UNDERSTANDING OF INTENT AND SCOPE OF

CONSTRUCTION PROJECT

Our team has a thorough understanding of the intent and scope of this contract. We have discussed project intent and potential project issues with members of the Department’s staff, performed site visits, and completed detailed reviews of the plans, Design Scope, and CEI Scope of Services. By understanding the intent and scope of this project, the MM Team will be able to begin collaborating closely with the successful bidder, key FDOT staff, and project stakeholders to assist in producing a quality project for District Three and Okaloosa County even before construction begins. With our experience on similar projects, and our overall experience and knowledgebase from providing roadway and bridge related CEI services, the MM Team presented is the prime choice to execute the intent and scope for this project. District Three can rely on Mott MacDonald to produce the desired outcome by having an established, local firm with the CEI knowledge, expertise, and a rich history of providing exceptional services.

222412-2-52-01 – SR 8 (I-10) from Perdido River Bridge to West of SR 95 (US 29) The main intent of this 3R project is to resurface nearly 6 miles of SR 8 (I-10) from the Perdido River Bridge (CMP 0.222) to west of SR 95 (US 29) (CMP 9.085). Existing travel lanes, exit ramps, and paved shoulders will be resurfaced. The typical section of this four-lane facility primarily consists of two 12-foot travel lanes in each direction separated by a 64-foot grassed median, with 5-foot inside paved shoulders from the beginning of the project to east of Elevenmile Creek and 4-foot inside paved shoulders from east of Elevenmile Creek to the end of the project limits, and 11-foot outside paved shoulders for the entire project limits.

Additional items of construction include both auxiliary lane and shoulder cross slope correction and lane extension for eastbound acceleration ramp from SR 297 (Pine Forest Road), milling and resurfacing of multiple bridge approaches and departures each with their own pavement feathering details and with greater depth milling details for the bridges at Pine Forest Road. Off-Ramps B and D at Pine Forest will be widened, existing guardrail runs will receive new and improved end anchorages throughout, high tension cable barrier (HTCB) with associated 3’ concrete and/or 2’ asphalt mow strips will be installed, the expansion joint at EB 2-L for Bridge 480077 will be replaced, several existing median crossovers will be removed while one will be constructed, stormwater drainage removal and construction, detectable warning mats, sod treatment, rpms, striping, and signage will conclude the work for this project. The existing median crossover located at the beginning of the project will also be resurfaced. This project is scheduled for Letting on 05/28/2025 with a current contract duration of 469 days.

437905-4-52-01 – SR8 (I-10) at Pine Forest Interchange This portion of the contract is an add-on to the previous discussed project that will extend the off-ramp for westbound I- 10 to Pine Forest Road to increase capacity and reduce the chance for the traveling public to que onto I-10 at peak travel times. This project is scheduled for Letting concurrently on 05/28/2025 with a current contract duration of 469 days.

UNDERSTANDING OF PROJECT ISSUES

Recognizing and taking an initiative-taking approach to addressing and/or resolving issues both prior to construction, and as they may arise during construction is vital to the success of a project. With our experience and drive to go beyond simply enforcing contract requirements, we will collaborate with the contractor and the Department to deliver a quality and safe project within time and on budget. The MM Team will strive to create a collaborative environment to address potential problems and produce creative solutions. To this end, we have reviewed the available project documentation and identified the following as potential issues/concerns, and offer the subsequent resolutions and recommendations:

Challenge: Safety/MOT - Several factors combine to make MOT on this contract both complex and critical. This segment of SR8 currently has an average annual daily traffic (AADT) volume of over 60,000 vehicles per day with extremely high morning and evening rush hour peaks due to the population explosion in throughout this corridor area. This heavy vehicle traffic must be safely maintained throughout all phases of construction. MOT, safety, and uninterrupted access to public right-of-way are the number one priority during transportation related construction activities. MOT, safety, and the general wellbeing of those traveling through projects are paramount.

Caution must be utilized when establishing MOT during all phases of construction to provide the necessary protection measures for the contractor, CEI, and the traveling public.

