Performance Work Statement (PWS) Emergency Response and Repair of High Voltage Systems at Various Army Installations on the Islands of Oahu and Hawaii

Performance Work Statement (PWS) Vision Statement To eliminate or minimize the impacts to daily operations and troop training due to failure of the High Voltage Systems located at Army Installations on the Island of Oahu and Island of Hawaii.

1 Introduction This contract is to provide emergency response and repair to Army Installations on the Island of Oahu and Island of Hawaii High Voltage Systems. The High Voltage Systems includes Feeder Lines 1, 2, and 3, all switchgear and secondary voltage components associated with High Voltage System, Photovoltaic (PV) systems, electrical portions of the Tactical Vehicle Wash Rack (TVWR), and communication lines (telephone CAT-5, fiber optics) when co-located with pole mounted electrical equipment.

1.1 Mission

To ensure that High Voltage Outages are repaired as soon as possible with full power restoration.

1.2 Background

This contract is to provide immediate emergency electrical repairs in response to outages and failures, a poor Secondary Voltage Electrical System, and no Certified High Voltage personnel. These systems have a history of outages during storms and high winds, resulting in the need for emergency high voltage work. The locations include Oahu: Schofield Barracks, Wheeler Army Airfield (WAAF), Helemano Military Reservation (HMR), Fort Shafter (FS), South Range, Tripler Army Medical Center (TAMC), Ft. DeRussy, Kahuku Training Area (KTA), Pililaau Army Recreation Center (PARC); Waianae Parks, Aliamanu Military Reservation (AMR), East Range, and the Island of Hawaii Pohakuloa Training Area (PTA), and Kilauea Military Camp (KMC). Contractor shall properly dispose of old parts, materials and will be reimbursed for parts and materials replaced.

1.3 Scope

The Contractor shall provide all management, labor, transportation, equipment, tools, and supplies to respond, and perform emergency repair work on the High Voltage System for all Army installations on Oahu, PTA, and KMC. The system includes the Switchgear House, Feeder Line 1, 2, and 3 to the end of each line, all switchgear, and lines into generators, to include transformers, all secondary lines into all buildings, and electrical breaker boxes. The Contractor shall also furnish all parts and materials to repair/replace components necessary to restore power. The Contractor shall perform all duties stated above to minimize outages and Emergency calls. The Contractor shall be reimbursed for exact costs of all parts and materials. The Contractor shall perform all work in accordance with Occupational Safety and Health (OSHA) Standards, current Federal, State, County laws, regulations and commercial standards. Response to Emergency Requests will be 24/7 - as required. The Contractor is required to be on site within two (2) hours of the call. All efforts to restore power, even on a temporary basis, to support normal government business will be a priority. There will be a government representative on site during all emergencies to answer the Contractors questions and to provide access to locked areas.

2 General Requirements This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.

2.1 Non-Personal Services

The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks; however all work will be approved by the Government High Voltage Subject Matter Experts (SMEs), or High Voltage Supervisor. Under no circumstance shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.2 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3 Contract Administration and Management

The award of this contract is to provide one (1) year High Voltage Emergency Repair located at Army Installations on the Island of Oahu and Island of Hawaii. A Task order may be issued and/or verbal approval from the Contracting Officer (KO) with notice to proceed with repairs. The following subsections specify requirements for contract, management, and personnel administration.

2.3.1 Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations and the contractor's corporate offices. A Contractor Quality Control Plan (QCP) shall be established by the Contractor to ensure the quality of all work performed under this contract.

2.3.2 Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for Emergency Repairs within two (2) hours. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support the contract, or the contract requirements identified in each task order. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement and labor hours for each Task Order. The Contractor shall submit exact costs of materials, with original receipts for reimbursement.

The Contractor shall submit all invoices into Wide Area Work Flow (WAWF) for COR approval and payment processing. Payment is not approved or made by the government until after all services are complete and supporting paperwork is received.

2.3.3 Personnel Administration

The contractor shall provide the following management and support as required. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks The Contractor shall ensure that all safety standards are met for all vehicles, equipment, and tools and that employee safety is prioritized.

2.4 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (KO) or Contracting Officer Representative (COR). Cross teaming is not permitted. The Contractor shall be responsible for quality control and entry of Contract Man-hour Reporting (CMRA) for any sub-contract work performed.

