Awareness and Understanding of Project Scope Understanding of Intent and Scope of Construction Project:

The intersection of SR 75 (US 231) Star Avenue/Titus Road serves as a key hub for commuters moving between the northern “sand Hills” area of Bay county and the populated regions of Lynn Haven and Panama City. Previously a quiet crossroads, the area is now bustling with numerous expanding subdivisions, schools, and retail and industrial operations. Moreover, Star Avenue links US 231 to SR 22, as well as Callaway, Parker, and Tyndall Air Force Base.

Realigning this intersection will enhance traffic safety and mobility across central and northern Bay County.

The scope of this project will include construction of a short section of new roadway shifting Star Avenue south approximately one tenth of mile down US 231 to align with Titus Road. To accomplish this, Titus Road will also be shifted slightly south to approach US 231 at a more perpendicular angle than the current roadway geometry. Improvements for Star Avenue/John Pitts Road will also be performed during this contract. The current traffic patterns near this intersection can be a bit confusing as John Pitts Road connects to Star Avenue very close to the intersection with US 231.

This contract will move this connection to Star Avenue to the south, further from US 231 and utilize a new roundabout to eliminate the existing three way, two stop sign, intersection. The roundabout will drastically reduce conflict points and increase traffic flow through the area.

To complete the work for the new intersections, the contract includes earthwork and surcharge embankment. This project will be a surplus earthwork project with over 100,000 cubic yards of excavation. Drainage improvements will also be performed including pipe runs with larger than normal pipe diameters, 54-, 60-and 72-inch round pipes as well as 48- and 60-inch elliptical pipes.

A new 87-foot bridge will be constructed on Titus Road. The bridge will be supported with 24inch square concrete piles for two end bents. The 87-foot span will be supported with 45-inch Florida I-beams. Other improvements under this contract will include milling and paving, new traffic signal, installation of curb and gutter, traffic separator, ditch pavement, grassing, highway signage, lighting, and thermoplastic striping.

Understanding of Project Issues: Our proposed Senior Project Engineer, Jack Elliott, PE, alongside Project Administrator, Jimmy Lark, has conducted comprehensive constructability reviews. Below, we discuss our findings of the potential challenges anticipated on this intersection realignment project, along with our strategy for resolution. We acknowledge the possibility of unforeseen issues in every project, and it is our standard procedure to promptly address all concerns and deliver effective solutions to the District Three Construction office.

Earthwork: To enhance roadway stability and more particularly bridge foundation stability, this project includes the construction of surcharge embankment. Our team members have worked on previous projects which included surcharge embankment, including our Senior Inspector, Alex Heilshorn. We are familiar with surcharge embankment construction requirements, measurements, and reporting. We have an established settlement monitoring program which we utilize to document and report the weekly measurements to the Geotechnical Engineer of Record (EOR), Kevin Sweeney.

Bridge Construction: The proposed bridge is approximately 87 feet in length over Dry Branch Creek. The new bridge includes an 8-inch deck sitting on 45-inch Florida I beams. The beams will be supported by two end bents sitting on 24-inch square concrete piles. The anticipated production lengths are approximately 90 feet long for the end bents. We have reviewed the Report of Core Borings for the bridge construction and there are no layers of underlying materials drawing concern at this time. We will monitor the reactions of the piles during the pile driving operations and notify our Geotechnical Engineer if there is any cause for concern. We are excited to have John Kimberly, PE of Terracon on the team to provide pile driving analysis services for the bridge construction. We will work closely with him to establish set-check criteria during the test pile program to minimize the need for instrumented re-strikes to verify pile capacity. The superstructure is an 8" thick deck with stay in place forms. Our team has extensive experience with this type of construction. Alex Heilshorn, our Senior Inspector, has ample experience on similar bridge construction projects. Alex is keenly aware of the placement, finishing, and curing procedures required to minimize cracking in deck slabs that can create long-term durability problems. The ends of the bridge are protected from high water events by rip rap at each end. Our team is aware of the importance to 1) verify the correct gradation for bedding stone, 2) that bank and shore material is delivered, and 3) the Contractor does not substitute cheaper "felt" filter fabric in place of the D-2 woven.

