About this file
This memorandum provides pavement recommendations for a federal highway project. The project includes resurfacing over 14 lane miles of asphalt roads and parking areas at Antietam National Battlefield in Maryland. Most routes are recommended for a 1.5-inch asphalt overlay. The parking lot at D.R. Miller Farmstead requires full reconstruction due to its poor pavement condition. The Burnside Bridge Accessible Pathway will be reconstructed from its current gravel surface to an asphalt structure. Bids are requested for the work in Solicitation 693C73-23-B-000005 issued by the Federal Highway Administration. The project value is estimated between $2-5 million and will be split into multiple schedules. The bid due date will be specified in the solicitation published around November 8th, 2022 on SAM.gov.

SUBJECT: Pavement Recommendations for NP-ANTI 300(2), 307(1), etc
TO MESSAGE/COMMENT FROM/DATE

Kotadia Project Manager
And:
S. Nawaz Highway Design Manager
To support developing PS&E for the project, we’re submitting our findings and pavement recommendations for project NP-ANTI 300(2), 307(1), etc. The project is located in Antietam National Battlefield in Washington County, Maryland. The project includes pavement resurfacing of thirty-two (32) roads and parking areas; reconstruction of the Burnside Bridge Accessible Pathway to meet the Americans with Disabilities Act (ADA) standards; and widening of the Burnside Bridge Accessible Pathway parking. A Project Location Map is included in Appendix A.
Eastern Federal Lands Highway Division (EFLHD), Road Inventory Program (RIP) team collected data for Cycle 6 (C6) for these sites in 2018. A field view was performed by EFLHD Pavement Engineers in May 2019 to determine the existing pavement condition.
Pavement cores were obtained from selected locations in September 2020 to determine the existing pavement type and thickness.
BACKGROUND
The roads and parking areas included in this project are asphalt concrete pavement (ACP) structures totaling approximately 14.3 lane miles. Based on the C6 RIP data (2018), these roadways/parking areas have Pavement Condition Ratings (PCR) ranging from 87 to 100 indicating good to excellent pavement conditions. Based on the field view performed in May 2019, the pavements were confirmed to be in good to excellent conditions exhibiting localized low severity transverse and longitudinal cracking, minor edge cracking and minor surface defects including polished aggregates and raveling. Potholes were observed in the parking lots. A summary of RIP data for C6 for these roadways/parking areas is included in Appendix B.
D. R. Miller Farmstead Parking (NPS Route 0916) has a PCR of 53 indicating poor pavement conditions. Based on the field view performed in May 2019, the pavement was confirmed to be in poor conditions exhibiting high severity transverse cracking, high severity fatigue cracking, deteriorated potholes and raveling. The existing asphalt concrete pavement (ACP) section at the pavement coring location consisted of 3.5-inch ACP showing some deterioration.
The Burnside Bridge Accessible Pathway is currently a gravel surface pathway. Based on the observations during the coring operation, the structure consists of plastic pavers with solid plastic circular cells (1-inch deep) filled with crushed stones and placed over a geofabric and approximately 7-inch coarse gravel base.
The Burnside Bridge Accessible Pathway is accessible through a parking area off of Old Burnside Bridge Road. The existing pavement section at the pavement coring location consisted of 5.25-inch ACP.
The Pavement Coring Log is included in Appendix C.
PRELIMINARY PAVEMENT RECOMMENDATIONS
Based on the pavement conditions observed during the field view and the pavement cores, we recommend the following pavement rehabilitation strategies. The recommendations

Most of the roadways within this project are eligible for resurfacing using a 1.5-inch ACP overlay with the minimum requirements presented in Table 1.

We also recommend performing Crack Cleaning and Sealing for cracks ½-inch and wider at least a week prior to placing the resurfacing treatment. Crack sealing should be performed in accordance with Section 414.
It is recommended to have as much time as possible, typically 6 to 12 months or one season per industry practice, between the crack sealing operation and a hot surface treatment application. That time will allow for the crack sealant to set into the cracks and cure under vehicular traffic. This will also prevent too much sealant under the surface treatment resulting in better performance.
If this project will receive surface treatments soon after the crack sealing application, it is recommended to use a recessed configuration, as per the standard details provided in previous projects, by applying the sealant so that it sets below the surface. This reduces the risk of the sealant melting and potentially bubbling back through the subsequent hot surface treatment applications.
For D.R. Miller Farmstead Parking, the NPS prefers patching the distressed areas (within 200 ft from the intersecting roadway) and overlaying the existing ACP (Table 2). The remaining section of roadway will be converted into a gravel road (Table 3).

We recommend limiting joint spacing (slab length) to 15 ft. to minimize cracking potential. Dowel bars are not required due to the low-volume traffic expected on the trail which consists mostly of pickup trucks and occasionally tree removal trucks. Longitudinal and transverse reinforcement should consist of #4 bars placed at 12-inch and 36-inch spacing, respectively.
