Matthew Thibault (Halff) will serve as the
375-030-22
PROCUREMENT
Deputy Project Manager. Matt has been working with MCSAW since 2016 and has been involved with 8 of the 9 designed/constructed Mainline Screening Bypass Systems. He coordinated efforts for the MCSAW Statewide Network and has extensive experience managing Task Work Order (TWO)-based contracts. In addition, Matt is the PM for the ongoing Okaloosa County Telecommunication/Broadband contract that will establish a fiber optic communication network, allowing the County to provide broadband services to its residents. His team is also working with Okaloosa County on moving their Traffic Management Center design into construction. These projects highlight his ability to coordinate between municipalities and FDOT.
The Halff team has been carefully organized to manage a wide range of potential assignments from this contract, including concurrent overlapping TWOs. Supporting Halff’s in-house staff are several talented subconsultants with whom we have worked in the past and who share Halff’s strong commitment to quality.
AtkinsRealis USA, Inc. (Atkins), which has vast General Engineering Consultant (GEC) experience across the state, will lead the telecommunications and networking tasks. Southwest Research Institute, Inc. (SWRI) is available to assist with new technology testing, specifications development and more. With nearly 39 years of experience, SWRI’s Tammy Duncan will assist the team with software engineering and development. Former Statewide Scale Operations Manager Keith Westphal of Westphal Consulting LLC will lead training and industry outreach.
Gary Kranston, RA, LEED AP of Bentley Architects and Engineers will lead architecture. As the incumbent on the MCSAW Design Support contract, Travis Richards and his team at WGI, Inc. as well as Daniel Rodriguez, PE, and his team at HBC Engineering Company further strengthen the team with additional support.
APPROACH/UNDERSTANDING OF CRITICAL ISSUES
To reach MCSAW’s objectives, a multifaceted approach will be taken. From day one, we will be prepared to assist with MCSAW’s day-to-day operational needs. We will simultaneously assess the program and determine the most efficient way to achieve the program goals. To accomplish this, our team will implement an intentional plan to Transition, Align and Activate the program.
Transition: Halff will coordinate with the existing consultant and FDOT MCSAW to transition current tasks or determine which parties are responsible for the completion. Some of these tasks are ongoing and will need to be continued throughout the entirety of the contract, such as the GIS Asset Management Database and MCSAW Network Support. Align: This phase aligns the program with MCSAW’s vision and focus. We understand that this will significantly emphasize assessing, developing and managing the work program. Our PM Bryan has extensive experience managing this work program during his tenure as the Scale Maintenance Manager. He successfully delivered 86 TWOs on-time and under budget through the MCSAW Design Services contract to meet the work program delivery schedules. Activate: During the Transition and Align phases, our team will simultaneously perform currently assigned tasks, including supporting the statewide network, installing security camera and DVR systems and providing day-to-day support to MCSAW staff. Our team of experts will carry the focus and vision of MCSAW from the Align phase to advance this program, helping FDOT lead the nation in technology, innovation and efficiency.
Facility Assessments: To advance the MCSAW program, our team proposes a comprehensive facility assessment to evaluate buildings, scales and existing technology. This assessment will serve as the baseline for future enhancements and make certain the facilities meet current standards and Department preferences.
A key advantage of the Halff team is our comprehensive knowledge of existing facilities and ancillary systems. As the Statewide Scale Maintenance Manager, Bryan has intimate knowledge of every weigh station, virtual location and scale. His operational knowledge of these facilities and assets is unrivaled. To assist with equipment costs and replacements, our team will inventory parts on hand and create a tracking system for MCSAW’s preventive maintenance activities. This system will assist maintenance personnel when devices or systems are inoperable or nearing the end of their life cycle.