Public Information: The Star Avenue/Titus Road and US 231 intersection is heavily traveled by everyday commuters. These drivers will experience different traffic patterns on their daily commute as this construction contract includes multiple maintenance of traffic (MOT) phases with different traffic configurations including road closures and detours. Keeping the travel public informed of traffic pattern changes during the duration of the contracts helps offer the best public perception for the project.

We have enlisted ABC Group to our team to perform the public information and community outreach support for this contract. An integrated marketing and communications firm headquartered in Northwest Florida; ABC Group has supported the work of FDOT District Three for more than 20 years. This depth of experience allows ABC Group to develop and implement effective public information strategies that showcase the work of FDOT and enable stakeholders to make informed travel decisions.

Roadway Construction: Ultimately this project is an intersection realignment project, to accomplish this requires the construction of a new section of roadway. This new roadway construction is very similar in scope to a widening project. This RS&H Team has a long history of performing CEI services on widening projects throughout District Three. We have been working on roadway widening contracts, almost solely, for over two decades. Our team is very familiar with the construction process all the way from the initial bench loop survey through the materials certification and final estimate. A unique feature of this project is the construction of a single lane roundabout on the eastern end of the Star Avenue corridor. The geometry and elevations are the most crucial, ensuring that they are constructed to meet lines grades shown in the plans is vital. This will uphold the dynamics of a roundabout with the proper sight distance and drainage. RS&H inspection staff utilize GNSS survey equipment for quick and easy vertical and horizontal geometry checks to ensure that the roundabout construction meets what is shown in the plans. The new roadways of Star Avenue and Titus Road will utilize 12 inches of stabilized subgrade, supporting optional base group 06. The pavement design includes 2 inches of structural with 1 ¼ inches of FC 9.5 friction course asphalt. Once the subgrade construction is finished, the base will be installed, shaped, and compacted according to the specified lines and grades while also being input daily into the department’s electronic earthwork records system. Proper compaction and finishing of the base course are essential for achieving a durable and smooth roadway. Our inspectors prioritize the compaction process, thickness, and overall finishing of the base, as we take pride in ensuring excellent ride quality for every project we undertake. We conduct both longitudinal and transverse straightedge testing to verify a smooth final surface. It is crucial to maintain tight tolerances for cross slopes to ensure high ride quality and uniform asphalt thickness throughout the reconstruction areas.

Signalization: This project also includes the addition of a new signalized intersection. The work for the intersection includes new mast arms, signal heads, traffic detector loop installation, video detection, ITS, and controller upgrades. RS&H has been doing signal inspection in bay county for decades varying from small pedestrian pole jobs to high magnitude intersection jobs on roadway widening projects. We have developed a relationship with Bay County’s traffic department and are aware of the details they prefer during their final inspection. When reviewing the signalization plans, prior to the installation of mast-arm drill shafts, the southeast and northwest quadrants have utilities that will have to be located both underground and overhead respectively. Our team understands the importance of identifying utility conflicts and coordinating with local agency owners to relocate utilities without delaying the progress of the project. In addition, our staff verify the horizontal locations of the drill shafts and the vertical clearance to ensure there are no other conflicts. We are also aware of the challenges faced in the installation of conduit in pull boxes with respect to underground utilities. We will always work closely with the Contractor to verify Installation locations and conflicts.

This project includes a bore under the railroad for a connection of a detector loop. Because this bore will be installed under the railroad, it is required to be either five and half feet or ten feet below the bottom of the ties, depending on what installation method the contractor chooses. If they choose to utilize the directional bore method to install the conduit the required 10-foot depth could be difficult to achieve, given the tight working space in the area and the short horizontal distances. This challenge was overcome on a recent project in District 3, in which the loop detector on the other side of the railroad was eliminated and the detection will be conducted utilizing cameras instead. We will discuss this possible issue with the signal subcontractor early in the project to determine if the planned work can be completed or if changes will be needed.

