State Road (SR) 20 spans approximately 358 miles, running west to east across the Florida Panhandle and into northeast Florida. The segment of SR 20 located in Calhoun County dates back to the early 1930s and includes the historically significant Blountstown Truss Bridge over the Apalachicola River. Between 2012 and 2014, much of this corridor within Calhoun County underwent resurfacing, and the western portion was upgraded with 5-foot paved shoulders. As regional transportation infrastructure continues to grow and surrounding roadways expand, SR 20’s traffic volume and the functional importance of SR 20 have also steadily increased.

PROJECT TEAM
We have assembled a highly qualified team of subconsultants that have worked successfully with GPI and FDOT on similar projects.
This history ensures we have zero-learning curve and will work exceptionally well together as a team. Both GPI and subconsultant staff have the experience and availability to deliver innovation, cost savings, and practical design. Our subconsultants consist of mostly local firms with multiple offices located here in District Three including:
Alday-Howell Engineering, Inc. (SBE) for roadway support and utility coordination; Ceteris, Inc. (DBE/SBE) for signing and pavement marking; Environmental and Geotechnical Specialists, Inc. (EGS) (DBE) for environmental and geotechnical services; GPI Geospatial, Inc. for Photogrammetric Mapping; Hanson Professional Services Inc. for drainage design; Prime AE Group, Inc. for roadway support; and Southeastern Surveying and Mapping Corp. for survey/SUE.
APPROACH AND UNDERSTANDING OF CRITICAL ISSUES
This project along SR 20 begins at the Bay County Line and extends to the Liberty County Line. It serves as a major east-west route in the heart of Calhoun County providing access for residents, tourists, and commercial services. This corridor is also used as one of the foremost commuter links to Panama City and Tallahassee. SR 20 is classified as a Rural Principal Arterial and is a hurricane evacuation route. This section of roadway has a Context Classification of C2 and an Access Management Classification of 4. Our team’s familiarity with this area and extensive experience within this corridor provide valuable insights that will support the Department in enhancing both the operation and service life of this facility. Improving safety for the traveling public remains a top priority. The GPI team brings significant experience in evaluating and implementing safety enhancements across a range of roadway projects whether funded at the State, Federal, or local level. We will collaborate closely with the District Safety Office and local agencies to maximize safety improvements within the available funding, ensuring a safer facility for all users.
ROADWAY
In support of the growing need to provide safer transportation facilities, the primary purpose of this project is the addition of passing lanes and resurfacing 3 sections along SR 20 between the Bay County Line and the Liberty County Line. SR 20 features a typical section consisting of 2-12’ travel lanes and 5’ paved shoulders. The posted speed varies from 45 MPH to 60 MPH throughout the project limits, and the right-of-way fluctuates along the corridor. Our team has reviewed the typical sections outlined in the 2023 Feasibility Study and

recognize the importance of selecting a typical section that best fits the corridor. Minimizing right-of-way impacts and harmonizing transitions are essential to the success of this project. After a preliminary review of the crash data, there are 13 crossover crashes within the project limits. These crashes and their specific locations further necessitate the addition of the passing lanes throughout the project limits. Additionally, any impacts to trees or their root systems will be carefully reviewed and coordinated with the Department.
DRAINAGE/PERMITTING
The existing drainage system primarily consists of an open collection system throughout the project limits ranging from a 24” pipe to a 5’ x 3’ CBC (MP 7.313). The scope does not identify any major drainage issues; however, the existing system will be reviewed for issues such as repairing outfalls, analyzing pavement hydraulics (hydroplaning) in the superelevated sections, evaluating permanent erosion control such as ditch pavement or rip rap. GPI will evaluate potential pond sites using hydraulic analysis and geotechnical data to ensure adequate storage and discharge capacity, while also incorporating stormwater management facilities designed to meet requirements for water quality treatment, attenuation, and aesthetic enhancement. Our team will coordinate with the FDOT Resident Maintenance Engineer and District Drainage with any recommended improvements. A preliminary desktop review of the project corridor found wetlands or riverine areas within and adjacent to the FDOT right-of-way. These natural features will be field delineated as necessary immediately following Notice to Proceed, simultaneously with the survey, to eliminate the additional costs of multiple mobilizations and to provide close coordination and accuracy within the Design Team. The permitting agencies for the project will be the Northwest Florida Water Management District (NWFWMD-state regulation), and the United States Army Corps of Engineers (USACE – Federal Regulation). The project is anticipated to qualify for an Environmental Resource Permit (ERP) from NWFWMD and a Standard Permit from USACE.
