For over 40 years, DRMP, Inc. (DRMP) has been providing Design Survey and Mapping services and Subsurface Utility Engineering (SUE) services to various FDOT districts. As a regional firm in the Southeastern US with a strong presence in Survey, Mapping, and SUE in District 4 (D4), DRMP and its partners are well-prepared to provide a capable team for the Districtwide Surveying and R/W Mapping Services contract.
With prior experience working as a subconsultant on continuing services contracts for D4, DRMP has a proven track record of collaboration and a comprehensive understanding of the District's requirements. We are dedicated to fulfilling this contract with the expertise and awareness necessary to produce high-quality deliverables in a timely manner to D4. At DRMP, our commitment to communication, teamwork, technological advancement, and safety is the foundation of our success.
Approach: DRMP recognizes that the goal of this contract is to provide various services under workgroups 8.1, 8.2, 8.3, and 8.4 on an on-call basis, with Task Work Orders (TWO) differing significantly from one assignment to another. It is crucial to thoroughly understand the scope of services and examine existing data from the subject area to succeed in this format.
Identifying any unique requests or circumstances and determining the appropriate approach to the request is essential in effectively addressing each task order. As part of our strategy, we will begin by requesting records and scheduling a site visit to document current site conditions. If questions arise during this initial investigation, a brief meeting will be arranged with D4’s Project Manager for clarification before developing staff hours.
Understanding that multiple TWOs may be requested simultaneously, we recognize the need to coordinate, multitask, and work collaboratively with our partners to achieve the desired results and meet demanding schedules. Under the leadership of our Contract Manager, J. Matt Floyd, PSM, who possesses extensive experience with both D4 and our subconsultants, we ensure a respectful atmosphere is established and maintained

throughout the contract's duration. The listed partners bring a well-respected team to the table, providing ample redundancy throughout the workgroups and excellent geographic coverage of the District's assets. This comprehensive approach underscores our commitment to delivering high-quality services while efficiently and for effectively addressing the varied and dynamic requirements of the contract. The DRMP team is prepared to provide innovative and dynamic solutions, backed by our proven experience, to the real-world challenges the Department is facing.
Understanding of Critical Issues: DRMP recognizes the paramount importance of adhering to FDOT policies and procedures outlined in the FDOT Surveying and Mapping Handbook, as well as compliance with all relevant Federal, State, and local laws throughout the entirety of each project. Our dedication to delivering exceptional service is underpinned by our methodical approach to Design Surveys, commencing with the establishment of a reliable and accurate control network.
Utilizing a comprehensive Network Design Plan (NDP) submitted for approval by a D4 representative, we meticulously employ the Florida Permanent Reference Network and a combination of NGS and existing project control to ensure the redundancy of measurements. Additionally, we remain abreast of potential changes stemming from the FDOT Central Office regarding the implementation of double running procedures into leveling, thus positioning ourselves to adapt our procedures to align with D4's directives. Our data collection methods encompass a wide range of techniques, enabling us to select the safest means for gathering crucial data, including conventional survey, GPS survey, Terrestrial LiDAR scanning, Terrestrial Mobile LiDAR, and Aerial LiDAR applications. For waterways, our utilization of autonomous solutions in the collection of multibeam and single beam hydrographic data via the Teledyne Z-boat unit speaks to our commitment to leveraging cutting-edge technology for maximum data accuracy.
Furthermore, our underground data services employ state-of-the-art equipment such as electromagnetic (EM) and Ground Penetrating Radar (GPR) to accurately pinpoint utility locations, adhering to the ASCE/UESI/CI 38-22 Standard Guideline for Investigating and Documenting Existing Utilities. Mapping rights of way in South Florida involves a meticulous process that begins with the retracement and establishment of the Historic Baseline of Survey. This foundational step is crucial, as it entails a thorough examination of historical survey data specific to the area of interest, providing essential context for the accurate demarcation of the rights of way. Following this, a comprehensive baseline review meeting with the D4 Right of Way Surveyor takes place, serving as a pivotal checkpoint in the mapping process. This meeting allows for in-depth discussions and evaluations of the survey data and preliminary findings, ensuring that the mapping effort adheres to necessary standards and considerations of the department. By beginning with the retracement and establishment of the Historic Baseline of Survey, and subsequently engaging in a detailed baseline review meeting, the process ensures that rights of way in South Florida are accurately mapped, facilitating informed decision-making in the design being proposed.
Safety: At DRMP, we place the utmost importance on safety and it is deeply ingrained in every aspect of our operation.
Recognizing the significance of safety in project execution, we embrace the principles of the Vision Zero initiative, which underscores our commitment to prioritizing safety and minimizing risks. To actively address safety matters, we conduct bi-weekly field meetings where comprehensive discussions and assessments of safety protocols and procedures take place, nurturing a proactive approach to mitigating potential risks.
Additionally, daily tailgate meetings are an integral part of our safety protocol, fostering open communication and awareness among on-site personnel to promote a safe work environment.
To ensure that our field personnel are equipped with the necessary competencies, we mandate intermediate Maintenance of Traffic (MOT) training. This training emphasizes the critical importance of maintaining safe and efficient traffic operations during project execution, playing a fundamental role in ensuring the safety of both our team and the travelling public.
Furthermore, our field personnel hold certifications from leading safety authorities such as OSHA, SFRTA, and CSX R/R, demonstrating their proficiency and commitment to upholding the highest safety standards. Additionally, certifications for Confined Space Entry highlight our dedication to maintaining safety in specialized work environments. In alignment with our dedication to safety, we strictly adhere to the FDOT’s Survey Safety Handbook, a comprehensive guide that outlines best practices for ensuring safety in surveying operations. Moreover, we maintain strict adherence to the current Department Roadway and Traffic Design Standards (600 series), ensuring that our projects are meticulously planned and executed in full compliance with the latest safety regulations and industry standards. At DRMP, safety is not just a priority; it is a fundamental value which guides every action and decision, and we remain unwavering in our commitment to upholding the highest safety standards across all our projects.
Quality Control / Quality Assurance: Throughout our survey and mapping process, we have implemented stringent quality control measures to uphold the accuracy and reliability of the collected data, which are paramount for the successful completion of our projects. Our commitment to maintaining the highest standards of accuracy and quality is evident in the
DRMP Relevant Project Experience Contract No. CAG53 D4 CSC for Surveying, Mapping, and SUE (Sub to Manuel G. Vera) Contract No. CA714 D4 CSC for Surveying, Mapping, and SUE (Sub to GPI) Contract No. CAM23 D4 CSC for Surveying, Mapping, and SUE (Sub to Biscayne) meticulous alignment of our work with a comprehensive set of regulations and standards. Specifically, our protocols adhere closely to the guidelines outlined in the FDOT Survey and Mapping Handbook, as well as the FDOT Surveying and Mapping Procedures. Additionally, we diligently follow D4 submittal standards and checklists, as well as the D4 Survey and Right of Way Mapping Guidelines. By integrating these guidelines into our processes, we reinforce our dedication to delivering data that meets or exceeds regulatory requirements and industry expectations. This approach not only ensures the reliability and precision of our mapping work but also underscores our commitment to providing clients with the highest level of service and deliverables.

Matt Floyd, PSM, with 80% availability, to serve as the CM for this contract pursuit, leveraging his extensive experience and expertise.
