Neel-Schaffer, Inc. and our proven team of professionals are ready, available, and excited about the opportunity to design and prepare construction plans for the SR 189 (Beal Pkwy) resurfacing, rehabilitation, and restoration (3R) project in Okaloosa County. The Neel- Schaffer Team is a District 3 experienced team, which will enable us to deliver an efficient and cost-effective design.

PROJECT UNDERSTANDING AND AWARENESS OF ISSUES: We have thoroughly researched the project to develop a complete and comprehensive understanding of the scope and issues. This included reviewing the project scope and other supporting documents, investigating the project during site inspections, and interviewing Department staff.

The project primarily consists of resurfacing SR 189 (Beal Pkwy) from SR 30 (US 98) to SR 393 (Mary Esther Cutoff) in Okaloosa County.

The project limits begin at the SR 30 intersection (CMP 0.000) and end at the SR 393 intersection (CMP 2.705), a length of approximately

2.705 miles.

This segment of SR 189 is a five-lane urban roadway with a Functional Classification of Urban Minor Arterial; Context Classifications of C3R-Suburban Residential, C3C–Suburban Commercial, and C4-Urban General Mix; and is a Hurricane Evacuation Route. The typical section consists of four 12’ travel lanes with a 12’ two-way center left turn lane and curb and gutter with sidewalks along both sides. The posted speed limit is 35 mph; the Access Management Classification is 6; and there are six signalized intersections at SR 30/US 98, Hollywood Blvd, Walter Martin Rd, Hughes St, Yacht Club Dr, and Memorial Pkwy.

PROCUREMENT

Our approach to design is practical and straightforward with a keen eye on safety. We will coordinate with the Department and other stakeholders to evaluate opportunities that provide consistency and enhance vehicular safety along the project corridor. We will approach every task with an eye toward cost and time savings and identify potential design and construction efficiencies that can be realized as savings during project bidding and award.

We consider the following issues as the most essential to be addressed with this project:

Safety Improvements – We understand that improving safety is the Department’s number one priority and we are committed to Florida’s Target Zero initiative and helping achieve your goals for traffic safety with this project. FDOT has identified the most common risk factors in Florida’s fatal and serious injury crashes as Lane Departures (33%), Pedestrian and Bicyclists (28%), and Intersections (25%). We will utilize FHWA’s Proven Effective Countermeasures to evaluate these risk factors, analyze the most recent available crash data for the project, document our findings, and coordinate with the Department and District Safety Program Manager Mike Lewis to address and incorporate the best countermeasures with our design. We will also prepare an ADA Survey and Compliancy Report that documents and addresses all pedestrian feature deficiencies for sidewalks, curb ramps, driveways, side streets, signals, lighting, and bus stops.

Signalization and Lighting – There are six signalized intersections within the project limits. We will coordinate with the Department and Okaloosa County regarding the replacement of traffic loops, implementation of video detection, upgrading of pedestrian detectors and signal heads, and adding reflective backplates to signal heads within the project limits. We will also evaluate the existing project lighting for the need to add/enhance pedestrian lighting and document our recommendations in a Lighting Design Analysis Report.

Signing and Pavement Marking – We will review the existing sign conditions and pavement markings and coordinate with the Department to determine the most appropriate new signage and pavement markings for the corridor, including for the proposed right turn sign and arrows at Miracle Strip Hwy mentioned in the project scope.

Pavement Design – The Department is providing the pavement design, but we will work closely with Hays Griffin and Wesley Chevillot in the District Materials Office to determine the best corrective measures, specifications, and pay items to be included with our design, particularly with regard to removing/preventing the build-up of asphalt along the curb gutters and addressing the pavement settlement issue near the intersection of First St.

