| Question No. | RFP Document or Attached Reference (or state "General") | Paragraph No. | Offeror Question | Government Response |
| 2 | PBGC01-RP-17-0010 | Page 11 | The definition of work indicates the contractor shall provide "a firm fixed price basis based on the number of plans in each annual update." The required pricing proposal format however only provides an estimated range of 300 plans to 1000 plans for each year and requests a fixed price per month. Can we assume the firm fixed price is to provide the requested staff each month, regardless of how many plans are actually processed during the month. | Yes, that is correct. |
| 3 | General | What are the regular PBGC work hours for onsite contractors? | The regular PBGC work hours for onsite contractors are 9 AM to 5:30 PM, with a half hour lunch break. | |
| 4 | General | How many hours a day of work is required for the onsite contractors? | The Government requires 8 hours with a half hour lunch break for the onsite contractors. | |
| 5 | PBGC01-RP-17-0010 | Page 15 - Key Personnel | The Key Personnel section indicates that four or more Actuarial Assistants are required. Can you confirm that the pricing proposal should reflect the cost of at least four Actuarial Assistants onsite all concurrently for each month? | Yes, that is correct. |
| 6 | PBGC01-RP-17-0010 | Page 15 - Key Personnel | Is there any flexibility regarding how many of the four Actuarial Assistants are required to be onsite? For example, could two Actuarial Assistants work full time onsite 5 days a week and the other two work 3 days onsite and 2 days remotely from home? | No, all of the Actuarial Assistants need to be working onsite during the base period, and offsite in all of the option years. |
| 7 | PBGC01-RP-17-0010 | Page 13 - 3.2 Place of Performance | Would you consider modifying this requirement so that contractors would work onsite for an initial period of training, e.g. one month, followed by offsite work for the remainder of the base period, with options to return onsite as needed? | No, contractors need to be working onsite during the base period. |
| 8 | PBGC01-RP-17-0010 | Page 13 - 3.2 Place of Performance | Would you consider modifying this requirement so that contractors could rotate staff on and offsite on a biweekly basis, i.e two weeks onsite, two weeks offsite? | No, contractors need to be working onsite during the base period. |
| 9 | PBGC01-RP-17-0010 | Page 3 - Standard Form 1449 | Since the quanitity listed is 1, should the annual amount from the Price Schedule be listed in the Unit Price column? | Yes, that is correct. |
| 10 | PBGC01-RP-17-0010 | Page 12 | The last paragraph of the Scope of Contractor Responsibilities section indicates that work will typically be performed for the five months from March 1 through July 31. Page 14 also lists due dates for all deliverables as no later than July 31. The Price Schedule format however indicates a quantity of twelve months, not five. Can you confirm that a full twelve months of service should be reflected in the Pricing Schedule? | The current expectation is that the period of performance will be about five months. Thus, the Pricing Schedule should reflect a five months of service. The actual period of performance will be determined based on the number of plans that need to be updated. |
| 11 | PBGC01-RP-17-0010 | Page 12 | The last paragraph of the Scope of Contractor Responsibilities section indicates that work will typically be performed for the five months from March 1 through July 31. Page 14 also lists due dates for all deliverables as no later than July 31. For planning purposes, what is the likelihood staff will be required onsite outside of that five month window? If there's a likelihood that longer than five months onsite is required, at what point will the contractor be notified? | It is unlikely that the Contractors will need to be onsite outside of the five month window. |
| 12 | PBGC01-RP-17-0010 | Page 12 | The last paragraph of the Scope of Contractor Responsibilities section indicates that work will typically be performed for the five months from March 1 through July 31. How much flexibility do you have regarding these dates? Can the contractor propose alternative start and end dates that may produce a more cost effective price proposal? Can the contractor propose an alternative start date if the work can be guaranteed to be completed by July 31st? | The Offerors may propose an alternative start date if the work can be guaranteed to be completed by July 31. |
| 13 | Section §1, sub-section §1.2, “Pricing Schedule”, Pages 5-7 | 1 | In the pricing tables, Unit and Quantity are given as Month and 12 respectively. |
Since the number of plans are not firm fixed (instead it is a range) and also delivery deadline is fixed (per Section §3.5), monthly cost will vary based upon the total number of plans and number of resources deployed in the project.
So in our mind, they should be:
o Unit: Plan o Quantity: 1 Which means the price is for each plan.
In other words, having a delivery deadline and without having a fixed number of plans, it is difficult to derive a monthly price. In our understanding, the price for Base Year and all 4 Option Years should be per plan instead of per month. Please clarify. Although a fixed number of plans is not given at this point, the current expectation is there will be about 700 plans required to be updated during the base period (per page 12 of the solicitation). This number may go up to 1000 in any of the option years. Please provide a Pricing Schedule based on this expectation. For the price proposal, please provide a total, firm-fixed price for the following quantities of plans:
Base Year: 700 Option Year 1: 400 Option Year 2: 400 Option Year 3: 400 Option Year 4: 400 For evaluation purposes, the total, firm-fixed prices proposed for each year will be divided by the number of plans anticipated for that year to arrive at a per-plan rate. It is PBGC’s intention to use this calculated per-plan rate to arrive at a total, firm-fixed price for the base year and all option years should the total plan quantities vary higher or lower than the estimated quantities provided above.
14 Section §32, sub-section §1.1, “Proposal Due Date”, Page 30 “Proposal Due Date”, Page 30 says due date is January 10, 2017 9:00 AM ET whereas everywhere else (including SF-1449) it says the due date is January 13, 2017 9 AM ET. We understand that the due date is January 13, 2017 9 AM ET. Please confirm. The proposal due date is January 13, 2017 at 9:00 A.M.