2.5 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document (see attachment), labor rates, and man-hours utilized in the performance of each Task Order (PWS line item) issued hereunder will be the minimum necessary to accomplish the task. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract in a safe and efficient manner.

2.6 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at Oahu, PTA and KMC. Oahu, PTA and KMC DPW Personnel work hours are from 0600 to 1630 Monday through Friday. Response to Emergency Requests will be 24/7 - as required. The Contractor is required to be on site within two (2) hours of the call. All efforts to restore power, even on a temporary basis, to support normal government business will be a priority. There will be a government representative on site during all emergencies to answer the Contractors questions and to provide access to locked areas.

2.7 Travel / Temporary Duty (TDY)

No travel to other government facilities or other contractor facilities will be required. All work is to be performed at Oahu, PTA and/or KMC.

3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.

3.1 Immediate Response to Emergency Calls

The Contractor shall respond to emergency calls, on Oahu, PTA and/or KMC, within two (2) hours. The Contractor shall troubleshoot, repair, and restore the High Voltage Electrical Utility Systems and components associated with emergency calls. Work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations, the Directorate of Public Works (DPW), Operations and Maintenance Division, Utilities, High Voltage Shop standards (standards may be obtained from the government subject matter expert upon request). An appropriate Contractor response team shall consist of at the minimum two (2) Journeyman electricians, safety materials, tools and equipment. The Contractor shall provide all necessary management, labor, transportation, equipment, tools, and supplies to perform emergency repair work on all High Voltage Systems. The System includes the Sub-station, Feeder Lines, all switchgears, and lines into generators, transformers, transformer protection system (relays and associated components) all secondary lines into all buildings and electrical breaker boxes. The Contractor shall perform emergency response, repair and reprogramming of traffic light controller devices.

Performance Standards Respond to Emergency Calls within two (2) hours when requested.

Contractor shall respond to Emergency Calls by being on-site, with labor and equipment, within two (2) hours from initial call.

3.1.2 Performing Emergency Repairs

The High Voltage SME or Government Technical Representative will prioritize the restoration of power to enable regular government business. The Contractor shall work with a High Voltage Subject Matter Expert or Government Technical Representative on site at Oahu, PTA or KMC to communicate issues causing outages and necessary repair work. After assessing the problem, the Contractor shall provide the COR with a cost estimate for repairs, and to obtain COR approval prior to ordering parts or making repairs. The Contractor shall perform services on the various components of the Oahu, PTA and KMC High Voltage System in accordance with manufacturer’s recommended procedures. The Contractor shall also furnish all parts and materials to repair/replace components necessary, address and restore power. In the event that the contractor does not have parts or material necessary to perform repairs, the government will furnish readily available equipment and supplies. The Contractor shall perform all duties stated above to minimize outages and Emergency calls. The Contractor shall perform all work in accordance with Occupational Safety and Health (OSHA) standards, current federal, state, county laws, regulations, commercial standards, and DPW standards.

3.1.3 Electric Distribution System.

The Contractor shall respond to emergency calls and repair all overhead and underground high voltage electrical devices from the low transformer side to the secondary transformer side and transfer switches associated with generators. The scope of work will include runways, taxiways, helipads, aprons, and other aircraft approach or control lights and devices. The Contractor shall respond to emergency calls for the following locations but not limited to:

a. Oahu North

1. Schofield Barracks/Castner/Menoher Substation, Voltage: 7,200v, 3 wire. Location: Overhead and underground

2. South-Range, Voltage: 7,200v/12,470v. Location: Underground

3. Wheeler Army Airfield (WAAF), Voltage: 12,470v. Location: Overhead and Underground

4. East-Range, Voltage: 12,470v. Location: Overhead and Underground

5. Kahuku Training Area (KTA), Voltage: 7,200v/12,470. Location: Overhead and Underground

6. Pililaau Army Recreational Center, Voltage: 7200v/12470v. Location: Overhead

7. Helemano Military Reservation (HMR), Voltage: 12,470v. Location: Underground

b. Oahu South

1. Fort Shafter/Fort Shafter Flat, Voltage: 7,200v/12,470v. Location: Overhead and Underground

2. Aliamanu Military Reservation (AMR), Voltage: 12,470v. Location: Overhead and Underground

3. Tripler Army Medical Center (TAMC), Voltage: 11,500v. Location: Overhead and Underground

4. Fort DeRussy, Voltage 12,470v. Location: Underground

c. Island of Hawaii (Big Island): PTA & KMC

1. Pohakuloa Training Area (PTA), Voltage: 7,200v/12,470v. Location: Overhead and Underground

2. Kilauea Military Camp (KMC), Voltage: 2,400v. Location: Overhead

The Contractor shall contact the DPW for coordination with the utility provider.