Drainage and Erosion Control Design – There are no major drainage issues along the project, but there will be some minor drainage work required, such as repair/replacement of damaged mitered end sections and inlets and adjustment of storm sewer manholes and inlet tops to address ADA issues and accommodate milling and resurfacing operations. We will inspect all drainage structures to determine their condition and ensure they meet clear zone and ADA criteria. We will coordinate with the Milton Operations Office, District Drainage Office, and Area Utility Coordinator and document our findings/recommendations in the Drainage Design Report.

Temporary Traffic Control Plan (TTCP) Design – Although the project scope calls for a Level 1 TTCP utilizing the FDOT Standard Plans (102 Series), we will provide additional TTCP phases and details for constructing the proposed traffic separator at Walter Martin Rd. Our TTCP will ensure that pedestrian and bicycle traffic and all side roads are maintained throughout construction, and we will coordinate with the Okaloosa County Transit Authority regarding bus routes/stops. We will perform a lane closure analysis and coordinate with the Department before proposing any lane reductions during construction. SR 189 is a designated “Hurricane Evacuation Route” and all lanes must be open to traffic within 12 hours of an evacuation notice.

Utility Coordination – The Department is responsible for utility coordination; however, we will identify all utilities within the project limits, evaluate potential impacts, prepare a Utility Conflict Matrix, and assist the Area Utility Manager with the Utility Certification process.

Public Involvement – The Community Awareness Plan (CAP) for this project is a Level 2 with a Virtual Project Update (VPU). We are keenly aware that District Three takes Public Involvement seriously on all projects. We will coordinate with the Public Involvement Office and Okaloosa County to develop a thorough, practical, and proactive CAP.

Environmental Permits – There are no impacts to wetlands or species anticipated with this project and the nature of urban 3R construction activities should qualify the project for an Exemption from the Northwest Florida Water Management District (NWFWMD).

We will coordinate with the District Permit Coordinator at all phases of the project to assist with the Permit Certification process.

EXCEPTIONAL PROJECT TEAM: Neel-Schaffer has assembled a strong team of FDOT experienced professionals and subconsultants to deliver this SR 189 project. Our key staff and subconsultant partners are all familiar to District Three; have previous experience working together in various capacities; and have good working relationships with the Department. Our team members maintain an excellent record of accomplishments in quality, coordination, responsiveness, and design and cost savings innovation, so you can be assured of a smooth and successful delivery of this project on schedule and within budget.

Project Manager – David Freni, PE is a native of northwest Florida and has spent his 30-year career primarily serving District 3. He has successfully designed and managed dozens of projects, including most recently for Neel-Schaffer: SR 285 3R in Okaloosa County (FPID 445734-2), SR 8 (I-10) in Holmes County (FPID 425277-3), and SR 8 (I-10) in Jackson County (FPID 450691-1).

Lead Roadway Engineer – Bryan Brannon, PE is a Holmes County native who spent 20 years working for District 3 in Chipley and served as Neel-Schaffer’s Roadway EOR on the SR 285 project in Okaloosa County and I-10 projects in Holmes and Jackson Counties.

Senior Roadway Designer – Sam Griffin is a Holmes County native who spent 7 years working for District 3 in Chipley as an Engineering Specialist and served as Neel-Schaffer’s Roadway Designer on the I-10 projects in Holmes and Jackson Counties.

Subconsultants – We have partnered with reputable firms known to District 3 to help us successfully deliver this SR 189 project and commit to including a minimum of 40% DBE and SBE participation under this contract, including Underutilized Work Group 5.

• Ceteris (DBE) will provide S&PM services.

• Alday-Howell Engineering (AHE) (SBE) will provide TTCP, utility coordination, and public involvement services.

• Comprehensive Engineering Services (CES) will provide signalization and lighting services.

• Florida Bridge and Transportation (FBT) (SBE) will provide structural services.

• Environmental and Geotechnical Specialists (EGS) (DBE) will provide geotechnical and environmental permit services.

• Snelgrove Surveying & Mapping (SSM) (SBE) will provide the survey services.

