Subj: REQUIREMENT FOR CARPET AND FLOOR REPLACEMENT
1. SCOPE: The contractor shall supply all material, equipment, and labor necessary to perform all operations in strict accordance with these specifications in this SOW. Government provided estimate quantities in this document are only to provide an understanding of the scope/level of effort this project requires. The Government shall not be liable for overages or under-runs based on the vendor's reliance on Government provided estimated quantities. The contractor is responsible for all required measurements and drawings. The contractor shall prepare its own quantities to propose.
The contractor is responsible for all required measurements and drawings.
1.1 Hours of normal operations shall be from 0700 to 1600, Monday – Friday, to exclude all federal holidays. All other dates and/or times must be approved by the government. Clean up shall be done daily within these hours, e.g. pick up scraps, vacuum as needed, store and/or stack uninstalled carpet etc. All tools and materials shall either be removed from the facility or locked in Connex box storage provided by the contractor.
2. LOCATION: All work on this project is to be performed at Naval Consolidated Brig Charleston, SC.
3. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications, sketches, drawings and contract.
3.1.1 Contractor shall be responsible for removal of furniture, demolition of existing flooring (i.e. carpet, tile, cove base), disposal of materials, preparation of underlying surfaces, installation of new flooring and cove bases, and replacement of furniture.
3.1.2 The contractor will order for an additional 3% attic stock of all carpet and vinyl tiles to allow cutting and matching of pattern repeats as needed. The measurements listed below do not include attic stock.
3.1.3 The carpet and vinyl tile will need superior soil resistance and appearance retention.
Color selections have been predetermined and must be either the selection made or equivalent.
3.1.4. All work shall be coordinated through the Maintenance Officer DCC Bellinger (843-794-0176).
4. CARPET MATERIALS AND AREAS OF WORK: General construction consists of the following items:
4.1.1. C-4 Area Rooms 350, 352, 355, 356, 357,363, 367, 368, 369, 370, and 371 - The contractor shall install an estimated 328 SY of cushion-backed nylon carpet tile. The contractor shall install a 4" or 6" cove base of a complimentary color in rooms 355, 356, 357, 363, 367, 368, 369, 370, 371

4.1.3 C-1 Area Rooms 199, 198, 200, 210, and 209 - The contractor shall install an estimated 224 SY of cushion-backed nylon carpet tile with a cove base. The contractor shall install a 4" or 6" cove base of a complimentary color.

The contractor shall install a 4" or 6" cove base of a complimentary color.

4.1.5 C-1 Area Rooms 179, 180, 181, 184, 185,188, 190, 191- The contractor shall install an estimated 216 SY of nylon carpet tile. The contractor shall install a 4" or 6" cove base of a complimentary color.

4.1.6 C-1 Area Rooms 146,147, 148, 149, 150, 151, 152, 153, 154, 156, 157, 158, 165, 166, 167, 168, 171, 172, 173 - The contractor shall install an estimated 216 SY of nylon carpet tile. The contractor shall install a 4" or 6" cove base of a complimentary color.

5. LUXURY VINYL TILE MATERIALS AND AREAS OF WORK: General construction consists of the following items:
5.1.1 C-4 Area Rooms 345, 346, and Reception Area - The contractor shall install an estimated 2,628 SF of commercial grade enhanced urethane luxury vinyl tile. The contractor shall install shoe molding stained to match flooring.

5.1.2 C-1 Area Corridor 189 / C-1 Area Corridors 144, 145, 155, 160, 164, 169, and 170 - The contractor shall install an estimated 4,680 SF of commercial grade enhanced urethane luxury vinyl tile. The contractor shall install shoe molding stained to match flooring.

5.1.3 C-6 Area Rooms 419, 418, 417, 414, 409, 411, 403, 402, and Corridors 404 / C- 2 Area Rooms 249, 254, 256, and Corridors 253 and 254 / 244, 253, 257, 256, and 254 / C-3 Area Rooms 301, 311 and Corridor 306 / C-5 Area Rooms 388 / C-1 Area Rooms 132, 133 - The contractor shall install an estimated 8,497 SF of commercial grade enhanced urethane luxury vinyl tile. Shoe molding stained to match shall be installed. In the C-6 Area all baseboards with the exception of the toilets shall be removed and replaced by the government. For all other baseboards, contractors shall install shoe molding stained to match the flooring. An inconsistency in the floorplan, Corridor 404 extends the opposite direction by Room 405 instead of room 408.

5.1.4 C-6 Area Room 408, and Frame Shop Rooms 405, 406, 407, 412, 413 / Maintenance Building Room 106 - The contractor shall install an estimated 2,072 SF of Epoxy Concrete. Flooring must be industrial grade and slip resistant. The contractor shall install wall base of a complimentary color. An inconsistency in the floorplan, Room 405 is shorter than is shown on the diagram.
5. FURNITURE: The contractor shall work closely with the government to coordinate furniture removal before installation to minimize operational impact. All personal items shall be the responsibility of the government. All furniture will be moved or lifted by the contractor.
Furniture weight may be up to 2 tons.
6. SECURITY
6.1.1 Contractor shall adhere to all security procedures within the brig.
6.1.2 Contractor shall ensure all individuals accessing the brig are able to pass a background check and receive all necessary training.
6.1.3 All tools must be inventoried on a daily basis upon entry and exit. The contractor may also provide Connex boxes to use for storage within the perimeter but 50 feet away from any fencing or structures.
6.1.4 Contractor will adhere to all sanitation procedures and preventative measures to include daily temperature checks and donning of masks.
6.1.5 Contractor shall not interact with prisoners while working in the facility.