Utilities: The realignment of the intersection impacts the existing locations of many utilities. The impacted gas line on the is to be relocated prior to construction start, however the rest of the utility relocations will be completed during the construction contract. The overhead utilities will be the most impacted of the utilities. On Star Avenue, the overhead utilities run along the corridor on the west side.

This is the side of the roadway that roundabout will be constructed.

These poles which support electric and communication services, were recently replaced, the old poles still remain in place and existing communication lines have not been transferred to the new poles yet.

The roundabout construction will take place during phase 2, step 2, which will take place early in the contract. The necessary preliminary work for this is placing temporary asphalt to shift traffic for the roundabout construction. On Titus Road, overhead utilities align on both sides of the roadway. Temporary asphalt along Titus Road will be placed outside of the overhead utility lines, however the bridge construction and new roadway alignment will conflict with the existing lines. On the south side of the roadway. Like Star Avenue, this work will be performed during phase 2, step 2, but the only required preliminary work is the placement of the temporary asphalt.

Considering the small number of activities needed to be performed before phase 2 step 2, this work will also occur early in the contract.

Few aspects of construction can stop the progress on a project faster than encountering a utility conflict. It is paramount that these relocations for Star Avenue and Titus Road. occur as soon as the Contractor can complete the required clearing and the new utility poles can be installed. Based on observations from similar projects in the area, utility owners are experiencing delays in completing their relocation efforts. To proactively address this potential issue, we recommend allowing the Contractor to begin clearing and grubbing as soon as the contract is executed. Following this, the timeline for material acquisition can be scheduled after the clearing is completed. This approach will enable utility owners to start their relocations promptly while the Contractor acquires the necessary materials. Our past local experience has provided us with good relationships, as well as open communications with the utility companies on this project. Coordination meetings will need to kick off very early. This will allow utility owners to become aware and knowledgeable of the Contractor’s work schedule, most particularly, when clearing is expected to begin and be complete. These meetings will also include reviewing the time for work prior and during construction in the utility work schedule agreements for each company, and discussing what work, including work by other utility owners, needs to be complete prior to each company beginning their work. We have extensive experience with utility coordination including multiple phase utility relocation and understand the importance of meshing the relocation work with the construction phasing.

Environmental: The new roadway section of Star Avenue will be constructed on property previously owned by Triangle Construction Road Building. This property housed their asphalt plant and shop. There is some potential of soil and groundwater contamination on the property. This RS&H team has dealt with unforeseen contamination areas during our work on the SR 390 widening projects in Panama City. During excavation of contract work, our team will be observant to the scent of any potential fuel (contamination) present. If we suspect there might be contamination present, we know to contact Shannon Foor, the District Contamination Supervisor, to begin the investigation process and guide construction personnel through the steps to safely continue working in the area.

Drainage: This contract will include a large amount of drainage improvements for a project with confined limits. There are 38 structures to be installed along with over 4,500 linear feet of pipe.

Most of the drainage installation will take place away from traffic in open areas, but there are a couple of pipe run installations that present some challenges. The first of these challenges for the Contractor is the 30-inch diameter pipe run between S239 and S240 under US 231. The plans intend for the pipe to be installed via open trench across the roadway. The contract only allows lane closures to be utilized between 8pm and 6am. The excavation depth for this work will be over nine feet deep. Taking into consideration the excavation depths and the allowable work periods, it will be very difficult for the Contractor to complete the installation, compaction, placement of asphalt, and open the travel lane, even when constructing one lane at a time. A possible solution for this work is to jack and bore the portion under US 231 with steel pipe, and optional pipe material for the remainder of the run utilizing concrete collars for the differing pipe material connections. The existing roadway through this area is very stable and functions as a homogenous system. When a roadway gets cut for a drainage crossing, there is a greater chance for future material settlement which results in a bump in the roadway. An added benefit to jack and boring would be the ride quality along US

