The Beulah community has witnessed expansive growth over the past two decades largely driven by Navy Federal Credit Union’s (NFCU) campus employing 10,000 people. NFCU, and the naval air station, are major economic and political influencers in the county and generate significant traffic volumes. Adjacent to NFCU, the county is aiming to develop its 540 acre OLF-8 parcel, consistent with a 2021 master plan, as a mixed use site with residential, retail, office, and light industrial uses. The county has not accepted a developer’s proposal at this time. Additionally, District 1 County Commissioner Bergosh spearheaded the ongoing Beulah Master Plan, which has engaged the community.
Intertwined with this growth is FDOT’s mission for safe and efficient movement of people and goods. This project is the culmination of the SR 8 (I-10) widening PD&E (437905-1-22-01) and System Interchange Modification Report (SIMR), which recommended DDI interchange reconstruction at SR 10 (Nine Mile Rd) and SR 297 (Pine Forest Rd) and four to six lanes widening of I-10. The recommendations are consistent with the I-10 Master
Plan, SIS Plans, Freight Mobility and Trade Plan, and the Florida- Alabama TPO 2045 LRTP. Project 433113-1, now funded for construction, will provide a new interchange for SR 99 (Beulah Rd) while Escambia County implements a complete streets project on Frank Reeder Road which could provide connectivity to NFCU.
I-10 is an Urban Principal Arterial Interstate and a SIS facility providing the only east-west limited access highway in the region.
The I-10 widening and interchange reconstruction are critical for traffic operations and functionality of the local and regional system.
Proposed Key Personal:
Project Manager Michael Schwier, PE will lead our team having managed complex roadway reconstruction, bridge replacement, and PD&E projects focusing on coordination and communication.
He led our recent CSC contract completing eight TWO ($4.2M fee) in about 18 months. He also managed the SR 390 widening in Lynn Haven, SR 30 over Bayou Chico Bridge Replacement, and the I-75 SB Truck Parking Expansion PD&E in Columbia County.
Michael is committed to making this project his priority and has
375-030-22
PROCUREMENT
proactively met with local stakeholders, including County Transportation Engineer, Chris Phillips.
Deputy PM and Roadway EOR Matt Johnson, PE brings interstate, reconstruction, 3R, and bridge replacement knowledge with his 21-year career spent almost entirely in D3. His leadership experience on Nine Mile DB, SR 390, I-10 resurfacing, I-275/I-75 Widening, and I-26 widening is invaluable in reducing risk on this project. Structures Lead Matt Trimble, PE brings 21 years of experience on projects such as the signature bridge on the I-395 DB in Miami, Scudder Falls Bridge (I-95 over Delaware River), and I-4 Connector Interchange with Lee Roy Selmon Expressway.
Rich Vansickle, PE, with STV, will lead the TTCP with over 35 years of relevant experience. Rich has led design and TTCP efforts for the following interstate projects: I-295/I-95 South Interchange, I-10 Marietta Interchange Replacement, I-95 Widening DB, and is nearing completion on D3’s I-10 widening 222830-6 in Leon County.
Mead & Hunt is joined by a thoughtfully chosen team of consultant partners with limited access and interchange experience in the District. STV and Balmoral are major partners, with recent D3 interstate widening experience. Our entire team is available for this project, and we are committed to exceeding DBE/SBE goals.
Relevant Project Experience:
• Mead & Hunt’s staff, Matt Johnson (PM & EOR), Matt Trimble (structures EOR), and Michael Schwier (PIC) were responsible for the Nine Mile Road DB widening project (218609-6 and -7) giving us a thorough understanding of the stakeholders, site conditions, and traffic demands of this area.
• Multiple FDOT Interstate Design Projects; I-275/I-75 widening from US 41 to SR 56, Suncoast Expwy from Van Dyke Rd to Pasco Co. line, CSX over I-4 bridge replacement, I-75 at SR 80 Interchange Reconstruction, I-10 Truck Parking Expansion Design in Jefferson Co, SR 85 from PJ Adams to I-10, I-10 widening from Gadsden Co. Line to west of SR 263, and I-10 widening in Okaloosa Co to list a few.
