CTS Engineering, Inc. (CTS), is pleased to submit this Letter of Response to the Florida Department of Transportation (FDOT) District 4 (D4), for the Continuing Services – Urban Model Development & Support Contract. Through discussions with FDOT Project Manager (PM), Ms. Trang Phan, and TRC members from District 6 and MPOs, we understand the contract objectives and the important role of the Regional Transportation Technical Advisory Committee – Modeling Subcommittee (RTTAC-MS), as the Project Advisory Committee (PAC), with the FDOT PM directing consultant work. CTS has a proven track record of innovatively producing the highest quality deliverables, on time and within budget. We have strategically partnered with Gannett Fleming, Inc. (GF), Insight Transportation Consulting, Inc. (Insight), Kittelson & Associates, Inc. (KAI), and Resource Systems Group, Inc. (RSG) for their specialized expertise and availability. CTS brings unmatched experience in developing and enhancing activity-based models (ABMs) nationwide, including San Francisco, Atlanta, San Diego, Detroit, Jacksonville, and Southeast Florida (SE FL), and we are the core developers of ActivitySim and
PopulationSim. We are uniquely qualified for this contract, given that Mr. Hui Zhao, P.E. (CTS), our proposed PM, previously managed ABM development/maintenance for SERPM 7.0/8.0, and TCRPM 4.0/5.0 during his time serving as District Model Development Project Manager at FDOT. With over 18 years of relevant experience, Mr. Zhao is intimately familiar with model development and application, having overseen the evolution of SERPM 7.0 from its adaption of the San Diego ABM (SANDAG) to SERPM 8.0 calibration using regional household survey data, and to the current SERPM 9.0 implemented with ActivitySim. Mr. Yongqiang Wu, P.E. (CTS), former Central Office (CO) Modeling Manager with over 25 years of experience, will lead model estimation and enhancements. We offer strong technical expertise and institutional knowledge to support FDOT and the MPO/TPO/TPA in delivering a fully functional and locally calibrated SERPM 10 on schedule.
Proposed Approach and Understanding of Critical Issues The SERPM model covers a large and diverse region with distinct travel markets and transportation options. We will ensure SERPM

PROCUREMENT
10 effectively captures local travel behavior and key market dynamics in order to meet the practical needs of all users. Our strategy is designed to ensure timely model delivery while fulfilling all task requirements. The following is an overview of our approach.
Task 1. Model Estimation, Design, and Development:
Understanding the tradeoffs between behavioral realism and model complexity in an ABM model enables our team to develop a model framework that balances technical precision with practical usability.
It is important that the development of SERPM 10 considers not only the needs of modelers, but also those of decision-makers who rely on outputs for policy and investment planning. Model usability will be a top priority, ensuring improved access to key performance measures and sensitivity to relevant policy variables. Model design will incorporate flexibility to test emerging transportation technologies and policies. CTS proposes building on the current SERPM ABM platform and updating it to the latest version of ActivitySim. Drawing on our extensive experience with ActivitySim in SE FL and other regions, we plan to consolidate model components, including converting the visitor model (currently in Java) to ActivitySim to create a unified modeling framework. Mr.
Zhao will oversee model design, applying his in-depth understanding of regional needs and the risks associated with development timelines. RSG has been at the forefront of the future of ABMs as the lead consultant to the agency consortium developing ActivitySim. Mr.
Joel Freedman (RSG), who led the transition to SERPM 7.0 and manages ActivitySim development, will lead activities related to ActivitySim improvements aimed at bringing national best practices.
The creation of automated calibration scripts and procedures will streamline the deployment of a new version of ActivitySim and focus model estimation activities on model components with large discrepancies between model results and household surveys and other calibration targets. We also propose evaluating additional market segments for possible inclusion, such as overnight visitors, airports, freight, and special generators. Classifying utility variables as transient, durable, or shared enables results to be cached and eliminates redundant calculations in order to optimize model runtime. Based on our collective experience as model developers and users for the LRTP update and project development, network representation is a key task to improve model usability and stability given that the network editing is time consuming and directly impacts the accuracy and efficiency of the entire model.