TEMPORARY TRAFFIC CONTROL PLAN (TTCP)
A well-defined traffic control plan is key to the success of this project. This project will require a Level I TTCP for the resurfacing and passing lane operation. The main concern for this project will be providing adequate and safe access for the large number of trucks and recreational vehicles that use this corridor. We will take into consideration the effects of special events such as spring break and hurricane evacuation procedures. Our team will ensure that all modes of travel are accommodated during the construction process, with clear, concise notes and details for the contractor. Additionally, we will meet with the Area Construction Engineer to review the TTCP and its components, ensuring alignment and minimizing any potential confusion during construction.
QUALITY COMMITMENTS
The GPI Team believes the foundation for a successful project begins with our Quality Management Program, which will ensure that quality standards are maintained throughout the design process. We will develop a Project Specific Quality Control Plan outlining the procedures necessary for each phase of the project and it will be managed by our Quality Control Manager, Kim Stephens, PE. All subconsultant work will receive a quality assurance review by the subconsultant staff, followed by a second quality assurance review by GPI, prior to submittal to the Department. Every review will be documented and certified for audit purposes.
COMMUNICATION / COORDINATION
Early and consistent coordination is vital to the success of any project. As with past projects, we will provide clear communication with the Department, local stakeholders, utilities, permitting agencies, and all County, State, and/or private projects in the vicinity throughout the design process. We will develop a Level I Community Awareness Plan (CAP) without a public meeting. Our Team will coordinate with the adjacent resurfacing projects (FPID: 452936-1& FPID: 450805-1), and safety project (FPID: 445665-1) to ensure all project issues are resolved. Our coordination efforts, combined with a clear understanding of the project scope and Department requirements, will ensure a well-informed design that avoids unexpected issues during bidding and construction. We will also coordinate with District Maintenance to determine if any maintenance activities can be accomplished prior to this project’s construction.
RELEVANT PROJECT EXPERIENCE
GPI is well versed with incorporating practical design solutions and appropriate cost savings during the design and construction for these types of projects. This team has worked together on multiple projects throughout District 3 with similar issues including:
• FPID: 443656-1-52-01, SR 292 (Sorrento Rd.) from Theo Baars Bridge to south of CR 293 (Bauer Rd.) (3R with widening)
• FPID: 445761-1-52-01, SR 30 (US 98) from S Franklin St. to Carrabelle River Bridge (3R with widening and R/W)
• FPID: 220495-6-52-01, SR 61 (US 319) north of Alaska Way to Lost Creek Bridge (Capacity with R/W)
• FPID: 452940-1-52-01, SR 61 (US (319) from Timberwolf Crossing to Georgia State Line in Leon County (3R with widening) All four of our similar projects have improvements that are relevant to this project including milling and resurfacing, drainage, widening, R/W, utility coordination, traffic control plans, and permitting. These projects also require a thorough understanding of existing roadway conditions and the need for constant coordination with local agencies, stakeholders, and FDOT while still achieving the ultimate goal of extending the useful life of the existing asphalt pavement.
CLOSING
We are committed to identifying innovative approaches that enhance safety, accelerate delivery, and maximize value. We look forward to the opportunity of providing our qualifications in more detail.

A portion of the prepared interview questions shall be common to all shortlisted Consultants. The Department may prepare additional questions that are unique for a Consultant based on the Consultant’s Letter of Response, organization/staffing chart, or other information.
TRC members may also ask follow-up clarifying questions during the interview, where time permits.
The Department may pose questions about hypothetical or actual projects, or situational questions, but only during the follow-up Question and Answer portion.
