About this file

This is a Performance Work Statement for the design, fabrication, integration, and delivery of a cryophone (cPhone) instrument for the Naval Postgraduate School's Department of Oceanography. The cPhone is a specialized underwater acoustic recorder and datalogger intended for deployment in Arctic ice sheets to support monitoring and detection systems for Arctic research. The instrument must meet stringent technical specifications including 4-channel recording capability at sampling frequencies of at least 96 kHz across a 1 Hz to 48 kHz bandwidth, 10 volts/g sensor sensitivity, operation in air temperatures as low as -50°F, 12-month endurance, onboard raw data storage, statistical and Fourier analysis capability, daily data relay via Iridium satellite network, and flotation design for marginal ice zone deployment.

The contract requires delivery of two working prototype cryophones by January 1, 2027, followed by six working final production units by July 31, 2027, with a 12-month period of performance from award. Task 1 encompasses design, build, and prototype delivery; Task 2 includes ongoing testing support, troubleshooting, design modifications based on test results, and final instrument delivery. The contractor must possess a minimum of 20 years of experience in designing and manufacturing underwater acoustic recorders and dataloggers, hold recognized expert status in underwater acoustics (such as Fellow of the Acoustical Society of America), and hold a PhD in oceanography, oceanographic engineering, or a related field. Quality assurance requires 100% inspection and testing of all deliverables at NPS, with any work failing to meet specified requirements performed at the contractor's expense. This is a firm-fixed-price, sole-source contract awarded to Loggerhead Instruments.

Performance Based Statement of Work Cryophone Department of Oceanography Naval Postgraduate School

1.0 Background/Introduction: The Naval Postgraduate School (NPS) Department of Oceanography (OC) Department requires the design, fabrication, integration and delivery of a cryophone (cPhone) instrument to be deployed in the Arctic ice sheet; it’s capabilities must match the specifications listed below to complete a new monitoring and detection system for Arctic research. This system must be capable of reliable and accurate 4-channel recording at sampling frequencies of at least 96 kHz across the 1 Hz to 48 kHz band, with a sensor that operates at 10 volts/g sensitivity, at air temperatures as low as -50F, for an entire 12-month period. The instrument must store all the raw data locally, perform statistical and Fourier analysis, and relay reduced data and results once per day via the Iridium satellite network. The instrument must be designed with flotation to be deployed in the marginal ice zone (MIZ), to facilitate ice freeze-in during autumn and melt-out in the summer. This system will support both faculty research and student theses at NPS. Task#1 is to design, build and deliver several prototype cryophones. Task#2 is ongoing support for testing and troubleshooting, modifications to the design based on the testing, and delivery of the final version of the instruments. This is a new instrument that does not exist commercially, thus requiring a build-test-build prototyping approach. The goal is to deliver the first set of cryophones by Jan 1, 2027 (or earlier), then the rest of the time is for task 2 to the EOFY 27.

2.0 Scope: The design, fabrication, integration and delivery of a cryophone (cPhone) instrument is needed. The goal is to deploy the instrument in the Arctic ice sheet to collect data for use in predictive models and operational systems.

3.0 Tasks: The contractor shall perform the following task(s) as follows:

3.1 Design, build and deliver several prototype cryophones that meet the specified requirements listed above.

3.2 Testing, support, modification:

3.2.1 Provide ongoing support for testing and troubleshooting

3.2.2 Perform modifications to the design based on the testing

3.2.3 Deliver the final version of the instruments

4.0 Deliverables: The contractor shall be responsible for providing the following deliverables:

4.1 Two working prototype cryophones by January 1, 2027

4.2 Six working final cryophones by July 31, 2027

Performance Measurement - Quality Assurance Plan

Task
Deliverable that will be inspected
Acceptable Quality Level (AQL)
Method
Frequency

3.1

Two working prototype cryophones
Cryophones must be designed to meet the criteria listed in 1.0 above
Teams, email and phone calls; personal inspection and testing of prototpyoes once received at NPS
Continuously through the period of performance

3.2

Support operational testing; modifications based on testing; six working final cryophones
Cryophones must be designed to meet the criteria listed in 1.0 above
100% inspection and testing of deliverables at NPS
Continuously through the period of performance

If performance falls below the AQL defined above, the Technical POC shall document the instance(s), coordinate with the Contracting Officer and advise the Contractor. The Contractor will be requested to review the documentation and provide a written response on how performance will be corrected in the future. Re-performance of any work for failure to perform in accordance with the specified AQL or task requirement shall be completed at the Contractor’s own expense and at no additional cost to the Government.

5.0 Minimum Technical Requirements:

5.1 20 years of experience in the design and manufacture of underwater acoustic recorders and dataloggers

5.2 Recognized expert in underwater acoustics (e.g. Fellow of the Acoustical Society of America)

5.3 PhD in oceanography, oceanographic engineering, or related field

6.0 Period of Performance: 12 months from award; work needs to start as soon as possible; no options required.

7.0 Government Furnished Property: None

7.1 Is the COR going to provide the contractor with any Government property? No

7.2 Is the COR going to provide the contractor with any Government information? No
