Question 5. Section L, Page 94, Factor 2 Past Performance, includes a reference for small business subcontracting. On page 99 Section M Factor 2 Past Performance also includes a reference for small business subcontracting. However, the proposal does not require a subcontracting plan and the RFP is a 100% small business set-aside. As a small business, the offeror would not have reason to be evaluated on small business subcontracting in past performance. Should this be part of the evaluation criteria?

Response 5. Section L, Factor 2 Past Performance, has been revised to remove Small Business

Subcontracting. See attached Amendment 02.

Question 6. Section M, Page 100, Volume II – Price proposal states that the optional CLINs will be considered as part of the price evaluation. Does PGBC intend to add the optional CLINs to the Base CLIN in evaluating the overall price?

Response 11.1. Correct, offeror’s must provide one reference for three separate contracts. Refer to Sections L and M.

Question 11.2. Are the offeror’s past performance references limited to only relevant contracts that include over one million plan participants?

Question 12.