• WGI will provide the photogrammetry/lidar and SUE services.

Accountability & Coordination. Accountability and effective communication at all levels will be essential to the successful design of the project. We will achieve this goal by keeping the District informed through monthly progress reports and project discussions/meetings with the Department’s Project Manager Amy Heikkinen. David Freni will be the primary point of contact for Amy and a “Lines of Communication” organization chart will be prepared to identify clear and authoritative lines of communication for all consultant Team members, District staff, and other stakeholders. David will make sure that our team’s communications are proactive, effective, timely, and that there are no last-minute surprises.

Quality Assurance/Quality Control (QA/QC). Neel-Schaffer has a quality control program that has been tested and proven to be very dependable for many years. David Freni will oversee the QA/QC process, which will consist of reviewers who all have a wealth of relevant experience, proactive problem-solving skills, and a goal of providing error-free plans and documents.

WHY NEEL-SCHAFFER?

We understand the Department’s objectives for this contract; we have assigned qualified, experienced professional staff; and we have partnered with reliable known subconsultants. We recognize that every project is unique and very important, no matter how big or small. In summary, we believe the Neel-Schaffer Team is the best choice for this contract and provides added value in many ways:

• A Focused PM and EOR – Our PM David Freni is focused foremost on District 3 and has the design expertise, communication skills, and management experience needed to successfully complete the project.

• A Proven Team – Our team has a proven track record of success with District 3 and provides the full depth of resources and latest technologies required to deliver the project.

• An Eye for Efficiency – We will approach every task with an eye toward cost and time efficiencies that can be realized in construction savings during project bidding and award.

• A Partner in Your Goals – We will help the District exceed your DBE and SBE utilization goals with our partners Ceteris, Alday-

Howell, EGS, Florida Bridge and Transportation, and Snelgrove Surveying and Mapping.

• Immediate Availability – Our only active design project with District 3 is the I-10 Jackson County project that will be completed in

May 2025, so David, Bryan, and Sam are highly motivated and will be immediately available to start work on this project when NTP is issued in March 2025.

We look forward to receiving an opportunity to share more details on our team’s qualifications, our understanding of the scope of work, and our approach to delivering this important project to the Department.

1.0 PURPOSE:

The Florida Department of Transportation requires consulting services for the design and preparation of a complete set of construction contract documents and incidental engineering services, as necessary, for improvements to the transportation facility described herein.

The Department is considering three consultant firms for the final selection. Additional information is necessary to complete the evaluation of each firm's ability to provide the desired services. As a result, the firms shall be requested to participate in an interview with the Department and also submit a written Project Related Information Package for the anticipated work. Both the interview and the written package shall include data about the probable job performance and manpower application.

Note: Professional Services selections are “Qualifications Based Selections” (QBS) only, in accordance with F. S. 287.055, the Consultant Competitive Negotiations Act (CCNA). All efforts must be made to protect the integrity of a “QBS” throughout the acquisition process.

According to CCNA, subsection (4), compensation factors can only be considered during competitive negotiations as prescribed under subsection (5). Therefore, it is not appropriate to introduce professional services contract fee information prior to final selection. Please ensure that responses in the interview are limited to discussion of management principles and concepts in regard to the consultant scope of work. This includes any reference to costs in dollars or percentages of the work in whole or in part, as well as references to audited rates. It is acceptable to discuss quantifiable measures associated with construction project savings.

References to consultant fees, multipliers or percentage fee savings associated with the consultant scope of work may result in the firm being found non-responsive.

For Lump Sum amounts, progress payments shall be due and payable monthly in proportion to the percentage of work approved and accepted by the Department. For maximum limiting fees, progress payments shall be due and payable monthly for the actual work performed during the billing period. The Consultant may bring one unaltered aerial plot, 24”x 36” maximum for use during the interview. Split views are allowed, as long as the overall total size does not exceed 24” x 36”. No alterations other than a North arrow as well as street names can be shown on the aerial for locating purposes when brought to the interview. The unaltered aerial may be drawn upon by the Consultant. One aerial per project may be submitted. No other visual aides are allowed. No visual aides are permitted during the interview.

