Hanson Professional Services Inc. (Hanson), along with our teaming partner Volkert, Inc., is excited for the opportunity to partner with FDOT District Three (D3) on this PD&E Study for the SR 261 (US 319) and SR 10 (US 90/Mahan Drive) Intersection Improvements in Leon County. The primary purpose of the project is to address capacity and safety issues at this intersection in the City of Tallahassee. Proposed improvements will be developed to address the needs of the intersection and will include reviewing at grade alternatives, grade separated alternatives, a continuous flow intersection, and other innovative intersection designs that address the capacity and safety concerns while meeting the required LOS.

This intersection provides major access to I-10 and US 27 as well as providing access to the Tallahassee International Airport, Florida State University, and the Florida Capital. Both SR 261 and SR 10 are also part of the emergency evacuation route network for Leon County. The anticipated Class of Action for this project is a Type 2 Categorical Exclusion but will need to be coordinated with Central

Office for a final determination based on the project impacts. Our goal is to develop alternative solutions to meet the purpose and need of this project and to achieve LDCA so this project can move forward to future phases.

APPROACH AND UNDERSTANDING OF CRITICAL ISSUES

Our approach will start by taking a fresh look at the recommendations from the previously completed Feasibility Study, identify any new issues that may impact the previous alternatives, and review additional alternatives that may not have been fully vetted during the Feasibility Study.

ENGINEERING ANALYSIS: Hanson and BWEP prepared the Mahan Drive (SR 10/US 90) Intersection Feasibility Study and Project Traffic Analysis Report (PTAR) that examined three potential intersections for relieving congestion and addressing safety concerns along this corridor. These initial alternatives provided the required LOS and needed safety improvements along with the justification for needing an in-depth PD&E Study to determine the preferred alternative to move forward into design.

Additional alternatives will be reviewed to determine if there are others that were not reviewed or not reviewed in detail during the Feasibility Study, which should be considered. Only viable alternatives that meet the purpose and need of the project will be carried forward through the evaluation process. The goal for the alternatives analysis is to find alternatives that 1) provide the needed capacity and safety improvements, 2) reduce the overall footprint and right of way needs, and 3) provide a constructable solution.

Our goal will be to ensure that all proposed improvements are viable, constructable, and cost-effective.

Traffic Operations & Safety: US 319 and US 90 are heavily traveled corridors carrying daily traffic exceeding 35,000 and 48,000 vehicles respectively and approaching capacity thresholds. With an increase in population and further development of land use in the area, it is expected that these corridors and intersection will experience further deterioration in operations with delays exceeding 150 seconds. This intersection is considered a high crash location with more than 150 crashes over the last five years with rear end crashes exceeding 60%, indicating very congested conditions. The first step in preparation of any traffic study is to review and collect existing traffic data. The Feasibility Study traffic data was collected prior to the Covid pandemic. Traffic conditions have changed since the completion of this study, so the information needs to be verified against current traffic count data and adjusted accordingly. If it is determined that the future forecasts from the Feasibility Study need to be updated, our future traffic development approach will be based on the current FDOT Project Traffic Forecasting Handbook and include a combination of the latest adopted Long Range Transportation Plan (LRTP) travel demand model and growth rate estimate. The model validation will be checked to ensure that the base year model volumes match the existing counts. The horizon year model volumes will be checked for reasonableness by comparing with historic trends and the Bureau of Economic and Business Research (BEBR) population projections for the study area. The growth rate along the study corridor and within the influence area of the study will be determined based on trends analysis, population growth trends, and the growth from the travel demand model. The peak hour traffic volumes will be developed for No-Build and Build alternatives for opening year and design year. LOS analysis will be performed for the intersection alternatives using the latest version of the appropriate tools such as Synchro based on the Highway Capacity Manual Methodology. If microsimulation is required to analyze and compare any innovative intersection alternatives, then appropriate calibration and other required steps as per the Traffic Analysis Handbook will be performed. Drainage/Permitting: Runoff from the project area discharges into the Northeast Drainage Ditch/Weems Pond which is in a FEMA Zone AE floodplain with a designated floodway. There

