About this file

This Performance Work Statement (PWS) outlines the IRS's requirements for corporate registry bulk data and web access products to support tax administration and enforcement. The IRS needs access to standardized international data research services in both bulk and web-based formats to address issues including transfer pricing, foreign ownership, money laundering, and global mergers and acquisitions.

The PWS requires the contractor to provide Moody's Orbis (or equivalent) data products through two main components: 1) A bulk data product providing current and historical data on approximately 450 million global companies, delivered via secure file transfer every 6 months, and 2) Web-based access to 16 specified tools and databases including Orbis, TP Catalyst, OSIRIS, and various country-specific document sources. The period of performance includes a 12-month base period from March 25, 2025 to March 24, 2026, plus four 12-month option periods extending through March 24, 2030. The contractor must provide 24/7 access for web users, help desk support between 8am-8pm ET, training services, and regular data updates. The data will be used by the IRS Research, Applied Analytics & Statistics (RAAS) and Large Business & International (LB&I) divisions to enhance tax enforcement capabilities, particularly for international transactions.

PERFORMANCE WORK STATEMENT

Corporate Registry Bulk Data and Web Access Products

1.0 INTRODUCTION AND BACKGROUND

The Internal Revenue Service (IRS) is required to stay current with the complex, interconnected, and dynamic nature of international taxation, including changing tax avoidance schemes and the legal and regulatory environment. To do so, the Research, Applied Analytics & Statistics (RAAS) and Large Business & International (LB&I) divisions of the IRS must have access to data in order to address issues, including transfer pricing transactions which result in income shifting, foreign ownership in U.S.

controlled corporations, money laundering, attributable country-by-country earnings and taxes, and details on global mergers and acquisitions (M&A) activity.

These IRS Business Units require access to standardized, consistent electronic international data research services in both bulk and web-based access for specific users noted in this document.

2.0 AWARD OBJECTIVES

The objective of this Performance Work Statement (PWS) is to obtain Contractor support for a Bulk Data Product and Web Access Product as follows:

Bulk Data Product

A third-party, corporate registry bulk data product is required to improve tax administration and enforcement. The data will be blended with IRS tax return data to fill data gaps and enable new analytical efforts related to large corporations, foreign entities, and transfer pricing. Third-party corporate registry bulk data will provide new and high-value tools and processes to improve tax enforcement, particularly in the international space. IRS will use the data to improve understanding of indirect and opaque ownership structures, enhance abilities in the identification and matching of foreign entities, and improve transfer pricing risk assessment tools.

Web Access Product

The IRS requires online access to an off-the-shelf International Business database. This will provide the IRS with electronic international business data services, especially for the Asia Pacific (APAC) and European regions of the world, that provide a powerful tax administration tool for IRS. This international business data will be used by IRS employees to evaluate tax-related transactions and proposals, and to develop a supportable tax position on these matters. The underlying data, the documents downloaded from the Contractor, and the IRS’ analysis on such data and documents will be shared with third parties, including (but not limited to) taxpayers and other tax authorities, to support the IRS position. The IRS will share the documents downloaded from the Contractor, the data underlying those documents, and its analysis on those documents and data with international organizations, such as the Organization for Economic Cooperation and Development (OECD) and their members, to support analysis conducted under the auspices of such international organizations.

3.0 SCOPE OF WORK AND DESCRIPTION OF TASKS

This PWS is for a Performance-Based Acquisition Firm Fixed Price (FFP) subscription service with mission-oriented, event-driven performance measures and incentives.