Solution: Our team will closely monitor the initial installation of all MOT items for correctness per the project-specific MOT plans, the FDOT Standard Plans, and the FDOT Standard Specifications. We will continuously monitor traffic and field conditions, as well as perform weekly detailed daytime and nighttime MOT reviews. When issues are discovered, we will immediately alert the contractor’s Worksite Traffic Supervisor.

We will hold the contractor accountable to ensure they correct all safety deficiencies immediately and correct all minor MOT deficiencies that are not immediate safety hazards within 24 hours.

• Lane Closures – According to Sheet No. 121, Lane closures are prohibited throughout the project limits from 6:00am to 8:00pm every day. For ramp closures and detours, closures are only allowed to occur from 12:00am to 4:00am and can only be done so during ‘wrong way’ arrow striping and vehicle detection system testing. And then only one ramp may be closed at any given time.

• Adjacent Facility Coordination – It is the requirement of the plans to maintain access to the Florida Agriculture Check Station, Florida Weigh Station, and the Florida Welcome Center using the scheme shown in the TTCP Sheet No’s. 123-126. However, it is also required to coordinate and maintain communication with the representatives for each during any operations that may temporarily impact the traveling public to these facilities.

Additionally, when temporary traffic control devices are installed within the State of Alabama at the western end of the project, this must be clearly coordinated with

ALDOT.

• Speed Limit – The current speed limit is 70mph but may be reduced to 60mph during active work zones using Index 102-613 (Motorist Awareness System).

The MM Team will ensure the contractor implements this index correctly and takes the system out of operation when work zones are inactive.

Challenge: Project Limits Coordination - This contract ties into two separate ongoing construction projects, both with the same contractor but different CEI firms. 442749-1 is fully within the limits of this contract and the CEI is led by HDR’s Brad Brenner who has worked with this MM Team’s lead Frank Tucker for many years. They have a great working relationship and communication will be seamless. On the east end of this contract, the CEI for 222467-1 is led by Bill Klepac with Mott MacDonald. Both Mr. Tucker and Mr. Klepac work at the same firm and have a solid working relationship with daily communication and CEI discussions.

Challenge: Milling and Resurfacing - A concrete underlayment could be encountered at the westbound approach of SR 297 and potential for other common or recurring milling & resurfacing issues such as depth, cross slope, cleanliness, tack, weather, temporary transitions, drop-offs, spreadrate, and more.

Solution: A close watch on the SR 297 approach area will be needed to ensure that no damage is created to the underlying concrete pavement, while ensuring the full removal of the asphalt. The MM Team is well versed in asphalt milling and paving operations and is intimately familiar with FDOT Specification requirements, VT/QC/IV/IA/QA procedures, CPAM, MAC, and has good working knowledge of the contractor’s QC roadway report (QCRR). The team will be proactive in identifying and addressing concerns both prior to and during asphalt operations taking place. Items such as proper removal of milling debris on roadway prior to paving, verifying dryness of the milled surface, application of appropriate tack and amount of coverage, controlling lane closure lengths, watching for significant delay during lane closures, discussing and reviewing anticipating weather conditions with the contractor prior to milling & paving, maintaining that the contractor is providing the appropriate milling depths and cross slopes, verifying that the contractor is establishing asphalt wedges as appropriate, controlling drop-offs, and safely establishing transitions for the public throughout this corridor. The above items are a fraction of the work involved during the milling & resurfacing process. Our Team’s close review of all milling & resurfacing operations will ensure the Department receives a quality product in a safe, efficient, and timely manner.

Challenge: Expansion Joint Installation - TSP T458 Bridge Deck Joints – The TSP provided for in contract documents addresses the specific and technical requirements for removing and replacing the bridge deck joint at End Bent 2-L for Bridge #480077. Careful consideration must be taken to properly remove the existing joint material and install the new Polymer Nosing, as to achieve the intended life expectancy of the material and to protect bridge deck from future damage.

Solution: MM team will work closely with the contractor and EOR to route and process shop drawings in a timely manner and will proactively work to identify issues or concerns both prior to and during construction. The teams vast experience related to both roadway and bridge construction will be an asset for identifying, addressing, and resolving issues efficiently and effectively.