Consultants may bring in paper notepads or index cards with notes during their interviews, for their own reference and use. The notepads and index cards will not be submitted to the Department, nor shared with the TRC.

Consultants are not permitted to refer to smartphones, tablets, laptops, or other electronic devices during the course of the interview.

No reference to or discussion of consultant fees in reference to dollars, percentages or audited rates should be made. Such references may result in the firm being found non-responsive.

9.0 PUBLIC ENTITY CRIME INFORMATION STATEMENT:

As per Section 287.133, paragraph (2) (a), Florida Statutes, the following statement shall be made a part of all invitations to bid, request for proposals, and any contract documents:

“A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid or contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for CATEGORY TWO for a period of 36 months from the date of being placed on the convicted vendor list.”

10.0 COOPERATION WITH AGENCY INSPECTOR GENERAL:

As per Section 20.055(5), Florida Statutes, the following statement shall be made as part of all invitations to bid, request for proposals, and any contract documents:

“It is the duty of every state officer, employee, agency, special district, board, commission, contractor, and subcontractor to cooperate with the inspector general in any investigation, audit, inspection, review, or hearing pursuant to this section. Beginning July 1, 2015, each contract, bid, proposal, and application or solicitation for a contract shall contain a statement that the corporation, partnership, or person understands and will comply with this subsection.”

11.0 CONSULTANT SELECTION:

The consultant firm’s interview shall be evaluated by a technical group. Evaluation comments shall be submitted by the group to the District Professional Services Office. The comments shall be combined with other appropriate information and forwarded to the Selection Committee.

The Selection Committee, consisting of the District Secretary, the appropriate District Director and Department Head, shall meet to discuss the capabilities of the consultant firms. At the discretion of the Committee, other persons may be requested to provide information at the meeting.

The Selection and Technical Committees shall consider and weigh the following areas in their selection process:

A. Adequacy of management staff B. Adequacy of technical staff C. Current or projected workload D. Recent or current experience in similar work E. Proposed Project Office location(s) F. Understanding of scope G. Adequacy of proposed schedule H. Innovative approaches to work I. Quality Control Plan J. Estimate of Work Effort

The Selection Committee shall establish a ranking order of the firms to provide the desired services.

The results shall be available via the Internet.

12.0 NEGOTIATIONS:

Upon ranking, the consultant firm will enter into negotiations with the Department. An automated fee proposal, staff hours and audit package shall be requested from the No.1 ranked consultant. The consultant shall submit an electronic copy of the automated fee proposal and an audit package (Attachment D), within 10 working days from the date the selection results are posted on the Internet. The audit package shall include the Letter of Qualification from the Department as documentation of the approved audited rates as well as appropriate information to support the wage rates.

The Professional Services Office in conjunction with the Department’s Project Manager will evaluate the firm’s wage rates, combined overhead and direct expense rate. If negotiations are successful, the Professional Services Office shall proceed with contract execution. If there are differences between the selected firm and the Department in the considered data, the Department's negotiator shall determine a fair and reasonable fee. The selected firm will then be given the option of accepting or rejecting the revised fee. Should the revised fee be rejected, the Department may terminate negotiations with the firm, documenting the reason for rejection, and initiate the aforementioned procedure with the firm ranked second by the Department's Selection Committee.

Should the Department be unable to negotiate a contract with the second ranked firm, the aforementioned procedure will be initiated with the third ranked firm. Should the Department be unable to negotiate a satisfactory contract with any of the selected firms, the Department shall select additional firms in order of their competence and qualification and continue negotiations in accordance with these procedures until an agreement is reached. The negotiated fee shall be at a compensation, which the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project.
