QUESTIONS AND ANSWERS

BRIG CARPET

JOINT BASE CHARLESTON SC

Q1. Is there a site visit for this project?

A1. No. Due to the COVID-19 pandemic, a site visit for this requirement has not been scheduled.

However, floor plans with measurements have been provided to assist contractors with quantity determination.

Q2. What kind of flooring is currently in place?

A2. There is currently carpet, tile, laminate tile, rubber tile, and epoxy.

Q3. What kind of furniture is going to need to be moved?

A3. Mostly office furniture to include chairs, computers, desks, and filing cabinets. Our industries area houses the heaviest equipment, as that is where the vocational shop is located.

The heaviest items are a CNC machine, as well as a wall high stack of industrial tool cabinets.

Q4. Will there be an organized site visit for subject Solicitation?

A4. Please see answer to A1.

Q5. Will any phasing be necessary for this project or can the work be completed simultaneously/continuously?

A5. Phasing will be required. A schedule will have to be worked out between the contractor and the government beforehand to ensure our operations are minimally impacted.

Q6. The RFQ states “Material samples and color swatches are required for each item identified on the Pricing Worksheet.” It is highly unusual to submit material/color samples with a quote especially when the product/manufacturer has been clearly specified in the PWS; this is usually only required of the awardee post award. Can these items be provide by the Contractor only after they have received an award?

A6. Contractor shall only submit material samples and color swatches for proposed products.

Color swatches are requested due to the difference in manufacturer color. The Government has not viewed the color of all carpet manufacturers under the USAF IDIQ. The intent of the color swatch submission at time of quote is to allow the Government to verify color of the proposed product.

Q7. Will there be a site visit in order for all prospective subcontractors to take a look and field verify measurements of all spaces where flooring is to be demolished and re-installed?

A7. Please see answer to A1.

Q8. Are the measurements on the drawings accurate (have any rooms been added on to/modified since drawings were engineered in 1991)?

A8. The drawings are accurate to the best of the government's knowledge. Inaccuracies were noted on the floorplans and in the PWS.

Q9. On the drawings there are some rooms that are encircled in highlighter and some where the just the room number is highlighted, can you confirm that all rooms/areas that contain highlighter are rooms where flooring is to be demolished/re-installed?

A9. All highlighted areas / rooms are where flooring is to be installed.

Q10. Is subcontractor responsible for moving of all office furniture contained in every room? If so, can you provide pictures of equipment that will need to be moved for bidding purposes as not all equipment can be moved by the same means.

A10. Yes. Pictures to be provided with posting of the Q&A’s.

Q11. Is there a space/room where equipment to be moved is to be stored until flooring is completed? If so, how far away is this storage area? Is subcontractor responsible for put back of equipment to original room/place?

A11. The contractor is responsible for putting back the equipment in the original room / place. In the past contractors have jacked up heavier furniture rather than moving it to install the carpet. In most spaces furniture can simply be moved out of the working space but within the building rather than moving it to storage. The contractor will have to provide storage if it is required.

Q12. On bid document (Performance Work Statement/dated 28 July 2020/Item 5) it says that some of the equipment to be moved can weigh as much as 2 tons, what type of equipment is this?

Can it be moved? What means can it be moved by? Can you post photos of any large pieces of equipment that need to be moved?

A12. Please see A3. 2 tons is a high estimate. The CNC machine must be disassembled as it will not fit through the doors. The CNC machine is pictured. The government will remove the tools and disassemble/reassemble the LISTA industrial tool cabinets. The industries area has been pictured as an example of the office furniture / equipment.

Q13. What are the badging/access protocols for the Brig? Are there any that are in addition to JBC access protocols?

A13. Contractors and subcontractors must first complete the package / background check for JBC access. They must also complete a package / background check for Brig Access. These can be done at the same time, however, personnel must have JBC access in order to be granted Brig Access.

Q14. On design sheet A-9 it denotes a laundry room and training/office area that are to be coated with epoxy flooring. Does the Government have a specific product in mind that it would like installed as there are many types of epoxy flooring? Are there any moisture issues associated with the concrete slab in this area? Is moisture testing required on this contract? Is there a coating on this area currently that would need to be ground off?

A14. A product that was chosen previously was Stonclad GS / PAT in Pewter with 1/2 Texture #1 from Stonhard. The final product should be slip and rust resistant. We are not aware of any moisture issues. Moisture testing is not required. There is an existing coating that would need to be ground off.

Q15. What kind of oversight is required on this contract (Superintendent/QC/SSHO)? Can QC/SSHO be the same person?

A15. Contractor is required to provide all necessary management and personnel to ensure the satisfactory completion of the work specified in the PWS. If the Contractor should elect to provide a QC/SSHO, the same person can fulfill the positions.

Q16. Will existing adhesive be required to be ground completely off to the subfloor (concrete)?

A16. Yes.

Q17. Will subcontractor be responsible for floating the subfloor with any self-leveling floor compound to fix uneven surfaces that may be existing? If so, what quantity should we figure for bidding purposes?

A17. Yes, the contractor/subcontractor will be responsible for installing the floating subfloor with any self-leveling compound to fix existing uneven surfaces. We are not aware of any existing uneven surfaces and cannot be determined at this time.

Q18. Are there any moisture issues in any areas where new flooring is to be installed? Is subcontractor responsible for moisture testing on this contract?

A18. There are no known moisture issues in any of the areas where flooring is to be installed. No moisture testing is required.

Q19. Will any of this work require phasing or after-hours work? Will all areas be occupied at all times?

A19. Please see answer to A5. The government will ensure areas are not occupied when active work is being done. After-hours work is an option. After hours work may be requested, but the Government may not be able to accommodate the request. After hours work must be coordinated a minimum of three business days in advance.
