We are fully committed and able to deliver the personnel when needed!
UNDERSTANDING OF PROJECT ISSUES
Metric will assign experienced, qualified personnel that best fit the tasks and meet the approval of the FDOT Project Manager in charge.
We will ensure the assigned project staff will meet the needs of the Department, ensure quality and safety is maintained throughout the duration of the task, communicate the Department’s objective to the project staff, ensure that each have equipment (nuclear gauges, Speedy moisture gauges, and supplies) necessary to perform their assignments, and communicate daily with project staff and the Department to ensure ample personnel are assigned to inspect the project activities according to FDOT procedures, guidelines and scope of services. Each week, Mr. McCrary will provide the FDOT Project Manager with Consultant Technician Timesheets that will document the date, total hours worked, the task work order number, FDOT contract number, Financial Project Number, and description of the project. This timesheet will serve as the “official document” for approving the hours worked each week per employee on a task work order. The FDOT Project Manager will approve the timesheet and it will be submitted along with each subconsultant’s employee timesheet within the CITS invoice. After each CITS invoice has been approved by the Department, Mr. McCrary will submit a Project Cost Redistribution Spreadsheet which will redistribute the funds from Financial Project Number 220968-3-62-11 to the financial project number or numbers assigned to the task work order. This spreadsheet will be emailed to PCRLOAD@dot.state.fl.us. After the funds are redistributed and the Distribution Status is marked as “DIS” in CITS, Mr. McCrary will email a Districtwide Authorization Transaction Summary excel spreadsheet which summarizes each task work order, amendments, FPID numbers, project descriptions, task work order total amounts, FPID billed to date, and the balance remaining to date.
PROJECT STAFFING
The Metric Team is adequately staffed and has the experienced personnel to fulfill all potential requirements of this contract. The Independent Assurance Inspection staff will report directly to the District Materials and Research Office Project Manager and receive project assignments directly from them. Our team is currently providing the District Materials and Research Office four (4) IA/IV Asphalt Plant Inspectors; Larry Williamson, Steve Riley, Regina Marshall, and Art Pettis; one (1) IA Asphalt Design Reviewer, Melvin Rhodes;
and three (3) IA/IV Earthwork Senior Inspectors; Pat Bush, Alex Nelson, and Casey Waymire. Together they have provided Earthwork IA on more than 100 projects throughout District Three. Larry Williamson was assigned to the District Materials Office in February 2010 and has worked on over 350 FDOT projects as an IA/IV Asphalt Plant Inspector covering asphalt plants owned by Anderson Columbia in Holt, Panhandle Grading and Paving in Milton and Cantonment, CW Roberts Contracting in Pensacola, and Rhodes in Cantonment.
As the District Materials and Research Office workload increased and there was a need for additional IA/IV Asphalt Plant Inspectors, Steve Riley began working for the District Materials and Research Office in June 2012 and has worked on more than 250 FDOT projects within District 3. Steve covers asphalt plants owned by CW Roberts Contracting in Defuniak Springs, Freeport and Panama City, Anderson Columbia in Panama City and Marianna and American Sand Asphalt in Panama City. Regina Marshall is an IA Asphalt Plant Inspector covering Peavy and Sons Construction Company in Midway, Capital Asphalt and CW Roberts Contracting asphalt plants in Tallahassee. Melvin Rhodes is working as a Project Administrator, has worked on over 200 FDOT projects within all counties in District 3 and provides Asphalt Design Reviews. All staff report directly to the District Materials for daily work schedules and assignments.
QUALITY CONTROL
Metric will appoint a Quality Assurance (QA) Team consisting of professionals skilled in each discipline associated with the task work order. These team members will not be directly involved with the day-to-day management of the task work order which allows them to be objective in their review. The results of the QA reviews will be submitted to the FDOT Project Manager by Mr. Coleman Hatcher along with the resolution of any issues that may have arisen from the review process or that may have been brought to our attention otherwise.
The QA plan will detail the procedures, evaluation criteria, and instructions of our organization on each task work order. Additionally, a spreadsheet documenting the Qualifications of each inspector assigned to this contract will be updated bi-annually and submitted to the Project Manager by Michael McCrary to ensure the training requirements are kept up to date. QA reviews and discussion with the Project Manager will be performed to evaluate the adequacy of materials, processes, documentation, procedures, training, guidance, and staffing of each task work order. All our subconsultants working on this contract will also be included in the reviews. All reviews shall be submitted to the FDOT Project Manager in written form within 30 days after the review. Any necessary corrections found during the reviews will be corrected immediately!
Management of Subconsultants / Accountability The QA/QC process does not stop at the assigned tasks (task work order) level. It continues into the management of the Independent Assurance Inspection agreement. Metric has an internal process for managing our subconsultant funds and to ensure that we meet our commitments throughout the duration of this contract. Our process includes a report that is updated on a monthly basis until 75% of the staff dollars have been expended. At that time, the report is updated on a weekly basis. At a minimum, the report reflects:
Total Dollars for Prime/Sub Total Dollars Billed to Date for Prime/Sub Remaining Dollars for Prime/Sub Percentage of Dollars Billed to Date Average Monthly Expenditures Number of Months Funds Remain
This report provides the information needed to track the total amount billed to date and serves as a very useful tool in managing the contract funds for the subconsultant as well as Metric.
Department Documents / Vehicles / Equipment and Licensing The Metric Team will furnish the following for field personnel to fulfill all administrative and engineering requirements for this contract: a vehicle for each project personnel, magnetic signs, hard hats and safety vests with our company name, logo, and telephone number, measuring tapes, phones with cameras, laptops, office computers, all required software, a digital camera, a video camcorder, smart levels, thermometers, nuclear gauges, speedy moisture gauges, marking paint, all concrete testing equipment and other items needed in performance of our duties. In addition to our local Regional Office located at 1343 Brickyard Road, Chipley, FL. Metric has the following office locations that may be utilized in support of this Districtwide Independent Assurance contract:

Liaison / Performance of Consultant Metric’s policy is to inform, involve, and seek input from the Department on all task work order related issues. Communication among all parties is the key to success. Our project staff has a “take charge” attitude and resolves any issues immediately to prevent any delays.
Our project staff will maintain phone records, emails, and minutes of meetings to assure responses and resolutions are provided in a timely manner. All administrative items related to consultant timesheet approvals, personnel approvals, time extensions and supplemental amendments will be submitted per FDOT rules and instructions. The Metric Team has excellent performance records, take pride in their work, and is grateful for the opportunity to apply their talents and years of construction and administrative experience on this Independent Assurance Inspection contract. Combined, the personnel shown on the organizational chart are qualified to provide inspection for all categories under this contract.
Agreement Management We will prepare invoices monthly and submit to the FDOT Project Manager for review and approval. Included in the CITS invoice will be a copy of each employee timesheet with each week’s approved hours. If an Authorization of Additional Funds (LOA) request is needed, the FDOT Project Manager will be notified in advance to allow adequate time for processing.
