RELEVANT TRAIL EXPERIENCE

Indian Lake Trail, Marion County Sunset Drive Improvements, Orange County Williamson Boulevard Trail, Volusia County PROJECT UNDERSTANDING The primary purpose of this project is to construct a shared use path along SR 30 from CR 370 to the east end of the Ochlockonee Bay bridge in Franklin County. The typical section consists of a 10- to 12-foot shared use path varying in offset from SR 30. Boardwalks and retaining walls may be required to reduce the number of impacts to wetlands. We will match our begin project limits to the end limits of FPID 437090-7. We are familiar with the Shared-Use Non-motorized (SUN) Trail Program criteria and funding requirements for this project. The existing ROW varies throughout with no additional ROW required. SR 30 is a hurricane evacuation route. The posted speed limit is 55 mph from the beginning of the project to MP 20.199, then decreases to 45 mph to the end of the project. This project requires a CAP Level 1.

Context Classification Access Management C2 – Rural N/A

INITIAL APPROACH Our approach includes a field-intensive review to identify issues or conflicts with the proposed path location, survey requirements necessary for design, and potential design variations or exceptions. We will coordinate our findings with the District’s PM, Jimmy Smith, PE. Should the need for corrections or design variations/exceptions arise, our in-depth review will allow for context-sensitive, cost-effective design solutions or mitigation efforts. These efforts will result in providing a constructable set of contract documents, minimizing or eliminating construction overruns. Our goal is to reduce the District’s effort throughout the life of the project. Our commitment begins at NTP and remains throughout all project phases and construction.

CRITICAL/KEY ISSUES Coordination: Effective and timely communication and coordination is fundamental to this project’s success. Constructing a new path comes with many potential issues, including pedestrian crossings, utility conflicts, bridge improvements, and coordination with local stakeholders, SUN Trail, and the community. This project will be coordinated with the SR 30 shared use path project (FPID 437090-7) from SR 377 to CR 370. This project is being designed by our subconsultant, Gortemoller Engineering, ensuring smooth coordination and design consistency between projects.

Safety: Our goal on every project is to improve safety, enhance mobility, inspire innovation, and continually target FDOT’s vision to eliminate transportation-related fatalities and severe injury crashes. We stay vigilant for potential safety issues and on this project, we will review the recent 5-year crash data in detail to identify safety concerns for the shared use path, primarily vehicles departing the roadway or collisions with pedestrians and bicyclists.

Throughout the design process, pedestrian and bicyclist safety will be paramount, ensuring all users can enjoy the facility safely, both during construction and after completion, primarily if conditions require the path to be shifted closer to SR 30. Our continued safety experience from our D2 and D3 Safety (FDOT PM - Jimmy Smith, PE) contracts allows us to bring the latest countermeasures to every design.

Pavement Design: The District will provide the pavement design.

Preliminary Geotech evaluation indicates ground water to be within 2-feet of the existing ground. This will require raising the path in some location to achieve base clearance or utilizing a graded aggregate base material. We will coordinate our recommendations with the District Materials Engineer prior to implementation.

Utility Coordination: The District will be responsible for utility coordination. We will obtain a “Sunshine 811” design ticket identifying the utility owners and will prepare a utility conflict matrix detailing the impacted facility locations and our recommendations.

Utility conflicts are expected when designing a new facility, and we will coordinate early in the design process with the District’s Utility Coordinator to develop Utility Work Schedules.

Geotech/Environmental: EGS will provide Geotech for this project, along with Environmental Resource Permitting and wetland delineation. Their experience and knowledge of the corridor through their adjacent SR 30 shared use path project (FPID 437090-7) and SR 30 RRR project (FPID 445759-1) will be invaluable during the design and ensure project corridor consistency. Permitting agencies include USACE and FDEP, due to possible sovereign submerged lands along SR 30 over Ochlockonee River. Per FAC Rule 62-330, multi-use trail additions can be exempt from ERP permitting; however, any activity that impacts a wetland or OSW will require a permit submittal to both State and Federal agencies. Our preliminary review identified the following State and/or Federally listed species or species of concern that have the potential to occur in the vicinity of the project:

Godfrey’s blazing star Zigzag silkgrass Alligator snapping turtle American Alligator Tricolored Bat Godfrey’s butterwort Telephus Spurge

White Birds-in-a-nest Eastern Black Rail Piping Plover Rufa Red Knot Eastern indigo snake Red-cockaded

Woodpecker Drainage: Gortemoller will provide drainage analysis and design.

SR 30 has an open drainage system. We anticipate minimal drainage improvements encompassing ditch regrading, side drains under the shared use path and isolated locations of a closed inlet system. Erosion control will be provided throughout the project. A concise report will be prepared noting any issues as well as the existing drainage features. This report will include location, structure type, condition, and recommendations, and will become the basis for our discussion with the District Drainage Engineer and Midway Operations to determine the final recommendations.

SAPM: Signage and striping will be included for the shared use path, including pedestrian crossings on SR 30. Existing signing will be reviewed for compliance with current criteria and for any conflicts with required signing for the shared use path. We will follow the latest District instructions, Standard Plans, and Manual of Uniform Traffic Control Devices.

Lighting: Gortemoller will also provide the lighting analysis and design. The existing lighting along the corridor will be analyzed for compliance with current standards, and recommendations will be made for any necessary additions. Lighting will be provided at any new pedestrian crossings associated with the shared use path being constructed through a JPA.

