About this file
The document is a Request for Proposals (RFP) issued by the Florida Department of Management Services (DMS), specifically the Division of Real Estate Development and Management, for Building Automation Systems Services. The RFP seeks to establish a contract for providing building automation system services across various state facilities in Florida, with the potential to award multiple contractors per geographic region. The solicitation (RFP No. DMS-24/25-176) is structured to allow vendors to submit proposals for one or multiple regions, with the goal of maintaining Tridium Niagara Building Automation Systems (BAS) for state-managed facilities.
The contract will cover services including hardware installation, configuration, programming, maintenance, software updates, troubleshooting, and repairs for building automation systems. The initial contract term is five years, with the possibility of renewal for up to five additional years. Pricing will be based on hourly rates for different labor classes (BAS Specialist Technician and BAS Systems Integrator), including standard and overtime rates. Vendors will be evaluated on both technical capabilities (60 points) and financial response (40 points), with assessment criteria including industry experience, current contracts, approach to work, and project team qualifications. The RFP covers facilities across four defined regions of Florida, with the potential to add more facilities in the future, and includes provisions for parts discounts and performance standards.
