HNTB – EXPERIENCED, RESPONSIVE & COMMITTED The District 4 (D4) Design Office is building upon decades of success and preparing for the future with this Continuing Services Contract (CSC). Through this CSC, HNTB will provide D4 with 1) Staff Augmentation to support the Design Office, 2) Design Services for traditional task work orders (TWOs) and 3) Independent Project Costs (IPC) for projects with construction value of $80 million and above. As a former D4 Inhouse Design Section Leader, HNTB’s Project Manager (PM) Betsy Jeffers, PE is the superior candidate for this Contract. Betsy has delivered over 60 projects in her 33-year career and developed a deep understanding of the technical expertise and timeliness required to support D4 in delivering the work program. Betsy brings a team of proven professionals currently delivering high quality work through the existing D4 Development and Operations GECs and other design contracts. All proposed staff augmentation team members have been vetted for commitment to the contract and will be available immediately upon NTP to support D4’s goals.

PROPOSED APPROACH AND UNDERSTANDING OF CRITICAL

ISSUES This contract must manage multiple challenges, including qualified staff availability for augmentation roles, depth of design capabilities for traditional TWOs and nationwide expertise in the new realm of IPC, formerly referred to as ICE. To address these challenges, HNTB offers veteran D4 staff James Ford, PE, Fred Ochoa, PE, Ron Wallace, PE, and Jeff Robbert, PE, to leverage our vast resources on behalf of this contract. James, Fred, Jeff and Ron make up Betsy’s contract leadership team. They will lead the transition from the existing GEC and continue their proven practice of training additional augmentation staff in D4’s processes prior to supporting the contract. Included in HNTB’s proposed staff are D4 experienced, home office staff available to provide service to design TWOs and an experienced IPC team currently delivering construction estimates at the state and national level. Robert Wahr, CPE leads the Florida based IPC team and is well-versed in multiple heavy-civil estimating software, risk management and scheduling assignments. Contract Management: Betsy will be the

375-030-22

PROCUREMENT

single point of contact for D4’s PM Leslie Wetherell, PE and will monitor the contract to verify the $5 million ceiling is not exceeded.

The contract process management includes budget, schedule and quality. The budget will account for all design tasks, post design services and contingencies for untriggered risks which are managed as part of the optional services. We anticipate multiple concurrent active TWOs, which will be monitored by Betsy using HNTB’s proprietary Project Performance Dashboard and Microsoft Suite tools. We will maintain a matrix of all TWO invoicing and budget information that is reviewed at the biweekly project meetings with the task leads (TL). Timesheets for embedded staff will be tracked and approval will be requested weekly. HNTB will provide accurate and updated construction cost estimates using the LRE (WPUC & Initial) and AASHTOWareTM (WPUC and Phase submittals). We track different funding sources to accurately reflect cost and get provider-sourced unit costs for unique items in the engineering estimate. Schedule control: TL’s will monitor and update schedules in PSEE weekly and will act as extensions of D4 PMs by reminding support offices to update their responsible activities. HNTB will strive to maintain positive float on all TWOs and keep each PM in good standing by monitoring and managing risk to the schedule. We are aware of the challenges with late fiscal year production submittals and will keep projects from sliding into the fourth quarter. Historically, on stakeholder sensitive projects, HNTB has initiated Microsoft Teams chat and bi-weekly calls with the D4 PM. Our quality control (QC) processes require a project-specific quality management plan (QMP) at the onset of this contract, which addresses both staff augmentation and design TWOs. HNTB’s staff augmentation quality management system is built on our 3P approach, which is leveraging the right People with the necessary expertise, fostering a culture of strict adherence to the QC Process, and ensuring every Product undergoes thorough quality checks. All design task QMPs will align with FDOT’s quality process, with subconsultants committed to full compliance. HNTB trains all employees yearly on quality management methods. We create a 3D Model management Plan and use an HNTB checklist for 3D model reviews at all phases with innovative over the shoulder designer driven sessions with component leads present. We perform quantity, pay item and ERC response checks on all work.

Additionally, the team performs Constructability and Biddability reviews to confirm that all designs account for appropriate TTCP and payment methods. Success Management: HNTB conducts monthly project review meetings with office leadership to review quality, schedule, budget, risk, invoicing, staffing and client satisfaction. The meetings verify Betsy has the full resources of the firm available to her for successful delivery on this contract. Staff Augmentation: We have pre-assigned committed, experienced staff for each critical position and classification presented at the Industry Forum who will be available to be at the district when requested. Staffing Plan: Our leadership team has the D4 knowledge to prepare our staff and guide them so that they can be ready from day one independent of D4’s resources. Upon NTP, we will begin to transition staff from the current GEC to this contract.