Performance Measures and Quality Assurance/Quality Control (QA/QC): To maximize the program’s effectiveness, performance measures are utilized to optimize service levels. Performance measures like establishing a QC program to monitor static scale PM services will be implemented throughout the contract. We plan to introduce a Senior ITS Inspector with over 17 years of experience in scale maintenance and ITS construction, integration and inspection to monitor these PM services to ensure minimal operation costs. This new position will monitor projects in-person to implement MCSAW’s vision and focus on every project. Halff’s teaming partners offer a depth of knowledge, offering fresh perspectives during reviews and evaluations. Halff’s QA/QC Program integrates quality into every project from the start, with all employees responsible for its execution. Designers, Technicians and Project Engineers prepare and review plan sets, while Project Managers oversee the quality of services and deliverables, performing interim reviews and addressing comments. Finally, QC Managers verify the thoroughness of the QA/QC process before the Project Manager approves the plans for submittal.
Training/Industry Outreach: Training and Industry Outreach will be led by Keith Westphal (Westphal Consulting LLC) who has extensive experience in commercial vehicle law enforcement and the transportation industry. Keith has spent almost his whole career working with FDOT in Law Enforcement Operations, the MCSAW office, and more recently he has managed the FDOT Permit Office.
For the last 11 years, Keith has successfully navigated procedural and staffing changes while meeting all contract performance measures. Keith’s past interactions with the Florida Trucking Association and other industry groups like Florida Heavy Haulers, Crane Riggers Association and Florida Loggers will provide valuable industry insight as laws and rules change in the future.
The Halff team will look to streamline MCSAW’s training needs through computer-based trainings (CBT) or additional training opportunities throughout the year. We will also collaborate with MCSAW to coordinate necessary conferences and workshops that enhance exposure to FDOT and MCSAW. In addition, the Halff team is prepared to provide the industry with updates on the MCSAW program and its growth through various media, which may include presentations, publications, media clips, outreach meetings or society functions.
Specs/Standards: Introducing new technologies, systems or policies is only effective when they are standardized and can be efficiently implemented. Creating standards and procedures will help MCSAW ensure the quality of services and products provided by their consultants and contractors. This may include standardizing the construction of technology systems, such as cabinet wiring diagrams or device placements. Other tasks could involve helping MCSAW finalize the development of the 770-pay items and specifications dedicated to MCSAW’s program and systems. Task Leader Tracy Forester (Halff), with over 36 years of experience in Florida and with FDOT, served as a subconsultant on the Central Office TSMO GEC contract that included staff augmentation at the Traffic Engineering Research Laboratory. This has given him and the Halff team valuable insight into the process of establishing, re-evaluating and updating both current and new specifications, such as specification 633 fiber optic cable.
Telecommunications/Networking: Stating Halff is a full-service firm is an understatement because with our team, you get it all. In times of troubleshooting, maintenance or system inoperability, our team is available for immediate response. Several members of our team, including our PM, are SLERS-certified and certified Ruckus Network Implementers. These certified professionals will be made immediately available to perform onsite repairs when network switches fail or for programming updates. Task Leader David Heupel (Atkins) currently leads the Florida ITS Communications Operations Network (FION) topology design and maintenance. He has extensive knowledge of OIT cyber security coordination and Statewide RTMC and ITS network coordination.
MOVING FORWARD
Halff’s objective with every contract and project is to progress and improve lives and communities by turning ideas into reality. This mission, established at our firm’s inception 75 years ago, will be brought with the same enthusiasm to the MCSAW program.
Emerging Technology: MCSAW has positioned itself at the forefront of technology, emerging as an industry leader by providing accommodating facilities and scalable systems that enhance the effectiveness and efficiency of the freight industry and community in Florida. Our team aims to further improve the mainline screening systems by incorporating additional technologies, such as over-dimensional detection systems along mainline corridors. This can be achieved using technology similar to the tolling authority’s transponder units. These transponder units would enable the deployment of dimensional screening sites across the state by mounting VDIM equipment on existing infrastructure, allowing MCSAW to track freight more accurately, including along arterials and non-state-maintained road systems. The collected information can be shared with the FDOT planning department to accurately program necessary maintenance or capacity-based projects for these roadways. Other technologies like HAZ MAT placard readers or thermal technology can be integrated into the mainline screening system locations to add an elevated level of screening bypassing freight to minimize threats posed by transported items. Thermal imaging could also detect potential human trafficking and share alerts directly with law enforcement. With Federal Motor Carrier Safety Administration (FMCSA) and Federal Highway Administration (FHWA) rule changes allowing more technology onboard vehicles and along roadsides, Halff is uniquely qualified to research and implement the necessary equipment to leverage the benefits of Connected Freight and prepare for the future of Autonomous Freight.
