Hanson Professional Services Inc. (Hanson), with our team of seasoned professionals, is pleased to submit this Letter of Response for your consideration. In preparation for this contract advertisement, our team met with the Department’s Project Manager, Nicole Arrant, and TRC members Dustin Castells, Olen Pettis, and Adam Bass to gain a clear understanding of the expectations for this program management services contract. Hanson understands the challenges faced by the District Local Programs Office (DLPO) and has assembled an experienced team that integrates innovation, local expertise, and built-in redundancy effectively support the delivery of the DLPO Work Program. Our team brings innovative ideas, practices, and local knowledge to function as an extension of District staff.
We recognize the significance of the DLPO and the reliance of local agencies on FDOT for funding their local projects. The DLPO is essential in supporting and implementing transportation improvements for all local agencies within the District.
This year marks an eight-year partnership between Hanson and the DLPO, during which we have reviewed nearly 500 SCOP, SCRAP, and CIGP applications. Each year we have enhanced the efficiency and outcomes for the local agency partners in District 3 (D3).
Looking ahead, we remain dedicated to refining our processes, adapting to new circumstances, expanding the services we offer, and strengthening the robust partnership we have built over the past eight years."
Hanson is fully committed to partnering with the Department on this contract and providing the support requested by the District Local Programs Office. We take great pride in the DLPO’s ongoing success and growth, and we are privileged to contribute to its achievements.

PROPOSED APROACH AND UNDERSTANDING OF CRITICAL ISSUES
The Hanson Team understands that the state-funded programs administered by the DLPO include the following:
» Small County Road Assistance Program (SCRAP) – 11 counties are eligible for the SCRAP program. The objective is to assist small county governments with resurfacing and reconstructing county roads. The eligible counties for SCRAP are Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Wakulla, Walton, and Washington.
» Small County Outreach Program (SCOP) – 12 counties are eligible for the SCOP program. The objective is to assist small county governments with repairing or rehabilitating county bridges, addressing road-related drainage improvements, resurfacing or reconstructing county roads, constructing capacity, safety improvements to county roads, or paving unpaved roads. The eligible counties for SCOP are Bay, Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Wakulla, Walton, and Washington. Santa Rosa County recently became ineligible based on its increase in population.
» County Incentive Grant Program (CIGP) – The CIGP was created to provide grants to counties to improve a transportation facility, including transit on the State Highway System (SHS), or which relieves traffic congestion on the SHS, per Section 339.2817, Florida Statutes. All counties in D3 are eligible to apply.
Other programs that the DLPO procures and administers include:
» Transportation Alternatives (TA) - Falls under LAP » Transportation Regional Incentive Program (TRIP)
» SUN Trail » General Appropriations Act (GAA)
We understand the primary objective of this contract is to support the DLPO and perform Program Management duties. Hanson is also aware that there may be opportunities to provide analysis, prepare studies, or perform minor design services at the Department’s request. Hanson will work closely with the DLPO staff and continue to perform the following critical activities:
Review and comment on candidate project applications.
Provide engineering recommendations and guidance.
Perform field reviews of candidate projects.
Identify the controlling elements per Florida Greenbook.
Prepare project concept reports and/or white papers.
Provide reviews and recommendations for scopes of work.
Support DLPO in preparation of State Funded Grant Agreements (SFGA).
Review plans and document submittals.
Prepare and review cost estimates.
Serve as technical experts.
Program Management of Local Agency Contracts.
It is crucial to understand that local agency roadway projects qualify as off-system facilities. Hanson also recognizes the importance of being knowledgeable about and applying the Florida Greenbook standards and criteria to off-system roads and bridges. Enhancing safety is a critical aspect of improving these roads, many of which have gone without upgrades for several years. This presents an excellent opportunity to identify and address safety issues early in the application process and ensure they are addressed throughout the final design and construction. Having a Project Manager (PM) and key team members located near the District Office will enable immediate face-to-face communication and prompt responsiveness, both of which are essential for this contract. Our task leaders and PM are well-trained and highly experienced, allowing them to administer the contract immediately without needing any additional training or acclimation from DLPO.
Our team has developed innovative tools and processes that generate efficiencies, which will greatly benefit this Program Management contract. We have created templates for white papers and concept reports, as well as cost estimating tools in Excel. Additionally, we have established a historical cost database. Our team is equipped with the resources, knowledge, and experience necessary to commence work on day one continuing our support and partnership with the Local Programs office.
RELEVANT PROJECT EXPERIENCE – SIMILAR WORK EXPERIENCE
The Hanson Team members assigned to this contract possess extensive experience in managing districtwide contracts, as well as RRR projects and SCOP/SCRAP-funded initiatives in collaboration with local agencies. Hanson brings valuable local knowledge, expertise, and efficiency to the Department, allowing our team to provide immediate support to the DLPO.
