pesticides to be used under this contract. All chemicals and pesticides used must comply with requirements of the Chatham County Health Department in addition to all federal, state, and local ordinances and laws. The City also requires that the formulas be odorless.
4.11 The successful bidder shall be responsible for any damage incurred by chemicals used.
4.12 The City will be the sole judge concerning the merits of products, materials, and/or services(s) provided in accordance with specifications set forth in this bid solicitation, or if it is determined the contractor is operating in violation of the Chatham County Health Department, federal, state, and local applicable laws and ordinances. No consideration will be given for failure to perform properly.
4.13 Schedule: The service shall be provided on a regular schedule agreeable to the using agency and with a written copy maintained by both parties. The schedule will contain the day of the week as well as the time of the day to cause least interference with the using agency's work schedule. Revisions may be made by mutual consent.
Unless otherwise stated, facilities may not be accessible during holidays recognized by the City of Savannah.
4.14 It is the vendor's responsibility to contact each department representative concerning scheduling services and addressing service problems on a monthly basis.
4.15 Additional visits must be made promptly when deemed necessary by the head of the Facilities Maintenance
Department or an authorized representative at no additional charge.
4.16 A report must be furnished to the appropriate building steward after each visit. This report will state problem(s) and what corrective action(s) were taken by vendor.
4.17 The contractor will be responsible for all waste generated by this work. Non-hazardous solid waste products shall be removed and disposed of in accordance with all applicable federal, state, and county laws and regulations.
4.18 Bed Bug Protocol. For facilities where bed bug activity is identified or reported, including but not limited to community centers, social services offices, youth centers, and any facility with upholstered furnishings or sleeping areas, the contractor shall implement a dedicated bed bug remediation protocol. This protocol shall include: (a) a thorough visual inspection of all suspected areas, including mattresses, upholstered furniture, baseboards, and electrical outlets; (b) a written treatment plan submitted to the City’s designated representative prior to treatment; (c) treatment using heat treatment, targeted chemical application, or a combination of both, as appropriate to the infestation level and facility type; (d) a minimum of one (1) follow-up inspection visit within fourteen (14) days of initial treatment to confirm eradication; and (e) written clearance documentation upon confirmed eradication. Bed bug treatment shall be priced separately and shall not be included in the base monthly service rate. The contractor shall provide unit pricing for bed bug treatment as a separate bid line item.
4.19 Performance Evaluation. The City reserves the right to evaluate contractor performance on a quarterly basis using cumulative pest activity log data, facility representative feedback, and on-site quality audits. If pest pressure at any facility does not demonstrate measurable improvement within ninety (90) days of contract commencement, or if pest activity escalates at three (3) or more facilities within a single service cycle without documented cause and corrective action, the City may issue a written notice of deficiency. The contractor shall respond with a corrective action plan within ten (10) business days of receipt of such notice. Failure to comply or to demonstrate sustained improvement may be grounds for contract termination.
4.20 Locations to be serviced:
All facilities are to be accessed during normal business hours unless otherwise specified. Please note that hours of service are subject to change. The City reserves the right to add or delete locations as deemed necessary throughout the life of this contract. Bidders shall submit a square foot cost for which the pricing of possible additional locations will be based.