Emergency Response: Halff has extensive experience in emergency response for catastrophic events, with over 20 years of service on contracts requiring emergency signal assessments in affected areas. In our recent deployment for Hurricane Milton, we were on-site at the Seffner Weigh Station base camp. Halff will work with MCSAW, FDOT, and FDEM offices to standardize emergency response operations at weigh stations. This includes items like preparing staging plans for all weigh station locations, identifying necessary infrastructure upgrades or establishing policies necessary to guide the scale staff during a response deployment.
Modernized Training: During his time at MCSAW, Bryan had the idea to streamline training efforts by creating a centralized location for weight inspector training. This state-of-the-art facility would allow new weight inspectors to virtually operate a weigh station, increasing their exposure to less common situations. This facility could also train CVE inspectors and utilize CCTV cameras in the inspection area to allow the entire class to experience the hands-on inspections. All trainings could be recorded and incorporated into new CBTs to provide additional training opportunities for remote users. The new training facility could be built at an existing weigh station like Madison or White Springs, allowing a centralized FDOT-owned facility for all commercial vehicle training.
Partnering: To achieve the program’s goals, it is vital to partner within the department or other associated agencies with similar goals and vision. We can collaborate with partners such as the TDA office, AG LAW, Traffic Operations, FHP and FTE to understand their program objectives and explore potential partnerships that align with MCSAW's goals. We have undertaken similar efforts to complete the MCSAW Statewide Network System in conjunction with the Traffic Operations FION Network. To advance this initiative, we will look for additional partnerships, such as placing scale/screening systems along the Turnpike, which is currently the only major state corridor without any weight inspection.
WHY HALFF
With every contract and task, we strive to improve lives and communities by bringing ideas to reality. Halff will deliver MCSAW’s vision and ideas into reality. We will serve as your extension, be intentional and deliver a successful and efficient program for the Department and the freight industry.

We propose the expansion of the asset management system, integrating the Work Program information to further coordinate adjacent projects, such as roadway resurfacing, for overall program efficiencies. Similarly, the strategic planning will ensure that the work program is accurately developed for both the five-year and 10-year horizon, and maximizes the return on investment. We will coordinate with Pamela Blake for programming needs for design and construction funding for early coordination needs with the districts to maximize concurrent project development and deployment opportunities, and for long term maintenance funding needs. Performance Measures: Jimmy McDonald will leverage his 20 years of experience in supply chain logistics to provide enhanced collaboration opportunities with modal partners, including rail, sea, air and spaceports to increase the footprint and effectiveness of the MCSAW program. Jimmy’s experience will further support development of coordinated performance measures through his engagement with the District Freight Coordinators and other internal and external stakeholders for operational improvement opportunities. Performance measures will also be supported by InNovo Partners (DBE) and will focus on evaluation parameters such as benefit cost analysis, permit usage, mainline bypass and safety considerations for comprehensive program effectiveness evaluation. The HNTB-developed Weight Inspector Reporting Application (WIRA) will be expanded for additional reporting functionality, including automated reporting for annual State Enforcement Plans as well as evaluation of existing and future staffing requirements. Outreach and Training: With staff located statewide, an efficient training program for new and experienced staff is imperative to maintain MCSAW’s high performance levels. Led by Clayton Tyson (Tyson), we will continue to update training material with the latest policies and procedures and develop computer-based training and videos through Dawn Moliterno (Quest Corporation - DBE). We will incorporate staff in the production of training materials, such as Weight Inspectors, for in-person events to demonstrate key activities. We recognize as new technology is incorporated into the daily activities of the weight inspectors, additional screening tasks will be required. We will develop Standard Operating Procedures (SOPs) outlining how the scale operating software, WIMenforce™, should be monitored as well as additional activities to undertake when alerted to a violation. The SOPs and training will be developed in concert with any policy updates to ensure consistent application across all facilities and be delivered through the MCSAW Weight Inspector Academy. The SOPs will be updated as new screening applications are developed within Freight Operations eXchange (FOX) system, an advanced MCSAW developed application identified as an industry best practice.