3.2 Quality Control (QC).

Quality Control is the responsibility of the Contractor. The Contractor shall provide a Quality Control Plan (QCP) five (5) business days before Contract start. The Contractor shall provide and maintain a QCP that is acceptable to the KO. Changes to the Contractor’s QCP shall be submitted to the KO for review and approval within five (5) business days prior to implementation.

a) STD: Quality Control Plan shall be submitted five (5) business days before Contract start.

3.3 Work Reports

All repair work required/recommended by the Contractor to restore operation of the system discovered during an emergency response will be estimated in a projected Work Report and submitted to the Contracting Officers Representative (COR) within five (5) days of the problem being identified. The projected Work Report should include the exact location of work to be performed, the costs of labor and parts/materials, estimated schedule of work to be done, and any expected cost for the disposal of oil or hazardous waste. COR signature is required before any parts are ordered or costs are incurred. All repair work done by the Contractor in response to emergency calls will be documented, in a Work Report, and submitted to the Contracting Officers Representative (COR) no later than five (5) days after repairs are completed and before invoicing. The Work Report should include the exact location of work that was performed, a summary of the problem, assessment, and work performed to restore power, the costs of labor and parts/materials, and any disposal procedures initiated.

a) STD: Work Report shall be completed as specified in Contract and submitted NLT five (5) days after repairs are completed.

3.4.1 Environmental Requirements

The Contractor shall Dispose of all Components and Waste according to all County, State, and Federal Regulations. Because PTA is the 'generator' of the waste, ALL oils: both hazardous (containing PCBs over the regulatory limit) or Used Oil must be coordinated with PTA Environmental Compliance Chief: David McBride 808-430-5613 or Oahu Environmental Compliance Chief: Robert Tetla 808-656-3097 for signature in the "Generator Certification block" of the manifest. After disposal is completed and the manifest contains all three signatures (Generator, Transporter and Designated facility) a copy will be provided to the PTA Environmental Compliance Chief for "Cradle to Grave" tracking/record-keeping no later than 45 days from the day that the waste leaves PTA. NO Used Oil or Hazardous Waste will leave PTA without this coordination.

3.4.2 Disposal of Components

All unserviceable components for Oahu, PTA and KMC High Voltage/Electrical System will be disposed of by the Contractor in accordance with Occupational Safety and Health Act (OSHA) Standards, current Federal, State, County laws, regulations, and commercial standards. Oahu, PTA and KMC are the ‘generators’ of the waste. ALL oils: both hazardous (containing PCBs over the regulatory limit) or Used Oil disposals must be coordinated with Oahu, PTA and KMC.

3.4.3 Manifests of Used Oil and Hazardous Waste as Deliverable

Disposal of all oils and all hazardous waste will be coordinated through Oahu, PTA and KMC Environmental Compliance. Oahu, PTA and KMC will sign as "Generator". Both COR and Environmental Compliance Chief shall receive a final copy of the manifest, (in pdf format) within 45 days of waste leaving Oahu, PTA and KMC.

3.5 Contract Man-power Reporting Assessment (CMRA) Requirement The Contractor shall input labor hours expended per each Delivery Order into Contract Manpower Reporting Assessment website by 15 October of each year for that Fiscal Year. The COR will ensure CMRA Reports are completed for each Task Order and no later than 15 October of each year. Failure to complete ECMRA reports by 15 October of each year will result in a Contract Discrepancy Report being issued to the Contractor.

4 Special Requirements- Required Training This section describes the special requirements for this contract. The following sub-sections provide details of various considerations on this contract.

4.1 Operational Security (OPSEC)

In accordance with Army Regulation 530-1, 19April 2007, All Contractor personnel shall report threat-related incidents, behavioral indicators, and other matters of Counter-intelligence (CI) interest, IAW Chapters 3 and 4 of AR381-12 to the facility security officer, the nearest military CI office, the Federal Bureau of Investigation or the Defense Security Service. 4.2 I-Watch Training

I-WATCH within the Army is a nation-wide modern version of a neighborhood watch program focused on the threat of terrorist activity. It is an antiterrorism awareness program that the contractor's workforce, while on Army installations, must be familiar with to promote and enhance reporting suspicious activity or behavior. The program has two elements: passive and active. The passive element is an individual's situational awareness of his or her surrounds. The active element of I-WATCH involves individuals taking action to report suspicious behavior or activities to law enforcement for more investigation.