are no nutrient related impairments within the project basins. All the existing drainage and any potential impacts will be evaluated and documented within the Location Hydraulics Report. All analysis will be prepared in accordance with the Department’s PD&E Manual and Drainage Manual. Stormwater alternatives will be evaluated through the WATERSS process including an Environmental Look Around (ELA) meeting. We are aware of potentially available treatment credits in the existing City of Tallahassee Weems Pond which will be coordinated through the ELA process. Our team is dedicated to evaluating innovative approaches to stormwater management and are up to speed on recent rule changes that will affect permitting requirements, which will be coordinated with the Northwest Florida Water Management District. Stormwater management criteria, alternatives, and recommendations will be documented in the Pond Siting Report to satisfy FDOT and regulatory requirements. Structural Analysis: The grade separation concept presented in the Feasibility Study is a Single Point Urban Interchange (SPUI) that includes a bridge more than 400 feet in length that will be evaluated for viable and cost-effective structure types during the PD&E Study. The existing Northeast Drainage Ditch (NEDD) culvert that passes under SR 261 and the NEDD culvert under SR 10 will require evaluating based on impacts by the alternatives per the PD&E Manual. The scope also identifies existing Bridge No. 550117 over the FG&A railroad located south of the intersection which is just outside the limits of these alternatives. Since it is a steel structure, a fatigue life evaluation will be required if the project limits are extended to include this bridge. Geotechnical: Initial review indicates significant deposits of plastic soils within 24 inches of the natural grade within the corridor.

Select soils are also present. We recommend additional geotechnical soil borings during the PD&E Study to delineate the limits of the plastic soils to account for the potential removal of these soils per Index 102 during construction. Identification of these areas during the PD&E Study will help to determine the need for additional construction methods (sheet piles, lane shifts, detours, etc.) that will need to be addressed during the final design and accounted for in the construction estimates. Constructability: Maintenance of traffic is crucial to allow for continued movement of people and goods through the area during all phases of construction. Our team has the unique ability to incorporate constructability into the development of design concepts by utilizing years of previous construction engineering experience developing and designing temporary traffic control concepts, including temporary retaining walls, bridge construction over roadways, and intersection reconfigurations. Utilities/Railroad: There are 14 utility/agency owners and a railroad crossing within the study area. Utility impacts were noted during the Feasibility Study and moderate utility impacts are expected with the construction of this project. Of note are two (2) electric power transmission lines that cross the study area along SR 10 and SR 261 as well as two (2) natural gas pipelines that cross both roadways. Early coordination with the existing utilities will be conducted and documented in the Utilities Assessment Package.

ENVIRONMENTAL ANALYSIS: The project limits are located within a completely urban area. Impacts associated with the proposed improvements will be evaluated and avoidance and minimization strategies will be developed during the PD&E Study.

Natural Environment: Minimal involvement with listed species and wetlands is anticipated. The study area has the potential for three

(3) federally listed wildlife species (wood stork, eastern indigo snake, and red-cockaded woodpecker), and one state listed wildlife species (gopher tortoise) to occur. Wetlands are located at the southwest quadrant of the intersection, and ponds and other surface waters are located near the intersection. No Outstanding Florida Waters, aquatic preserves, rivers, or Essential Fish Habitat are located in the study area. Minimization and avoidance will be developed for the alternatives during the study. Sociocultural: The potential impacts to residents and businesses within the study area will be evaluated in the Sociocultural Effects Evaluation (SCE), including community cohesion, safety, potential for land use changes, mobility, aesthetics, and relocation potential. The number of displacements will be dependent on the typical section.

Environmental Justice will be evaluated as part of the SCE. Section 4(f): The Goose Pond Trail, Blair Stone Parkway Trail, and other Section 4(f) resources are located within the project area and will need to be evaluated for Section 4(f) applicability. Cultural Resources: A Cultural Resources Assessment Survey will be required to identify and document any historic and archaeological resources within the Area of Potential Effect. Preliminary research identified 17 previously recorded archaeological sites, five (5) buildings, two (2) resource groups, and 30 parcels containing unrecorded historic-aged resources in or adjacent to the preliminary project corridor. Physical Environment: Noise sensitive sites exist along the corridor including outdoor seating areas, churches, and recreation areas. A comprehensive study will be conducted for the corridor that will follow the FDOT PD&E Manual to determine if these locations are viable sites for noise abatement measures based on the FDOT acoustic and cost reasonableness criteria.

Based on our initial review of the Florida Department of Environmental Protection (FDEP) GIS databases, a total of 20 regulated storage tank facilities, eight (8) FDEP cleanup sites, seven (7) waste cleanup sites, and one (1) solid waste facility were identified within the 500-foot buffer. In addition, the railroad corridor and the bridge are potential contamination sites as well.

PUBLIC INVOLVEMENT: Early coordination is essential to build a strong consensus and public support. A comprehensive Public Involvement Plan will outline established methodology considering demographics and reasonable accommodations, as well as identify key stakeholders. The project corridor is located within the boundaries of the City of Tallahassee and Leon County and is in the Capital Region Transportation Planning Agency (CRTPA).

QUALITY ASSURANCE/QUALITY CONTROL

QA/QC is our top priority. We are committed to providing D3 with superior services and quality products. We will develop a customized Quality Control Plan utilizing FDOT’s PD&E QC Plan template and document checklist and require that all subconsultants implement the same QA/QC procedures. Our QC Officer, Brian Lemieux, PE, will ensure independent reviews of all documents have been completed prior to all submittals.