231. Another challenge presented with planned drainage installation can be found with the pipe run between structures S240 and S241. The plans call for a 42” jack and bore steel casing with a 36” carrier pipe inside. This jack and bore is required because the pipe runs crosses underneath the Bayline railroad tracks. The issue with this plan is that due to the wall thickness and bells the 36” carrier pipe will not fit inside of the 42” casing. We ran across this same issue on our SR 390 widening project. There are two potential solutions to this issue, the first is to increase the size of the jack and bore, allowing the 36” pipe to fit inside and grout the void between the two pipes with additional grout. The second solution, which is what we used on our SR 390 project, is to utilize reinforced polyethylene pipe as the carrier pipe. This pipe has a smaller outside diameter than standard pipe and will fit inside of the 42” pipe, however the cavity between the two pipes is unable to be grouted. This will need to be discussed with both the Engineer of Record and Bayline Railroad to determine if it would be an acceptable solution.

Railroad Coordination: This project involves a large amount of work adjacent to the Bayline Railroad. Partnering with the railroad during the construction contract can present certain challenges.

Communication is key to maintaining a good working relationship with Bayline Railroad. We have prior experience working with Bayline Railroad, and Ray Corbitt, the District Three Rail Administrator, on various projects. We are familiar with the necessary requirements to ensure compliance with the general notes included in the contract plans and will ensure that all contract personnel follow these mandatory guidelines.

Maintenance of Traffic (MOT) MOT is one of the most important functions during the life of a construction project. Providing a clear and safe path through the work zone not only keeps motorists and workers safe, but it minimizes the frustrations of the traveling public, which is the most effective way of representing the Department in a positive perception. To complete the work an minimize the impact to the traveling public this contract includes a complex MOT plan with three multistep phases. The complexity of the MOT is driven primarily by two factors. The first is to provide a safe travel way through the project allowing the Contractor the necessary space to complete the work for the new roadways and bridge. The second factor is providing access to residential homes while Titus Road. is shut down. A detour will be in place for Titus Road, and access for residents living adjacent to the work will be provided utilizing temporary pavement / driveways. While reviewing the Temporary Traffic Control Plan (TTCP), we identified that there is no plan for temporary drainage between the work zone and temporary asphalt on Star Avenue and Titus Road. The existing ground and temporary asphalt elevations and grades reveal a concern to retain water during heavy rainfall. During layout of the temporary asphalt, we will review the grade and drainage conditions in these areas to ensure positive drainage can be maintained. If an issue is identified, we utilize the options for swales, ditch construction and temporary pipe / structures as solutions and work with the Contractor and EOR to eliminate any problems. The area of most concern for this issue can be found at 3100+51of Old Star Avenue. The ditch between the work zone and temporary asphalt flows down to an existing 30” pipe. If this existing pipe is removed prior to the installation of the new pipe and structures to pond D-1, there will be no conveyance for the water in this area. Sequencing of the Contractor’s drainage, and earthwork schedule will be crucial and discussed prior to construction beginning As mentioned previously, the area of Star Avenue and US 231 is continually getting busier and busier. The three-way, two-way stop intersection with John Pitts Road can already cause confusion with no construction present. When traffic is moved to the temporary asphalt in this area, we anticipate additional potential backups. A critical component to a successful MOT is the communication between our team and the PIO. We will get ahead of this potential problem by altering the public. Public Information is used as a supplement to the deployed MOT devices, and its importance cannot be overstated. RS&H has partnered with ABC

Group as our public information officers. Educating the traveling public of the upcoming work zone as well as what to expect greatly improves the quality and performance of the deployed MOT devices. Our team is extremely proactive in the Department’s lane-closure notification, One.Network. Prior to any lane closures, our team will review the Contractor’s plan, assist and adjust daily, and ensure that the lane closures are entered into One.Network.