SERPM 9.0’s OpenStreetMap (OSM)-based network introduced a repeatable and script-driven process. The approach can be further refined by optimizing networks and centroid connectors, preserving true shape, and eliminating the temporary trimming/consolidation workarounds. These refinements will improve stability, reduce runtime, and better support project-level traffic forecasting, while maintaining efficiency within the VISUM platform. Mr. Wu will lead other model enhancements including the following: Toll modeling will improve toll-setting algorithms based on the volume-to-capacity ratio using the latest toll policy and applying market segmentation for price sensitivity, and surrogate indicators for dynamic behavior within the static framework to reduce iteration and manual adjustments. The revised process will automate toll adjustments using assignment scripting, simplify time-of-day toll resolution, and implement convergence checks. The value-of-time used in the model will also be updated to reflect current economic conditions;
Automated vehicle (AV) modeling will incorporate various AV market penetration levels and distinguish between private, shared, pooled, and non-pooled AVs. Mode choice and vehicle ownership models will be enhanced to reflect demographic differences in traveler preferences, cost sensitivity, technology adoption, and responses to policy or funding changes. Scenarios will capture shifts in vehicle ownership as AVs are introduced, empty vehicle travel, and impacts on VMT and congestion. These updates will be integrated into the ABM feedback loop to support pricing strategies, multimodal planning, and LRTP implications. The team has already supported AV scenario modeling for LRTP updates in SE FL; Truck modeling, an overly simplified structure since SERPM 7.0, will be updated to use an expanded truck Origin-Destination (OD) matrix derived from Big Data, to match observed truck counts, and to identify customer-end truck trip generators and intermodal freight facilities; External modeling will be enhanced using improved external-external (EE) OD matrix and refined internal/external trip length distributions derived from Big Data; Transit modeling will be updated to reflect the new transit travel patterns and be made sensitive to the new modes being planned as significant transit investments are expected in the region, including Miami-Dade’s SMART Program and Broward’s PREMO plan implementation. Mr.
Ashu Kumar (Insight) is working on STOPS models in all three counties and will lead transit modeling to improve transit validation at operator and major corridor levels. A windowed-area DTA pilot will be part of mode development and tested for proof of concept, leveraging the team’s national experience with DTA integration.
CTS will build upon the converted VISUM SERPM 9.0 model and develop a more streamlined user interface for SERPM 10. We bring extensive VISUM experience from Oregon DOT/Metro, San Francisco, Tacoma, FDOT D1, and the Turnpike Statewide Model, with a PTV-certified trainer of VISUM. CTS will develop strategies to improve model runtime through streamlining model scripts to eliminate redundancies and inefficiencies while optimizing hardware and software usage. Online documentation will provide module description sheets with logic flow charts for easy understanding. An AI-powered interactive and conversational style platform will be introduced to help users find solutions quickly.
Task 2. Data Collection, Compilation, and Development: High-quality, representative data are the foundation of a reliable travel demand model. CTS will compile and develop a comprehensive set of zone and network inputs, as well as calibration and validation data with a strong emphasis on consistency, accuracy, and usability. Data from the U.S. Census, American Community Survey, National Household Travel Survey/SE FL Regional Travel Survey, transit on-board surveys, and Big Data such as GPS/mobile probe data will be assembled, along with traffic operations data, travel time/speeds, traffic counts, transit ridership statistics, transit operational data, and managed lanes data. A key aspect is developing a regionally consistent database of zonal data. We understand that each MPO/TPO/TPA will lead the development of base year and future year zonal data through coordination. To streamline this process and minimize the burden on MPO/TPO/TPA, we will establish the TAZ/MAZ structure and data specifications early during model design. This will allow the MPO/TPO/TPA to begin data development promptly. We propose the creation of intuitive, browser-based visualization tools to support MPOs with efficient quality control and consistency checking of zonal data across the region. Validation targets, such as 2025 traffic counts, will be assessed against historical data to identify anomalies and ensure reasonableness. Ms. Shanshan Yang, P.E. (CTS) will lead data development, and Ms. Like Liu, AICP (KAI) will support regional coordination and data review.