• I-26 Widening and Interchange Reconstruction from MM 187 to MM 194, SCDOT: This 7-mile inside widening project increased I-26 from four to six lanes. Two interchanges were reconstructed including a dog bone diamond interchange at SC- 27 using two roundabouts.
• Carolina Crossroads (I-20/I-26/I-126) EIS, SCDOT: Our team was responsible for developing preliminary design alternatives for over 12 miles of interstate improvements and nine interchanges through extensive alternative analysis screening and environmental impact evaluation. This included extensive coordination with FHWA and completing two SIMR along with all traffic modeling. Rob Dubnicka, PE, PTOE led the traffic engineering, microsimulation modeling and SIMRs.
Project Understanding and Approach
Roadway: I-10 from east of the EB Weigh Station to east of SR 10 (Nine Mile Rd) will be widened from four to six lanes funded as a Moving Florida Forward project. The typical section of a 6-lane rural divided highway with a design speed of 70 mph will be accomplished by widening to the inside, reducing the median width from 64’ to 40’. Design standards require a median barrier for the reduced median width. The additional inside lane will be sloped toward the median, requiring a Design Variation for cross slope of adjacent lanes. It is noted that the 3R project required an Exception for cross slope and superelevation. A Variation will also be needed for the existing crest curve at STA 342+00. The only R/W acquisition is for Pond 3-4C at the east end of the project.
Nine Mile Road Interchange: The PD&E recommended a DDI, having evaluated four interchange alternatives. Median piers on the new overpass bridge creates geometric constraints, limiting alternatives. The PD&E concept includes locally widening Nine Mile Rd to six lanes. The Pathstone Blvd intersection, located 1,500’ from the western crossover, will soon be signalized to accommodate continued development. This intersection and its signal timing will directly influence the functionality of a DDI. Pine Cone Dr to the east has been recommended for a full traffic operational analysis which could lead to signalization of the intersection. Critical elements for a successful DDI include crossover angle, storage within the DDI, signal control, and pedestrian/bicycle accommodations. The significance of NFCU cannot be overstated. NFCU is considering changes to their remote work policy bringing staff back to campus. Conversations are ongoing to stagger shift changes to reduce peak-hour traffic surge. The widenings 218605-4 PD&E and -5 Design projects ended early. Although, Phase IV plans were completed in 2022 to provide a third EB lane from Security Place to the west of the Elevenmile Bridge. Additional improvements on Nine Mile Rd could be included in this project to alleviate local congestion. It must be noted that the SIMR 2046 traffic analysis assumed six lanes from Bell Ridge Dr through the interchange. An Interchange Access Request (IAR) re-evaluation will be required with traffic

We anticipate design modifications that would add value to the project as well as provide significant cost savings to the Department that would alter the SIMR approved design and might require a SIMR re-evaluation.
3D Design: Mead & Hunt has completed ORD 3D delivery on multiple new construction projects for design using clash detection and design reviews. Leading the way in workforce development for ORD proficiency, Michael Schwier is the Consultant Facilitator providing ACEC/FDOT ORD training to the industry for the last five years. Mead & Hunt has also provided instructors for this training.
Structures: The Elevenmile Creek Bridges will be replaced as a single, multi-span bridge roughly 450’ long. The 36” FIB beams strike an excellent balance by maximizing span lengths to achieve economy in bridge construction while providing drift clearance with minimal change to the vertical profile. Constructing in the median first, allows phased construction with no reduction in travel lanes.
Drainage: The project is within a single watershed (WBID #489).
Runoff does not discharge to an OFW or any nutrient impaired watershed. Elevenmile Creek is a regulatory FEMA floodway and designated as Zone AE. A bridge hydraulics analysis will be required to provide a No-Rise Certification, as well as cup-for-cup compensation for any floodplain impacts. Two existing cross drains (30” pipe and 6’x4’ CBC) in the corridor will be evaluated for extension/replacement. Correspondence with FDOT Maintenance and the PD&E Study have confirmed no overtopping of the roadway has occurred within this segment of I-10. Along I-10, existing runoff sheet flows or is conveyed via median inlets or shoulder gutter to roadside ditches conveying runoff directly to major cross drains or rivers with no permitted treatment.
