About this file
This is a Performance Work Statement (PWS) for the installation of a Rectangular Rapid Flash Beacon (RRFB) crosswalk system at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, North Carolina, on SR-1131 (Consolidated Road), Pasquotank County.
The contractor is responsible for removing the existing 15-year-old RRFB system and installing a new Government-furnished Electrotechnics Corporation (ELTEC) Solar 2-sided RRFB FS-5 DC Flasher system. Removal activities include two RRFB units, pedestals, poles, light beacons, pushbutton devices, signage, solar panels, control cabinets, and existing 4-foot-deep precast foundations. Installation requires providing all labor, materials (except the Government-furnished system), tools, equipment, and supervision. The contractor must install NCDOT-approved F&I Type II Screw-In Foundations, complete all wiring and connections, ensure ADA-compliant pushbutton heights, and perform site restoration. Work must comply with North Carolina Department of Transportation (NCDOT) requirements, the Manual on Uniform Traffic Control Devices (MUTCD), the National Electrical Code (NEC), and applicable UL standards. The contractor must obtain all necessary permits, coordinate with USCG ALC and NCDOT, maintain traffic and pedestrian control throughout construction, and perform testing and commissioning to verify full system operability. Contractor qualifications require RRFB system installation expertise, NEC familiarity, and NCDOT approval to perform work on North Carolina roadways. Deliverables include removal and disposal documentation, permit acquisition proof, as-built documentation, testing and commissioning reports, and site restoration confirmation.