Task 3. Model Calibration, Validation, and Sensitivity Testing:
CTS will apply its depth of experience to perform this task by allocating sufficient time. Building upon Task 1 model performance analysis, we will implement an iterative calibration process, starting with model components showing the greatest deviation from established targets and transitioning to system-wide validation. A robust validation plan will build confidence in the model’s ability to represent local travel patterns. The validation process, led by Ms.
Lissy La Paix Puello, P.E. (CTS), will address both highway and transit performance, including major corridor-level results and screenlines. To maintain the model’s behavioral sensitivity, we will avoid the over-calibration of early model components. Validation efforts will be informed by observed data, including OD data, where available, to refine inputs and better reflect local travel behavior.
Travel time and route choice calibration will account for detailed network characteristics, such as intersection configuration and signalization, improving model route choice in distinguishing between freeways and parallel arterials. CTS will keep RTTAC-MS updated on the progress of model calibration and validation through progress meetings. Sensitivity testing will be an integral part of the validation. We will collaborate with RTTAC-MS to identify and design both single- and two-variable sensitivity tests to assess the model’s responsiveness to demographics, infrastructure, and policies. These tests will help verify the model’s readiness for scenario planning and long-range forecasting.
Task 4. Model Support Services: CTS will provide comprehensive support services to ensure the successful deployment and application of SERPM 10. This task encompasses model training, troubleshooting, scenario management, and direct support for activities, such as the 2055 MPO LRTP updates. We will develop and deliver a robust training program tailored to both new and experienced users, including recorded tutorials hosted on a dedicated website. Materials will focus on standard model applications for long-term accessibility. We recognize that the utility and transparency of a demand model are enhanced by high-quality documentation, robust validation, and a user-friendly interface. The team has broad and in-depth experience working with VISUM and all other major model software and has successfully delivered models employing each of these platforms. The team will leverage enhanced SERPM 10 with experience and appropriate post-processing methodologies to support all required tasks. To further enhance usability, we propose to improve model visualization and reporting through a dashboard that combines both interactive and static charts and maps to explore input and scenario results using the powerful open-source programming languages (R and Python).
Secondary Task: CTS has extensive and unique experience of preparing and/or reviewing project traffic reports for planning studies, PD&E studies, interchange access requests (IAR), and design projects. Mr. Sheng Yang, P.E. (CTS) will lead this task.
Key Personnel & Roles We strategically assembled a highly experienced team by selecting our subconsultants based on their full capability, availability, and redundancy. 9.1 INTERVIEW REQUIREMENTS: The following guidelines will govern the interviews:
(1) A portion of the prepared Interview questions shall be common to all shortlisted Consultants. The Department may prepare additional questions that are unique for a Consultant based on the Consultant’s Letter of Response, organization/staffing chart, or other information. TRC members may also ask follow-up clarifying questions during the Interview, where time permits.
(2) The Department may pose questions about hypothetical or actual projects, or situational questions, but only during the follow-up Question and Answer portion.
(3) Just prior to the start of the Interview, each Consultant team shall be given the prepared questions to review for five (5) minutes. One copy of the questions shall be provided to each member of the Consultant team. The Consultant may keep the copy of the questions during the Interview. The Consultant may not leave the Interview room to review the questions. The Consultant firm remains in the same room as the TRC and Professional Services Unit (PSU) staff when reviewing the questions. The five minutes for reviewing questions is not considered as part of the Interview.
Discussions by the Consultant team members during the 5 minute review are not part of the Interview process, and are not considered in evaluation of the Consultant.
(4) Introductions of Consultant staff and Department staff are also not counted as part of the Interview time. Interviews are limited to 50 MInutes total, inclusive of Consultant opening statement and Questions and Answers (Q&A). Ten (10) minutes will be allowed after the Interview for follow-up questions pertaining to the Consultant’s responses and Consultant closing statement (closing statement is optional and only if time permits). PSU shall be timekeeper, and is responsible for ensuring the Consultant firm adheres to the stated time limits. The Interview may conclude early if less time is actually required. Each Consultant firm may make an opening statement of approximately 5 minutes (opening statement is optional). The opening statement shall not be separately timed.