Improvements are expected to mimic existing patterns. Pond siting will utilize the PD&E sites for treatment and attenuation of the additional impervious associated with the widening. Eight pond sites were identified in the PD&E, six are within the interchange and will be analyzed together for treatment and attenuation. The existing pond within the EB Rest Area will be expanded. Pond 3+4C, located near the end project, will jointly serve the adjacent 437905-3 project and will be constructed in this project. Due to the previously approved PD&E, treatment criteria will follow criteria established prior to June 28th, 2024.
TTCP: A TTCP Level III, requiring a multi-phased traffic control plan will be necessary. I-10 and Nine Mile Rd are hurricane evacuation routes. With median widening on I-10, traffic control phasing will require placement of overbuild on the existing outside shoulders to shift traffic and allow placement of temporary barrier walls to shield the median work area. Ramp improvements at Nine Mile Rd can generally be constructed offline minimizing impacts to vehicular traffic. Pedestrian and bicycle traffic will be maintained on permanent paths and sidewalks; and temporary paths when needed. DDI construction will occur in 4 phases. 1) Relocating existing utilities to the west side of the roadway, behind the proposed curb line. Traffic will remain in the existing condition during this phase. 2) Temporary pavement, signals, and barriers will be used to shift all traffic to the east side of the center pier under the I-10 Bridge. A pedestrian path will be maintained behind the temporary barrier in both directions. 3) Temporary signals and barriers will be adjusted to shift SB traffic to the west side of the center pier. Two through lanes and one turn lane of NB traffic will be maintained while the new pavement is constructed during the two subphases. Pedestrian traffic will be maintained using a walkway behind temporary wall barriers. 4) Final signing and pavement markings will be placed to shift intersection operation into the final DDI configuration.
Signals: For the efficient operation of a DDI, the signal timing (cycle lengths, splits, and offsets) and phasing should match the parameters in the Vissim traffic models used in the development of the SIMR. Our team will evaluate the modeled timings and will field adjust the timing to provide efficient operation of the DDI.
Signal interconnection will be designed using 48-single mode fiber optic cable to interconnect the DDI with upstream and downstream signals to avoid queue backups into adjacent signals. We are aware of FDOT and Escambia County preferences.
ITS: Impacted ITS infrastructure that cannot be avoided will be replaced such as the DMS truss. Upgraded features may include Wrong Way Vehicle Detection Systems, Connected Autonomous Vehicle (CAV) features, and Smart Work Zone systems. A Maintenance of Communication Plan will be designed to ensure mitigation measures are in place to minimize or avoid downtimes for existing ITS features either during or after construction.
Permitting/Environmental: An Individual ERP under 62-330 is required through FDEP since Elevenmile Creek is sovereign submerged lands along with a Nationwide Permit with USACE.
The ERP will include stormwater for added impervious surfaces. A Type 2 CE was approved as part of the PD&E. A re-evaluation will be required for any design changes. PD&E Commitments include noise analysis during final design and a bat survey.
Communication/Coordination: From project management to public involvement, the Mead & Hunt team advocates for D3’s interests. Consistent messaging and branding are critical to avoid stakeholder confusion. We would like to facilitate monthly coordination with adjacent projects to support D3’s corridor objectives and track project schedules against the work program.
Innovation: The Nine Mile Bridge replacement will not be complete until 01/28. The I-10 3R has a letting date of 03/26 with 469 construction days and increases the pavement thickness, changing the profile elevation. To address a changing final surface and utilize topography most accurately reflecting the roadway conditions present when we begin construction, we propose to use the CADD models for both projects to produce the Phase I and potentially Phase II submittals. Full DTM, via LAMP/aerial lidar, will be performed after the 3R construction is complete, with the bridge segment being resurveyed. This gives us the advantage of beginning design immediately at NTP.
