g) Attachment B, Price Proposal Instructions Price will not be scored. However, Pricing will become part of an awarded Contract and remain through the life of the Contract.
Contractors must complete the Construction Contractor Pricing proposal for all applicable project types. While these Pricing proposals are not evaluative, providing fair and reasonable estimates is important in the State’s estimation process to FEMA. These Pricing proposals are intended to capture estimated costs for the four different residential mitigation project types (i.e., Elevation, Acquisition- Demolition, Mitigation Reconstruction, Wind Retrofit). On each Pricing proposal, Contractors will complete a section pertaining to preferred service region(s) and shall provide a multiplication factor for each region the Contractor is bidding in.
Multiplication factors will be used to adjust the project costs as estimates are created in each region. Each Pricing proposal contains several sections where Contractors will enter pricing for a set of predetermined items. For Elevation and Acquisition-Demolition projects, Contractors will provide project costs based on several different factors specific to project types (i.e., Foundation Type, Construction Type, Lift Height, Structure Footprint). Contractors must also provide a breakdown of the costs provided on the Pricing proposal. The Pricing proposal https://www.business.com/articles/assets-in-accounting/ automatically calculates the percentage share of total cost that each line item makes up in the overall budget. The costs provided in the Pricing proposal will be used as a baseline to provide an estimated cost for more detailed pricing exercises and cost modeling. For Mitigation Reconstruction and Wind Retrofit projects, Contractors will provide a breakdown of costs as noted in the Pricing proposal. The costs provided for these project types will be used to estimate and verify project costs.
Upon receiving FEMA award, an NTP will be issued to a contractor selected from the pool of contractors awarded through this solicitation to provide bid pricing for design and construction services for properties outlined with the NTP. The assigned Case Manager will coordinate with the Contractor and Property Owner to schedule a supervised visit (i.e., bid walk) to the property with the Contractor’s design team and verify the existing conditions, assist with the bid development, and finalize property owner preferences within grant guidelines. The bid walk should occur within one (1) week of NTP issuance, unless otherwise approved by PM due to scheduling issues with the Property Owner. The Contractor will have two (2) weeks from the bid walk to provide bid pricing and project schedule proposals. The Contractor will submit their formal bid pricing to the PM for review and approval. FDEM and authorized representatives will review the submitted bid to confirm the cost is within the FEMA approved budget for construction activities.
If the submitted bid exceeds the FEMA approved budget, the Contractor must provide adequate and acceptable reasoning to support the increased cost. If FDEM and authorized representatives approve the bid, a cost increase request would be submitted to FEMA for approval which may delay construction. If FDEM and authorized representatives deny the submitted bid, the Contractor will be given the opportunity to submit a revised bid. The revised bid must be submitted to the PM no more than one (1) week (calendar days) after receiving the denial. FDEM reserves the right to reject the submitted bid and issue a new NTP to an alternate contractor.