(5) Attendance at the interview by the Consultant’s proposed Project Manager is strongly recommended.
(6) A maximum of 6 attendees per Consultant team is allowed. Switching out of participants in the Interview room is not permitted. Disciplines that must attend the interview are N/A. The Department representatives in attendance will at a minimum be the members of the Technical Review Committee and a Procurement Office representative (interview facilitator).
(7) No handouts other than standard paper business cards will be allowed before, during, or after the interview.
(8) The Department shall supply and make available either a standard white board or flip chart with markers during the interview. The Consultant is not permitted to bring in prepared diagrams or drawings to display on the Department-supplied flip chart or white board. Procurement will discard the flip chart pages at the completion of the interview. Flip charts and/or white board illustrations will not be given to TRC for evaluation after the interview.
Consultant may begin drawing as soon as the questions are handed to them (the beginning of the five minutes of review).
(9) Consultant may bring one unaltered aerial plot, 24” x 36” maximum for use during the interview. Split views are allowed, as long as the overall total size does not exceed 24” x 36”. No alterations other than a North arrow as well as street names can be shown on the aerial for locating purposes when brought to the interview. 10. Consultant Selection:
A technical review committee will review the resumes and the organization chart or staffing chart received from the consultant firms being considered for final selection.
Attachment C provides the criteria to be considered by the technical review committee in the evaluation of organization chart or staffing chart, resumes, and interviews.
Evaluations and comments will be provided to the Selection Committee.
The Selection Committee, consisting of Steven C. Braun, P.E., District Secretary; John P.
Krane, P.E., Director of Transportation Development; Paul A. Lampley, P.E., Director of Transportation Operations; and a representative of the Procurement Office, will meet to discuss the capabilities of the consultant firms. At the discretion of the Committee, other persons may be requested to provide information at the meeting.
The results of the final selection meeting will be posted on the FDOT Procurement Advertisements web page.
11. Contract Negotiations:
Contract discussions will be initiated with the firm ranked number 1 by the Selection Committee. The consultant will be asked to prepare a fee proposal with backup information to support the proposed wage rates for the services. The consultant's audit information will be used to determine the allowance for administrative overhead and fringe benefits for the project, facilities capital cost of money and direct expense percentage. If subconsultants are proposed to work on the project, information to substantiate each firm's overhead rate and proposed wage rates will also be required.
Should the Department be unable to negotiate a fair, reasonable, and competitive price for the consultant services with the firm ranked number 1, the Department will terminate the negotiations. The Department will then begin contract negotiations with the next ranked firm.
The proposed costs MUST be submitted in the Automated Fee Proposal Spreadsheet.
The Automated Fee Proposal and Guidelines can be obtained by accessing the following link and clicking on the Automated Fee Proposal Spreadsheet:
http://www.fdot.gov/procurement/formmenu.shtm.
When completing the AFP, it is the expectation that the Consultant submit resumes for each individual proposed on the project. Consultants, please understand that it is critical that you classify proposed staff in accordance with Attachment B of the Negotiation Handbook. If proposed staff is classed inappropriately, it may cause delays in having to revisit the staff hours (if applicable for this project). In order to minimize time delays, please utilize the Negotiation Handbook typical definitions found in Attachment B to best decide the proposed classifications.
Upon completion of the Automated Fee Proposal, the Awarded Prime Consultant shall email the Automated Fee Proposal to the District Professional Services Unit.
The Awarded Prime Consultant MUST also prepare the back-up information to support the proposed wage, overhead and expense costs for services proposed.
The due date for the Automated Fee Proposal and backup documentation shall be provided in the Request for Fee Proposal document (or e-mail).
This webpage also contains an Automated Fee Proposal User’s Guide which may be very helpful in understanding the spreadsheet. At a minimum, the fee proposal shall include the following:
Identification of the Basis for Proposed Wage Rates Approved Overhead and Fringe Benefits and Expense Percentage Proposed Operating Margin Identification of the Basis for Loaded Rates Subconsultant Costs
The negotiated compensation will be in an amount the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project.