Quality Control: RS&H has a proven record of making sound decisions and resolving issues at the project level, acting in the Department’s best interest. Over the past two decades, RS&H’s goal has been to serve as a trusted partner to administer, monitor, and inspect the construction contract per CPAM guidelines. We identify and communicate deficiencies to our construction project managers while also bringing solutions to the table for efficient resolutions. Our team is diversified with associates who have worked as CEI inspectors, and as employees of the Department, giving each individual unmatched experience. Our associates are experts at constructability reviews, interpreting contract documents, and performing schedule reviews, all of which are tools we use to enhance the project schedule.

Partnering: RS&H uses an approach to partner with the Contractor to resolve issues at the lowest level. Our core team members have worked together for over ten years. Our philosophy is to collaborate with the Contractor by being available as a resource and providing guidance with the goal of the Contractor completing a successful project while maintaining the high standard for quality work the FDOT expects. We will also coordinate early and often with the maintaining agencies to ensure any concerns are addressed. We utilize an approach of constant communication with all parties with a focus on setting expectations prior to the beginning of construction. While our daily discussions with the Contractor help the team monitor the project’s schedule for deviations from their original plan, we also take pride in building a working relationship with our counterparts to ensure the project is an overall success. Each of our associates will be prepared to work as a team adjusting as it best benefits all parties. Our constant coordination, discussion, and involvement with daily activities will ensure our team remains in tune with all potential issues, but most importantly, discuss each item and recommended solutions with our Construction Project Manager, Linda Melvin. We believe in early involvement, encouraging our team to hit the ground running.

Our team has completed a constructability review of the drawings, performed site visits, and reached out to our partners at the Department as it pertains to the project’s scope of work. Through this level of investigation, we were able to develop a full understanding of the project scope, which also allowed our team to identify potential problems and suggested solutions.

When selected, our team aspires to achieve the highest level of quality. While it may be difficult to determine exactly how this goal is measured, it is noticeable when a team exceeds expectations.

For a firm to perform at this level, it must follow a plan that each member of its team has adopted without reluctance. Each member of our RS&H Team has bought into our main principles established to develop a reputation unprecedented to others.

Our approach to successful delivery is RS&H’s commitment to provide constant, consistent communication and coordination while overseeing the QA/QC process. Our QA oversight will be led by Lori Kietzer. Lori will submit an initial QA plan within 30 days of NTP (as required by the scope) and will perform site visits every 180 days, submitting the report of all findings and corrections. These semi-annual reviews are performed to ensure the contract management organization and process is in compliance with the requirements cited in the scope. He evaluates the processes, documentation, procedures, training, guidance, and staffing, and submits to the project manager within 30 days of the review.

Staffing/Technical Plan Proposed Staff Quality: Our team is well established in District Three, where key members have worked together for over a decade.

CR 2301 | FDOT D3

RS&H provided CEI Services for the SR-75 (US 231) project in Bay County. Work consisted of milling and resurfacing on four-lane divided and un-divided sections, the addition of turn lanes, signalization, signage, guardrail, drainage improvements, and railroad crossing removal work on ten miles of US 231. Due to lane closure restrictions, this project required close traffic coordination and a significant amount of night work.

RS&H’s relationship with FDOT District Three staff promotes excellent communication, which decreases potential delays and improves project quality. The team we have selected is available and well-suited to providing high-quality CEI services by working well with the local agencies, public outreach, and the Contractor who is selected. We constantly work to resolve all project issues quickly and at the lowest possible level. In reviewing our team’s qualifications, issue resolution, track record, and team approach to contract administration and inspection, we are confident the Department will find the RS&H Team has the experience, talent, and resources to provide the best overall services. We are excited and grateful for the opportunity to continue serving District Three.

Respectfully submitted, RS&H, Inc.
