She has served as EOR for facilities designed to resist 195 MPH typhoon wind speeds and classified as Seismic Design Category D.
The Michael Baker team includes: O’Neal Survey & Mapping (DBE): Survey, Southeastern Survey & Mapping (SSMC): SUE, Ceteris (DBE): S&PM, Tullo Planning Group (DBE): Landscape Architecture, and EGS (DBE): Environmental. Our team has been assembled specifically for their established reputations within D3 and recent performance working together. We are immediately available upon Notice to Proceed (NTP).
SIMILAR/RELEVANT PROJECT EXPERIENCE
In the following table, Michael Baker shows a track record of delivering designs of complex programs and phasing for buildings both in the D3 area and projects with similar programs. We successfully delivered the Destin Water Users (DWU) project, which included locating the new buildings in an adjacent parking lot while keeping the existing buildings operational during construction of the new facilities and parking garage. It had a two-story CMU 13,000 sf office building, two pre-engineered metal buildings, a 6,500 sf inventory building, 9,000 sf workshop and a three-story parking garage. The office building was designed with one section operating 24/7 and the building was designated an essential facility to house staff through a major hurricane.
PROJECT UNDERSTANDING & CRITICAL ISSUES
The primary goal of this project is to design and construct a new Operations Building as an essential facility for D3 to maintain operations during and after a hurricane event, reduce long-term and ongoing operations and maintenance costs, consolidate staff within one building (replacing several buildings), and improve campus safety. The placement of the new Operations Building will be coordinated through strategic phasing sequences to maintain the functions of the existing facilities and site circulation. We propose to construct a 155’ x 80’ (37,000 sf total) three story, red brick building with a standing metal seam roof in the parking lot to the east of the current Operations Building/south of the Mapping building, while simultaneously, demolishing the OIT/Storage and Mapping buildings. This will consolidate the schedule, while preparing for unknowns during demolition of those buildings. The new D3 Operations Building will have the EOC on the first level, office space, and a dedicated public meeting space for up to 150 people. The building will have a total of 90 offices. Each floor will have dedicated server rooms, mech. rooms, break rooms, restrooms, storage, and meeting rooms. The building will be designed to the 2023 Florida Building Code as a Risk Category IV Essential Facility. The structural design will include systems to resist a minimum of the 145 MPH code-required wind speed for a Risk Category IV structure at this location, or higher wind speeds if desired by the Owner. Other critical components include phasing to maintain operability and campus functionality, transitioning

departments and assets into the new facility, and a close account of maintaining the District’s budget and schedule.
Project Phasing: The project includes construction of the new Operations Building centered amidst the active FDOT D3 campus and the demolition of six existing buildings. Carefully planned phasing will minimize impacts to FDOT services during demolition and construction. The optimal solution, as mentioned above, constructs the new facility first, making it operational prior to the demolition of existing facilities. Once the demolition is complete, parking will be reinstated prior to the completion of the new Operations building, to minimize the loss of parking time. The current operations building remains functional until the new building is complete and ready for staff to move in, along with the server network infrastructure and backup generator. Alternatively, temporary facilities may be provided as required to enable demolition and construction to facilitate operational continuity.
Collaborative workshops with District management will include an analysis of impacts and costs to help inform the appropriate solution. Michael Baker’s in-house building space planners and designers are well-versed in this genre of phasing and will be guide the District through this important step of the project.
Project Budget: The construction funding is $19.7M. This includes demolition of six facilities, a complicated phasing plan, potential requirement for temporary space, a design which seamlessly integrates with the existing campus fabric, and the construction of a new critical facility which will consolidate existing operations in a single 37,000 sf building. Michael Baker has highly qualified and experienced cost estimators that will be integrated with the design team from the preliminary design stages because we believe it is imperative that a cost estimator is involved early in the design process and work closely with the design team to ensure decisions are in line with the anticipated budget.
Campus Integration: The new Operations Building will be a major component of the FDOT D3 Campus, perhaps the largest building on the site. There will be three other large existing facilities on the north side of Route 90 which compose the current campus fabric.
The architecture and landscape architecture of the new Operations Building, parking, and site circulation will need to integrate seamlessly with the existing facilities to create a cohesive campus.
Michael Baker and Tullo Design group are experienced with this location and master planning effort. Our local experienced staff make us uniquely qualified to ensure the new Operations Building plugs in naturally and enhances the overall site aesthetics.
Critical Infrastructure: The new facility will be considered critical infrastructure able to remain in operation continuously during emergency events, backup generator sized to power 100% of the building load. The building must remain fully operational during a storm event and the generator must be in a location that is unlikely to be affected by flooding, wind, or other weather events. In addition, the server operations currently located in the existing operations building will be moved to the new building which will necessitate the creation of a Server Switchover Plan. Critical infrastructure projects such as these introduce atypical design challenges which require a different set of subject matter experts than usual. Michael Baker possesses these capabilities and experience making us uniquely qualified for this type of facility.
Comms: The FDOT D3 Operations Building will be the primary point of presence for communications of the District. When transitioning from the existing building to the new Operations Building, the incoming services for voice, data, cellular, and video carriers from local service providers will have dual services during the cut-over period. The design configuration will ensure minimal to nearly zero downtime during the transition, avoiding impacts to the installation. Internet connectivity along with voice/data/video will be provided via fiber optic cabling, terminating in the new demarcation room. During construction, the existing cabling infrastructure will be preserved and the outdoor antenna array connection back to the new telecom room will be established. All construction to the spaces will be given robust pathway infrastructure for connectivity with dual redundancy and resiliency. The design of the audio/visual, video teleconference systems, sound reinforcement systems, Telecom, and supporting infrastructure will be fully vetted by the design team to meet the District’s needs. Closed circuit television (CCTV) and access control can be hosted on shared systems monitored by emergency management personnel.
Mechanical/Plumbing/Electrical: The mechanical system is proposed to utilize packaged chillers to serve the building’s chilled/hot water VAV system with zoning controlled by individual thermostats for Conference rooms, public meeting spaces, and other specialized zones. The design is a combination of maintainability, efficiency, and thermal comfort. All mechanical systems shall be reinforced and protected from flooding with hurricane resistant louvers. The plumbing system will be designed around high-efficiency equipment and safeguards to protect against external pressures to regulate water utility and pressure to the building. Electrical design includes building power distribution for equipment (HVAC, fire alarm, etc.), convenience receptacles, interior and exterior lighting, and a backup generator.
Sustainable Design: As a full-service Architecture and Engineering firm, we are particularly skilled at approaching sustainable design in an integrated manner and prioritize the consideration of the end user building operations and maintenance in determining the best strategy to achieve LEED Green building certification. Energy usage, durability, and maintenance are some of the key considerations in design decision-making. Our sustainability team and dedicated energy modeling specialists provide iterative analyses that consider first cost and life cycle cost, to arrive at a solution that provides best value to the client. In the past 17 years, MBI has completed over 100 LEED certified projects, including 35 LEED Gold and three LEED Platinum buildings.
COMMITMENT TO QUALITY
We will provide a comprehensive Project Specific QA/QC Plan for each project, outlining the procedures our independent reviewers use to verify, check, and evaluate all documents. Each submittal will include proof of adherence to these procedures. We are excited to continue to serve D3 on this important project.
