About this file

This document provides instructions for calculating contractor pay for packing shed services. It outlines quality inspection categories including bundle counts, overall seedling inspection, root inspection, packing bag counts, and floor counts. Final percentages for each category are compared to maximum allowances, and any amounts exceeding the allowances are totaled to determine incentives or deductions applied to contractor pay. Deductions may also be assessed for damaged or wasted seedlings or property based on set valuations per item. The spreadsheet referenced is used to enter inspection results and calculate the final amount to pay the contractor for each seedlot packed.

The related federal contract opportunity is a solicitation from the USDA Forest Service Rocky Mountain Region seeking lift and pack services at the Bessey Nursery. Key details include the solicitation number, contracting agency, and general scope of nursery packing and handling services required.

Attachment 5 Contractor Pay Instructions (Packing Shed)

1. Complete daily for each seedlot.

2. Find the final average % quality allowance in each inspection area on the inspector’s sheets for the seedlot.

3. Use these final percentages and the following flow chart to fill out the corresponding spreadsheet located at K:\bn\contracting\Lift and Pack\PackingPayBlankSheet.xls.

4. Enter Age, Date, Seedlot #, Packed volume, and Price Per 1000 in the spreadsheet.

Was seedlot inspected?

Enter “FP” in column G (full pay/no inspection/no incentive).

No

Yes

Any defects noted on Daily Inspection Records?

Enter “0.05” in column G (Full pay + 5% incentive).

No Packing request short by contractor’s fault?

No

Yes

· Bundle counts between 0.5 and 1%?

· Overall seedling inspection between 2.5 and 5%?

· Root inspection between 2.5 and 5%?

· Packing bag counts = 0%?

· Floor counts between 2.5 and 5%?

· Bundle counts >0.5%?

· Overall seedling inspection > 2.5%?

· Root inspection > 2.5%?

· Packing bags > 0%?

· Floor counts > 2.5%?

Yes- in any single item

No-in any single item

No

Enter “FP” in Column G (full pay/no incentive).

Enter “0.025” in column G (full pay + 2.5% incentive).

Add the % amounts exceeding the quality allowance %. (If not short by contractor’s fault, only use first 4 inspection categories).

If this amount is < 9%, enter it in the “Full Pay, Incentive, -Deduction” column.

If this amount is > 9%, double it and enter it in the “Full Pay, Incentive, -Deduction ” column.

See example on the following page

Then, using the data from the inspectors’ sheets and the chart below, determine the monetary deductions for damaged/wasted trees and/or damaged property and enter that total in the “$ Value” column on their inspection sheets. The total value of these deductions should then be entered (as a negative #) in the “Monetary Charges For Property/Tree Damage” column of the PackingPayBlankSheet.xls spreadsheet.

1) Tub of seedlings:

1-0 = $245.00/tub or any approximate % of a tub 2-0 = $158.00/tub or any approximate % of a tub 3-0 = $158.00/tub or any approximate % of a tub Transplants: $193.00/tub or any approximate % of a tub

2) Individual Seedlings

1-0 = $0.54 each
2-0 = $0.59 each
3-0 = $0.64 each
Transplants = $0.78 each

3) Property and equipment:

(1) Broken tubs = $25.00 each
(2) Grading calipers = $29.00 each
(3) Packing Bags = $3.00 each

(4) Other property and equipment = Fair market cost for repair or replacement, to include all related charges.

The PackingPayBlankSheet.xls spreadsheet will then tabulate the amount to pay the contractor for that seedlot/daily pay.

Print a copy for you and the contractor and save the filled spreadsheet under another name, i.e., PackingPay2015.xls.

Example 1: Contractor is not short and you find on the sheets:

Overall Seedling Inspection

Root Inspection

Packing Bag Counts

Floor Counts

See below

Total Exceeding Allowance

0.6%

Because the contractor was not short on the packing request, you do not use the final % from the floor count inspection category to determine pay. However, from the other categories you find 0.6% over the maximum allowance.

Since 0.6% < 9%, you enter “-0.006” in the “Full Pay, Incentive, or -Deduction” column of the PackingPayBlankSheet.xls spreadsheet.

Example 2: Contractor is short and you find:

Inspection Category
Final % (from sheets)
Max Allowance%
Amt. exceeding allowance
Bundle Counts
3.5
1
2.5 %
Overall Seedling Inspection
6.5

1.5%
Root Inspection

3.0%
Packing Bag Counts
2.9
0
2.9%
Floor Counts
5.1

0.1%

Total Exceeding Allowance

10.0%

Because the contractor was short on the packing request, you will use the final % from the floor count inspection category in addition to the other categories to determine pay. Since the amount exceeding the allowance is 10%, which is >9%, you would double it (=20%) and then enter this amount (-0.20”) into the “Full Pay, Incentive, or -Deduction” column of the spreadsheet.