We will include FHP staff in trainings and explore the conversion of an inspection barn into a national best practice training facility as additional innovative approaches. Specifications and Standards: Keeping MCSAW current with changes to federal and state policies is critical to delivering the MCSAW mission. Derek Barrs will lead efforts in support of proactively monitoring and capturing policy changes and opportunities for increased program efficiency through partner collaboration. His in-depth knowledge of the process and timing will support early incorporation and drive program efficiency. Telecommunications and Networking: Core to achieving your vision is the statewide MCSAW communications platform, which interconnects the facilities with FOX. This platform is led by Pete McGilvray who locally manages our Strategic Technology Team. Through our collaboration with other stakeholders, we will support the integration of other systems, such as intermodal and port facilities, to make a more robust platform and increase the overall program efficiency. This includes leveraging emerging technologies, such as electronic logging devices (ELDs) and Level 8 electronic screening, to further increase decision support systems. By integrating with private sector technology such as ELDs, MCSAW can achieve advanced notification of CMV and the status of prior screening events. This decreases the need for further screening and allows vehicles to continue on their route without the need for additional static weighing, reducing congestion and increasing safety near the weigh stations. This is just a prime example of leveraging innovation through collaboration for multiple benefits and maximized return on investment. Craig Bettmann will lead the team to examine data and develop algorithms which will rely on historical data to effectively manage and sort criteria based on real-time system performance.
Relevant Project Experience: The HNTB team brings unmatched experience with the activities required under this contract. For purposes of contracting, only Professional Liability Insurance from a company or companies authorized to do business in the State of Florida is acceptable. Private attorney services may not be utilized on Department contracts without advance approval from the Attorney General’s Office. The advance approval may only be requested by Agency General Counsel (FDOT), and not the consultant firm. Since approval cannot be assumed, consultant firms shall refrain from proposing legal firms as part of the professional services consultant team in their procurement response and proposal documents. As referenced in Section 287.059(3), F.S.:
“An agency requesting approval for the use of private attorney services shall first offer to contract with the Department of Legal Affairs for such attorney services at a cost pursuant to mutual agreement. The Attorney General shall decide on a case-by-case basis to accept or decline to provide such attorney services as staffing, expertise, or other legal or economic considerations warrant. If the Attorney General declines to provide the requested attorney services, the Attorney General’s written approval shall include a statement that the private attorney services requested cannot be provided by the office of the Attorney General or that such private attorney services are cost-effective in the opinion of the Attorney General. The Attorney General shall not consider political affiliation in making such decision. The office of the Attorney General shall respond to the request of an agency for prior written approval within 10 working days after receiving such request. The Attorney General may request additional information necessary for evaluation of a request. The Attorney General shall respond to the request within 10 working days after receipt of the requested information.”
When universities or colleges are needed to perform services, the Department’s Project Manager shall procure such services by means of either a University Master Agreement task work order, a governmental agency contract, or a http://www.fdot.gov/procurement/pdf/Rule%2014-75.pdf competitive solicitation for contractual services, as appropriate (reference Section 287.057(21), F.S.). Universities proposed as subconsultants will not be added to the professional services contract.

DBEs or Small Businesses can be proposed at either the Prime or Sub-level for the Under-utilized Work Group(s). Consultants shall complete Form No. 375-030-83 to indicate commitments anticipated for the project.
Federal law requires states to maintain a database of all firms that are participating or attempting to participate in DOT-assisted contracts.