4.3 Level I Anti-Terrorism (AT) Standards

Pursuant to Department of Defense Instruction Number 2000, DOD Antiterrorism (AT) Standards, dated October 2, 2006, each contractor employee requiring access to a Federally-controlled installation, facility and/or Federally-controlled information system(s) shall complete Level I AT Awareness Training on an annual basis and receive a certificate of completion. The training is accessible from any computer and is available at https://atlevel1.dtic.mil/at/.

The contractor is responsible for ensuring that all applicable employees have completed antiterrorism awareness training and shall certify that their workforce has completed the training through the submission of completion certificate(s) to the Contracting Officer and the Contracting officers Representative (COR) within five working days after contract award or prior to access to a Federally-controlled installation or information system. Antiterrorism performance (Level 1 AT Awareness Training) attendance and compliance may be documented as a performance metric under the resultant contract, and be part of past performance information in support of future contracts source selections.

4.4 PTA External SOP

D-30 USARHAW REG 210-6 Contractor shall schedule with PTA Range Control a Safety Brief prior to initiation of work. Contractor shall schedule through RDH Scheduling Office 30 days prior to the desired briefing date. PTA Operations 969-2427/2428. All contractor personnel who require PTA access passes are required to have this briefing.

4.5.1 Security and Safety

4.5.2 PTA Installation Access

Contractor shall provide each employee with identification (ID) badge made of nonmetallic material, easily readable and including employee's name, contractor's name, functional area of assignment, and recent color photograph of the employee. In addition, Contractor shall follow PTA Installation procedures as required by the Provost Marshall's Office for securing Contractor personnel identification cards and vehicle passes for performing work on the installations.

4.5.3 Display of ID Badges

Contractor personnel ONLY are permitted access to government facilities. All Contractor personnel shall wear the ID Badge or PTA Access Pass at all times. The ID badge shall be on the front of the exterior clothing and above the waist.

4.5.4 Speed Limit

Speed limits are strictly enforced at PTA and KMC. Tickets can require an appearance at Federal Court on Oahu and are the responsibility of the contractor or contractor personnel, and in no way are the responsibility of the Government.

4.5.5 Certifications

Commercial Driver’s License (CDL), class A: Required to operate any combination of vehicles with a gross combination weight rating (GVWR) of 26,001 or more pounds, provided the towed vehicle is heavier than 10,000 pounds.

It is the sole responsibility of the Contractor to ensure that all work performed under this contract is by persons holding all required trainings and certifications for the work levels for which they are performing. On the job safety is the responsibility of the contractor for all work personnel, including sub-contractors.

4.5.6 Site Conditions

If any site conditions exist, that threaten safety, and are outside of the Contractors ability to fix, the Contractor shall stop work and notify the COR of the exact conditions that pose a safety threat. The Contractor shall not resume work until the site condition has been improved to an acceptable safe work site. Work during high winds and storms, dark, and other environmental conditions is at the discretion of the Contractor.

4.5.7 DD Forms 254

Overarching security requirements and Contractor access to classified information shall be as specified in the basic DD Form 254, which will be further identified in the DD Form 254 for each TO, as required. All contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC).

4.5.8 Visitor Group Security Agreement

The contractor shall sign a Contractor Visitor Group Security Agreement to protect classified information involved in performance under this contract or Task Order. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education; personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; DD Forms 254; periodic security reviews; and other responsibilities, as required.

4.6 Government Furnished Materials

Contractor is responsible for all materials, supplies, and equipment to complete all tasks of this contract. As stated in section 3.3, Government will reimburse for the exact cost of all pre-approved electrical components used on PTA or KMC High Voltage System. Minimal Government Furnished Materials may be available from existing stock. Contractor has the option to accept or not accept Government materials.

4.7 Applicable Directives

The contractor shall comply with all documents listed below as mandatory and referenced under paragraph 3.0, Performance Requirements and specifics for Environmental Requirements under paragraph 3.4.1.

5.1 Work Reports are submitted to COR within 5 days after Emergency Repairs are completed or within five (5) days after projected repairs are identified. All work is covered in work reports.
