This document is a Request for Proposal (RFP) from the Florida Department of Transportation (FDOT), District Three, for professional engineering services related to the design and replacement of the westbound bridge on State Road 10 (US 90) over White River Bridge No. 580005 in Santa Rosa County, Florida. The project involves Florida Bridge and Transportation, Inc. (FBT) as the prime consultant, with several subconsultants including Comprehensive Engineering Solutions, Environmental and Geotechnical Specialists, Taylor Engineering, Southeastern Surveying & Mapping, and Carpe Diem Community Solutions.

The contract is for a bridge replacement project with a federally funded component (Federal Aid Project No. D324-016-B), focusing on replacing a structurally deficient 1,386-foot bridge constructed in 1970. The proposal includes developing an Alternatives Analysis Report, preparing construction contract documents, and conducting engineering services. The consultant team has proposed a 51% Disadvantaged Business Enterprise (DBE) participation and a 19% non-DBE small business involvement. The project aims to upgrade the bridge to a three-lane section, with considerations for environmental impacts, utility coordination, and maintaining the bridge as a Hurricane Evacuation Route. The total project length is approximately 0.440 miles, with an anticipated construction letting in fall 2028 and a 20-year design horizon.

Florida Bridge & Transportation, (FBT) would like to emphasize our strong interest in continuing our relationship with District 3 by providing professional engineering services for the subject project.

Our current bridge replacement projects for the district are on the shelf as our shelf submission took place about one month ago.

Therefore, from a resource allocation and availability standpoint, this project lines up perfectly for our entire FBT Team. Our team has been steadily gathering information as we are and have been for quite some time very interested in this White River Bridge Replacement. As mentioned in our recent meetings with the Design Project Manager, each of the TRC members, and the District Project Management Engineer, our team is intimately familiar with the project site, have a thorough and complete scope understanding and all the project issues.

Project Approach and Understanding of Critical Issues WB SR 10 over White River (#580005) will be replaced in this project. The forty-two span, 1,386’ long precast slab unit bridge was constructed in 1970, has a sufficiency rating of 67.5, and is Structurally

Deficient. Based on our recent meeting with District 3 Structures Maintenance, the existing bridge was classified as Structurally Deficient because the National Bridge Inventory (NBI) rating for the superstructure and deck is a 4, considered to be in poor condition due to advanced corrosion in some of the sonovoid flat slab units.

Our design team has visited the site multiple times and has thoroughly reviewed the scope of services. Additionally, we have discussed the project with District 3 representatives from the following Departments: Roadway, Structures and Drainage Design, Structures Maintenance, Geotechnical, Environmental Permitting, Utilities, and Project Management. Based on our preliminary investigations, we have formulated a list of critical issues that pertain to: Traffic Control, Bridge Hydraulics, Geotechnical, Bridge, and Environmental.

TRAFFIC CONTROL – With SR 10 being designated as a “Hurricane Evacuation Route”, a note alerting the Contractor all lanes are to be open within 12 hours of a hurricane evacuation

notice will be in the TTCP notes. Prior to the BDR and 30% plans, the scope identifies the need for an Alternatives Analysis Report (AAR) which will provide a minimum of two alternatives for the Department’s final approval on how to best proceed with the bridge replacement. Our team will compare the AAR alternatives in an evaluation matrix considering the costs related to roadway, traffic control, bridge, right of way, & environmental.

SR 10’s EB bridge over White River was successfully replaced in 2012-2016 utilizing an onsite diversion with an ACROW bridge. The ACROW bridge carried WB, and the existing WB bridge carried EB.

This same approach will be an option evaluated in the AAR. As shown in Figure 1, EB could be carried on the ACROW while WB could be shifted to existing EB while the existing WB bridge is replaced with the scope required three lane bridge.

A second option has been evaluated and will be documented in the AAR. It is the same concept utilized on the Simpson River bridge replacement currently in construction less than 1,000 ft to the north on SR 10. The Simpson River concept widened the WB bridge to the inside resulting in a bridge wide enough to carry three lanes for the ultimate six lane section and was intended to carry all four lanes while the EB bridge was replaced. However, this plan changed during construction because while the WB inside widening was underway, the existing EB bridge began to settle causing major safety concerns requiring EB bridge closure. Since the existing WB bridge was not wide enough to carry all four lanes yet, SR 10 was reduced to a three-lane section until the WB bridge widening was completed. This resulted in a great deal of delays on SR 10. The lesson learned was widening can’t take place in such proximity to the existing bridge. Consequently, our recommendation is to eliminate this second option from consideration and introduce a third option into the AAR. In lieu of inside widening, consider widening the existing EB bridge to the outside to carry the ultimate EB three lane portion of the SR 10 six lane section (See Figure 2).

This widened EB bridge is wide enough to carry all four SR 10 lanes temporarily while the WB bridge is removed and replaced (See Figure 3). This offers a much less constrained workspace for the contractor while moving the proposed piling installation more than 75’ away from the existing WB bridge exterior piling. One negative is the proposed widened EB bridge low member elevation will drop by approximately 4”. Since the existing low member is set 9’ above the Mean High-Water Elevation, the minimum required vertical clearance for pleasure watercraft navigation per FDM 260.8.1 is 6’.

Therefore, a reduction to 8.67’ clearance is acceptable.