Just prior to the start of the interview, each Consultant team shall be given the prepared questions to review for five (5) minutes. The Consultant may keep a physical copy of the questions during the interview. The Consultant may not leave their respective rooms to review the questions. The five minutes for reviewing questions is not considered part of the Interview. Discussions by the Consultant team members during the 5-minute review are not part of the interview process and are not considered in evaluation of the Consultant.
Introductions of Consultant staff and Department staff are also not counted as part of the interview time. Interviews are limited to 45 minutes total, inclusive of Consultant opening statement and Questions and Answers (Q&A). Ten (10) minutes will be allowed after the interview for follow-up questions pertaining to the Consultant’s responses and Consultant closing statement. (Closing statement is optional and only if time permits). PSU shall be timekeeper, and is responsible for ensuring the Consultant firm adheres to the stated time limits. The interview may conclude early if less time is actually required.
Each Consultant firm may make an opening statement of approximately 5 minutes (opening statement is optional). The opening statement shall not be separately timed.
Attendance at the interview by the Consultant’s proposed Project Manager is strongly recommended.
A maximum of 6 attendees per Consultant team is allowed. Switching out of participants in the interview room is not permitted. If a proposed subconsultant is listed as a subconsultant on more than one (1) team for a single project, then it is the responsibility of the subconsultant to disclose this information with each respective team. The Department representatives in attendance will at a minimum be the members of the Technical Review Committee and a Procurement Office representative (interview facilitator).
The Consultant may have available in the room for their own use a clean flip chart. No content can be previously drawn on the flip chart. The Consultant is not permitted to bring in prepared diagrams or drawings to display. Illustrations will be discarded at completion of interviews and will not be given to the TRC for evaluation after the interview. The Consultant may begin drawing as soon as the questions are given to them (the beginning of the five minutes of review).
The Consultant may bring one unaltered aerial plot, 24”x 36” maximum for use during the interview. Split views are allowed, as long as the overall total size does not exceed 24” x 36”. No alterations other than a North arrow as well as street names can be shown on the aerial for locating purposes when brought to the interview. The unaltered aerial may be drawn upon by the Consultant. One aerial per project may be submitted. No other visual aides are allowed. No visual aides are permitted during the interview.
Consultants may bring in paper notepads or index cards with notes during their interviews, for their own reference and use. The notepads and index cards will not be submitted to the Department, nor shared with the TRC.
Consultants are not permitted to refer to smartphones, tablets, laptops, or other electronic devices during the course of the interview. This includes Google Glass, Ray-Ban meta smart glasses, or other similar type function technology wearables.
No reference to or discussion of consultant fees in reference to dollars, percentages or audited rates should be made. Such references may result in the firm being found non-responsive.

J. Estimate of Work Effort
The Selection Committee shall establish a ranking order of the firms to provide the desired services.
The results shall be available via the Internet.
12.0 NEGOTIATIONS:
Upon ranking, the consultant firm will enter into negotiations with the Department. An automated fee proposal, staff hours and audit package shall be requested from the No.1 ranked consultant. The consultant shall submit an electronic copy of the automated fee proposal and an audit package (Attachment D), within 10 working days from the date the selection results are posted on the Internet. The audit package shall include the Letter of Qualification from the Department as documentation of the approved audited rates as well as appropriate information to support the wage rates.
The Professional Services Office in conjunction with the Department’s Project Manager will evaluate the firm’s wage rates, combined overhead and direct expense rate. If negotiations are successful, the Professional Services Office shall proceed with contract execution. If there are differences between the selected firm and the Department in the considered data, the Department's negotiator shall determine a fair and reasonable fee. The selected firm will then be given the option of accepting or rejecting the revised fee. Should the revised fee be rejected, the Department may terminate negotiations with the firm, documenting the reason for rejection, and initiate the aforementioned procedure with the firm ranked second by the Department's Selection Committee.
Should the Department be unable to negotiate a contract with the second ranked firm, the aforementioned procedure will be initiated with the third ranked firm. Should the Department be unable to negotiate a satisfactory contract with any of the selected firms, the Department shall select additional firms in order of their competence and qualification and continue negotiations in accordance with these procedures until an agreement is reached. The negotiated fee shall be at a compensation, which the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project.