TTCP: Developing a TTCP to maintain vehicular, bicycle, and pedestrian traffic safely and efficiently during construction, as well as ensuring the protection of construction crews, is of utmost importance. SR 30 will require a TTCP Level 1 and is a designated hurricane evacuation route. The TTCP for this project will be designed to minimize impacts to the traveling public, encompassing bicycle and pedestrian conveyance through all phases of construction, and lane closures for construction on the bridge and adjacent to the roadway. We will complete a lane closure analysis to determine any restrictions, and we will coordinate for concurrence or additional restrictions with Midway Operations prior to implementation.

Structures: FBT will perform the structural analysis for this project. They bring significant experience in structural design for trails, including SR 173 (Escambia), Shingle Creek Eco Park Trail (Osceola) and South Lake Trail (Lake). The bridge over Ochlockonee River (BR490034) is in acceptable condition. The typical section of the bridge will be modified to accommodate the shared use path. A load rating analysis will be conducted for proposed modifications.

Survey: SSMC will bring their extensive D3 survey experience to this project. Their past working relationship with the Department and with the Protean Team will ensure survey needs are coordinated and met from the beginning. SSMC is the surveyor on the adjacent shared use path project expediting the survey effort and providing consistent survey data. They are fully capable of deploying a complete LiDAR data collection effort in addition to traditional survey methods.

QUALITY COMMITMENT Quality is vital for project success;

therefore, we diligently perform QA/QC throughout the life of each project. We have a detailed Quality Control Plan, administered by Kim Horlander, PE, our Quality Assurance Officer. Our QA/QC process focuses on the day-to-day checking of plans, calculations, correspondence, and reports and includes plans-in-hand field reviews to confirm design decisions. Reviewers are familiar with the latest District policies, preferences, and common issues but are not directly involved with the project design, allowing for a fresh look. Constructability/biddability reviews, performed by John Novak, PE, ensure work is constructable, covered by pay items and specifications, and there are no impacts to construction time or cost. Protean’s overall D3 grades are a testament to our work, with an average grade of 3.3 in quality, 3.5 in schedule, and 3.5 in management.

WHY PROTEAN? Protean has a long-standing and successful relationship with D3, providing a variety of design services. We brought together our most experienced subconsultants to offer a Team with exceptional capabilities and past shared use path experience we can draw from and apply to this corridor. Our only active design project will be complete before NTP is executed on this project. Protean and our subs are committed to providing all necessary resources for the success of this project, and we are excited for the opportunity to continue our relationship with D3.

The Consultant may keep a physical copy of the questions during the interview. The Consultant may not leave their respective rooms to review the questions. The five minutes for reviewing questions is not considered part of the Interview. Discussions by the Consultant team members during the 5-minute review are not part of the interview process and are not considered in evaluation of the Consultant.

Introductions of Consultant staff and Department staff are also not counted as part of the interview time. Interviews are limited to 45 minutes total, inclusive of Consultant opening statement and Questions and Answers (Q&A). Ten (10) minutes will be allowed after the interview for follow-up questions pertaining to the Consultant’s responses and Consultant closing statement. (Closing statement is optional and only if time permits). PSU shall be timekeeper, and is responsible for ensuring the Consultant firm adheres to the stated time limits. The interview may conclude early if less time is actually required.

Each Consultant firm may make an opening statement of approximately 5 minutes (opening statement is optional). The opening statement shall not be separately timed.

Attendance at the interview by the Consultant’s proposed Project Manager is strongly recommended.

A maximum of 6 attendees per Consultant team is allowed. Switching out of participants in the interview room is not permitted. If a proposed subconsultant is listed as a subconsultant on more than one (1) team for a single project, then it is the responsibility of the subconsultant to disclose this information with each respective team. The Department representatives in attendance will at a minimum be the members of the Technical Review Committee and a Procurement Office representative (interview facilitator).

The Consultant may have available in the room for their own use a clean flip chart. No content can be previously drawn on the flip chart. The Consultant is not permitted to bring in prepared diagrams or drawings to display. Illustrations will be discarded at completion of interviews and will not be given to the TRC for evaluation after the interview. The Consultant may begin drawing as soon as the questions are given to them (the beginning of the five minutes of review).

The Consultant may bring one unaltered aerial plot, 24”x 36” maximum for use during the interview. Split views are allowed, as long as the overall total size does not exceed 24” x 36”. No alterations other than a North arrow as well as street names can be shown on the aerial for locating purposes when brought to the interview. The unaltered aerial may be drawn upon by the Consultant. One aerial per project may be submitted. No other visual aides are allowed. No visual aides are permitted during the interview.

Consultants may bring in paper notepads or index cards with notes during their interviews, for their own reference and use. The notepads and index cards will not be submitted to the Department, nor shared with the TRC.

Consultants are not permitted to refer to smartphones, tablets, laptops, or other electronic devices during the course of the interview.

No reference to or discussion of consultant fees in reference to dollars, percentages or audited rates should be made. Such references may result in the firm being found non-responsive.

If there are differences between the selected firm and the Department in the considered data, the Department's negotiator shall determine a fair and reasonable fee. The selected firm will then be given the option of accepting or rejecting the revised fee. Should the revised fee be rejected, the Department may terminate negotiations with the firm, documenting the reason for rejection, and initiate the aforementioned procedure with the firm ranked second by the Department's Selection Committee.

Should the Department be unable to negotiate a contract with the second ranked firm, the aforementioned procedure will be initiated with the third ranked firm. Should the Department be unable to negotiate a satisfactory contract with any of the selected firms, the Department shall select additional firms in order of their competence and qualification and continue negotiations in accordance with these procedures until an agreement is reached.