Construction costs were estimated for each of the options. The onsite diversion option is estimated at approximately $41.3M while the widening of the EB bridge option is estimated at approximately $50.2M, approximately $8.9M more costly. The EB bridge widening option results in slightly greater wetland impacts, although not significant. Right of way impacts are approximately the same for each option. Our planning team evaluated when SR 10 will reach a level of service (LOS) D for a four-lane section based on traffic volumes. Based on the closest traffic count station’s 43,500 vehicles (2023), LOS D is reached in the year 2043, well within the 20-year design year estimated to be 2052 based on a letting of fall 2028. Our recommendation is to proceed with the EB bridge widening option because it avoids the “throw-away” costs (~$5M) of the onsite diversion while investing in setting up SR 10 for the ultimate six lane typical section, consistent with the Simpson River bridge site to the north.

BRIDGE HYDRAULICS – The SR 10 WB Bridge crosses the White River at the north end of Escambia Bay. The bridge is tidally influenced with a Mean High Water of +1.01 ft-NAVD88 and a Mean Low Water of -0.24 ft-NAVD88. Given its location, design hydraulic parameters will be associated with either a landfalling hurricane event or a runoff event. FEMA’s most recent Flood Insurance Study maps the bridges in Zone VE (elevation 15). The team has an existing 2D hydraulic model that will be modified for this bridge.

This model will simulate the design runoff events as well as the hurricane surge events and the associated wave climate. The results from this modeling will provide the inputs to calculate the wave loading on the bridge superstructure, calculate the scour at

GEOTECHNICAL – The site has been classified as extremely aggressive for the sub and superstructure due to a water sample test performed for the EB bridge replacement revealing White River has a chloride content of 3,000 ppm. Our team member, EGS, performed the soil borings for the EB bridge. Based on our review of the soil boring profiles and knowledge of an installation challenge communicated in a letter of intent to claim by the contractor (Scott Bridge) due to “subsurface obstructions” encountered at bent 13, our team is aware of a hard gravel layer above the minimum tip elevation at some locations within the bridge limits. This will warrant the need for targeted preforming to ensure piles achieve minimum tip elevations and will help to mitigate potential pile driving delay claims by the contractor during construction. Our team also reviewed pile driving records from both the old existing WB and recently constructed EB bridges. We recommend 24-inch concrete piles to be consistent with the adjacent EB bridge. From this very valuable information, our team is aware of the range in pile lengths supporting the existing EB bridge. The piling lengths ranged from 40’ at end bent 22 (NBR =162 tons) to 108’ at intermediate bent 11 (NBR = 346 tons). This knowledge is critical in ascertaining the accuracy of the construction cost estimate.

BRIDGE DESIGN – The WB bridge design will match the recently constructed EB bridge which featured FIB 36 beams, 21-66’ & 1- 33’ span, & 24” prestressed concrete piling. The profile will match existing with 0% longitudinal grade and a low member elevation of ~10’ (NAVD). The superstructure will be in the splash zone (defined as 12’ above the MHW), consequently our team plans to coordinate corrosion protection needs with the State Materials Office as required by SDG Table 1.4.3-3. Based on experience on other bridges in this situation in District 3, we expect corrosion protection measures such as Stainless Steel/CFRP strands in the beams, GFRP reinforcing in the in the deck, beams, caps, and Class IV concrete.

ENVIRONMENTAL – The project is expected to require an Individual ERP submitted to the Florida Department of Environmental Protection (FDEP) due to an increase in the number of travel lanes. Our research has found FDOT holds a TIITF easement for sovereign submerged lands along SR 10 over White River through December 2070. An application for the authorization to use the state-owned submerged lands will be included along with the Individual ERP application. The project will also qualify under Federal Regulations for Nationwide (NW) Permit #3 for Maintenance or NW #14 for Linear Transportation Projects submitted to the USACE. Since this project is within Gulf Sturgeon critical habitat, our team will support the Department’s efforts in the preparation of a Section 7 Formal Consultation with US Fish & Wildlife (FWS). Preliminary research has also identified the White River and Escambia Bay as an Environmental Sensitivity Index (ESI) Invertebrate habitat for Gulf Stone Crab, Daggerblade Grass Shrimp, Pink Shrimp, Blue Crab, Atlantic Brief Squid, Octopus, White Shrimp, Brown Shrimp, and Atlantic Rangia.

Relevant Project Exp. Similar Work Experience FBT has delivered 28 bridge replacements for District 3 within the last 15 years. With FBT as the prime consultant, most of this team has prepared design plans for 10 design groups, 16 total bridges within District 3 within the last 15 years. Due to the success of all these bridge replacement projects, similarity in project scope, recent similar experience, and FBT's overall familiarity with District 3, we feel this bridge replacement project is the perfect next step for our experience in District 3.

The principal intent of this project is to replace the existing structurally deficient two-lane westbound bridge (No. 580005) on SR 10 (US 90) over White River in Santa Rosa County, Florida. The roadway approaches should be resurfaced/reconstructed as appropriate, but as a minimum to the extent of the new guardrail. At the project location the existing westbound roadway typical section consists of two 12’ lanes, a 40’ grassed median with a 2’ paved inside shoulder, and a 9’ outside shoulder (4’ paved). The existing bridge typical section consists of two 12’ lanes, 10’ outside and 6’ inside shoulders with concrete barrier rail (40’ clear roadway width). The bridge typical will be increased to accommodate the 3-lane section proposed in the Project Development & Environmental (PD&E) study completed and approved 2/5/2019. The new structure should be constructed along the existing horizontal alignment.

Prior to the Bridge Development Report (BDR) and 30% Plans, the CONSULTANT will prepare an Alternatives Analysis Report which will provide two alternatives for the DEPARTMENT’s final approval on how to best proceed with the bridge construction.