Challenge: Utilities - Utility coordination is paramount for an on-time project delivery. Utility concerns and conflicts must be addressed prior to or in conjunction with work in particular areas of the project. The utilities throughout this project consist of AT&T Corp., AT&T Florida, CenturyLink/Level 3, Cox Communications, Emerald Coast Utilities Authority (ECUA), Florida Power and Light (FPL) (Distribution & Transmission), International Paper, Pensacola Energy, Uniti Fiber, & Verizon (MCI). A Utility Conflict Matrix has been provided which identifies the anticipated Utility Agency/Owner and the measures required for the noted facility item in question. Once the official Utility Work Schedules (UWS) are developed for the action items related to Pensacola Energy, AT&T Transmission, Uniti Fiber, and the two unidentified owners of the manhole at STA 710+67 LT, and the ITS FOC at STA 420+00 RT, the EOR’s anticipated resolution will then be provided to the contractor. Measures will be provided for the action items to either be exposed, protected, and/or adjusted as needed for in the associated UWS owners. Potential for delay due to lack of communication, inefficient coordination efforts, and shortfalls due to inaccurate project scheduling updates. Solution:

Coordination efforts with the contractor and utility owners will be required to successfully navigate through the utility adjustments for this project. Clear, concise, and regularly updated schedules will be necessary to complete project tasks effectively and without delay. MM’s Team will work closely with the contractor to review all anticipated UWS items, anticipated utility schedules, their completion timeframes, and will review R/W as staked by the contractor.

Challenge: Night Work - Since much of the proposed work will require lane closures, a significant amount of nightwork is anticipated. Solution: The MM Team has extensive experience related to nightwork construction efforts, including nighttime paving operations such as with current work on US 98 in Gulf Breeze, and when combined with the size and availability of our team, will allow us to provide high-quality inspection and oversite around the clock, if necessary. Additionally, our PA and SPE understand the importance of always being available and on-call to quickly address any issues that arise during nightwork operations.

Challenge: Wetland Impacts - Impacts to wetlands along the project corridor. Solution: The MM Team will ensure proper installation of erosion control devices to limit wetland impacts to the greatest extent possible. Monitoring of erosion control devices to conform with project-specific details and permit requirements demands constant attention. The MM Team will take a proactive approach to monitoring the contractor’s erosion control measures, especially in and near wetland areas. In addition, we will review the contractor's SWPPP submittals to verify that issues are being properly documented and resolved efficiently. The MM Team will also require that BMPs are not only used and installed correctly per plan, but also added where our frequent site reviews indicate supplementary need.

Challenge: Potential impacts to endangered species, i.e., Eastern Indigo Snake, Gopher tortoise, black bear, beach mice, etc. Solution: MM team will review permit information and provided feedback to the contractor and PM. Should a project be impacted or require specific initial site inspections, MM will work with the entities and contractor to facilitate these requests, document project occurrences/impacts, and report accordingly.

This contract is a part of the Department’s Resurfacing, Restoration and Rehabilitation (RRR or 3R) program the purpose of which is to extend the service life of an existing highway and enhance safety. This includes the placement of additional surface materials and other work necessary to return an existing roadway to a condition of structural and functional adequacy.

SR 8 is a vital roadway and part of the FDOT’s Strategic Intermodal System (SIS), which means it is a top priority for the State of Florida. Using the 3R process to accomplish these improvements will save taxpayer money and expedite construction while providing a quality extension of life to this important Hurricane Evacuation Route.

“Hurricane Evacuation Routes” – The Florida Division of Emergency Management (FDEM) indicates that SR 8 in Escambia County is deemed a critical evacuation route. These roadways are critical for not only moving people away from the coast prior to an event, but also provides access for restoration efforts following such an occurrence. In the event of a pending storm, MM will work closely with the Department and the contractor to safely and efficiently “safe-up” the project by safeguarding or completing open-ended construction operations, removing and storing MOT devices to a protected area, and videotape the project limits (both pre/post event) to establish an impact record.

Stakeholders and Community Outreach (PIO): The MM Team includes ABC Group who will provide public information support as they have done for more than 20 years in District 3 and the Milton Operations area.