Existing staff to remain in their positions will be transferred to this contract, ensuring no gap nor overlap in their service. New replacement staff will be transitioned in a staggered manner in order to minimize any impact to on-going projects. When new staff is requested, we commit to providing proposed staff resumes within a week and have staff in place within two weeks of approval. Staffing Mix: One challenge faced in staff augmentation is maintaining a bench of trained individuals ready to serve immediately once requested. Betsy will manage an internal Staff Augmentation Training Program (SATP) that will meet quarterly, whereby the HNTB team will provide lessons learned and best practices to the home office staff to familiarize them with D4’s processes. SATP will establish a bench of staff that will be ready to support the district in-house for staff augmentation roles with the goal to double the capacity for each role. IPC TWOs: There are currently four construction projects in D4’s Work Program with estimates over $80 million. Additionally, there are three design projects in the Consultant Acquisition Plan that may exceed $80 million (St. Lucie Rest Area, I-95 at Southern Blvd and SR 714 at FEC RR). HNTB has a specialized team of construction cost, schedule and risk professionals who leverage their expertise from working with top industry contractors such as Kiewit, Skanska, Granite, Lane, Archer Western and Walsh. Our team member, Chen Moore, successfully prepared the IPCs for the SW 10th Street Connector Phased Design-Build (DB) contract. Construction Cost Development: HNTB has hands-on experience in construction cost development, ranging from class 5 (concept level) to class 1 (fully detailed bottom-up). We develop effective, efficient and accurate project costs by leveraging tools like INEIGHT, HCSS, OMAN BidTabs.net, Onscreen Takeoff, Bluebeam, Google Earth and Concept Station. We will conduct a thorough analysis of construction access, operational efficiency, crew balancing, detailed cost component analysis (including profit, overhead, bond and insurance rates), staffing plans, facilities setup, craft support and training, and mobilization. HNTB has unmatched understanding of FDOT’s needs and philosophy for IPC gained through our collaboration with Central Office creating the Independent Project Cost Handbook and Engineer’s Estimate Handbook. Our Florida-based IPC staff are available to attend risk analysis workshops or meetings related to the projects. Design TWOs: After the first two years, this contract will be utilized to deliver standalone projects, non-project specific miscellaneous design services, concept development and permit reviews. Major scope areas include: 1) widening and reconstruction, 2) intersection improvements and RRR, 3) concept development, feasibility and safety studies, 4) mobility-focused projects to enhance ped/bike facilities, 5) bridge design 6) signalization, S&PM, lighting or ITS design, 7) surveying, photogrammetry, SUE and geotechnical and

8) public involvement. Our team is well-versed in providing additional services, including support services for larger packaged design efforts, wrong-way countermeasures, DB RFP packages, safety and feasibility studies, transit improvements, lighting retrofits, off-system work and emergency response. Upon receiving a TWO, we will review the scope with a critical eye gained from many years working on the CSC/DW design contracts. We understand the process of scope review and development includes: 1) collect project data, 2) perform field reviews, 3) clarify scope with D4 PM,

4) obtain feedback and 5) verify risks to project. Once the scope has been defined, Betsy will determine the appropriate staff and submit the fee within five business days and negotiate and execute the TWO. Once NTP has been provided on the TWO, HNTB will 1) provide a TWO specific QC plan adhering to FDM 124/125, 2) review and rediscover the project schedule with the D4 PM, scheduling group and 3) prepare plans and deliverables.

RELEVANT PROJECT EXPERIENCE

The HNTB team can provide all services for any task that arises for D4. Our vast nationwide GEC experience, combined with our local and regional expertise in CSC contracts, gives HNTB an unparalleled ability to deliver D4's programs, provide staff augmentation, ensure smooth transitions and apply lessons learned and best practices from across the nation. HNTB’s unmatched expertise will benefit D4 immediately by streamlining the processes and focusing on the primary contract objectives. YEARS OF EXPERIENCE

James Ford has 34 years of roadway design experience with 27 years at the Florida Department of Transportation (FDOT) District 4 serving two years as District Pavement Design Engineer, 16 years as project manager (PM) and Engineer-of-Record (EOR) on more the 65 diverse roadway projects including those for multi-lane arterial highways, municipal streets and interstate freeways for both urban and rural facilities. James has designed and managed all types of rural and urban transportation projects, including highway reconstruction projects, resurfacing, restoration and rehabilitation (RRR), rail crossing widening, mobility projects for pedestrian, bicycle and transit improvements, lane elimination, intersection improvements, drainage improvements and bridge replacement.

Relevant project experience includes the following:

SR 810 Hillsboro Boulevard from Military Trail to US 1, FDOT District 4, Deerfield Beach, FL – PM and Roadway EOR (REOR) responsible for the development of the plans and project management for the widening and resurfacing of 2.8 miles of the urban arterial multi-lane highway from Military Trail to US 1. Widening was included to add bicycle lanes, which caused the replacement of the existing lighting system with decorative lights, sidewalks rebuilt and drainage inlet modifications. Some median modifications were also required to upgrade left turn lanes storage lengths. Due to development impacts near I-95 the northbound off ramp was reconfigured to an urban (tight diamond) interchange under signal control and widened two lanes. The city received approval for eliminating one lane in each direction for a portion of the corridor and the design was incorporated into these plans. This project had intense public involvement since the city paid for part of the aesthetic features and asked for the lane repurposing in the project. Responsible for the entire plans production and delivery, including the coordination of the aesthetic features, drainage modifications, signalization, signing and pavement marking, street lighting and lane repurposing design.