This contract is focused on resurfacing I-10 from the Perdido River Bridge to the U.S. 29 interchange (Exit 10) in Escambia County. This 10-mile segment of I-10 extends from the Alabama-Florida line to Greater Pensacola – an area of Escambia County that is experiencing substantial residential and commercial growth. Resurfacing will improve the interstate for the 62,000 commuters and interstate commerce drivers who travel this roadway daily. Key stakeholders include the Florida Trucking Association, Naval Air Station Pensacola and the National Naval Aviation Museum, Visit Florida Welcome Center, State of Alabama Welcome Center, Escambia County, Visit Pensacola, Pensacola Interstate Fairgrounds, Navy Federal Credit Union’s Pensacola-area headquarters, and the Greater Pensacola Chamber of Commerce.

The plans identify that communication must happen with all lane closures, ramp closures, and detours. The MM Team will coordinate with the District Three public information office to develop and implement print and digital public information strategies to ensure geographic stakeholders are informed about construction-related traffic impacts before they happen.

Given the ongoing construction activities underway nearby and adjacent to the Group 25-R projects, team members will be sensitive to construction fatigue that some stakeholders may be experiencing.

Federal Aid Participation The MM Team is intimately familiar with all requirements for projects that have federal aid as laid out in CPAM Section 5.7 relating to extra work participation, plan sheet revisions, construction zone accidents, Buy America, Final Inspection, and more. With our long-serving and accomplished Resident Compliance Specialist, Kim Channell (MM), we have what it takes to properly monitor the performance of the contractor for compliance with all requirements of EEO, including wages/payroll & labor interviews, OJT, DBE, CUF, and proper recordkeeping. MM has also maintained FDOT’s Districtwide RCS Contract for District 3 since 2013.

Unforeseen Issues No amount of planning, initiative-taking measures, or experience can identify and prevent all construction issues. MM prides itself on taking swift and appropriate actions to resolve unforeseen issues safely and effectively in a timely manner. Our actions and decisions are aided not only by our team’s extensive FDOT CEI experience, but also our significant FDOT roadway and drainage design experience. This design experience sets us apart from many other CEI groups and this advantage has repeatedly proven invaluable. When issues that require design modifications arise, your MM CEI team will go above and beyond to evaluate the situation rather than just make it the Engineer of Record/Design Project Manager’s issue. We then provide potential starting points and/or solutions to the EOR that factor in both constructability and design criteria. This helps provide better and more expeditious solutions when unforeseen issues arise, which in turn mitigates delays to the project schedule.

QUALITY ASSURANCE / QUALITY CONTROL

In addition to monitoring the contractor’s QC program and activities, MM’s proposed Construction Management and Quality Assurance (QA) Team demonstrates our commitment to quality workmanship and will ensure the Department receives a superior product. Jeremy Vaughn, PE (MM) will perform reviews on this project to ensure compliance with all aspects of the project scope including performing proper sampling, testing, and documentation of field operations, following CPAM procedures, verifying training of staff, following the FDOT’s inspection guide lists, and properly tracking contract pay estimates. It is imperative to have an up-to-date and thorough QC process to keep up with the new and ever-evolving requirements and to ensure that we meet and exceed the Department’s expectations. The MM Team will submit our QA/QC Plan and QA/QC Audit Schedule to the Construction

Project Manager, Mr. David Nixon, for review and approval within thirty (30) days of contract award. The QA/QC Plan details our QA organization, methods used to monitor and achieve organization compliance, types of records maintained, and control of subconsultant quality. The MM QA/QC Plan was modeled after the Department’s Statewide QA requirements for CEI inspection. Since that time, our QA/QC Plan has been updated to reflect lessons learned from actual CEI projects, administration changes/updates as made by the Department, Specification changes, and changes made to the Standard Indices, CPAM, Final Estimate Guide List, Basis of Estimates, and the Review and Administration Manual. The QA/QC Plan focuses on the performance of our team members and internal procedures. Our commitment to providing quality services is driven by MM’s senior level management, and backed by our ISO 9001 Quality Management certification, with a constant initiative to improve on the products and services provided to the Department.
