6.0 NOT USED

7.0 STATEMENT OF WORK REQUIRED

7.1 Provide the services of a L-3 field service technical representative to perform troubleshoot, repair, adjust and test the Propulsion Control and Monitoring Systems throughout the ship.

7.1.1 Verify/calibrate Temperature sensing thermocouple and RTD circuits throughout the main engine and auxiliary systems.

7.1.2 Accomplish the procedures for references 2.1.2, 2.1.3 and 2.1.4.

7.1.3 Verify/calibrate main engine and turbocharger rpm indicators and propulsion shaft rpm indicators

7.1.4 Test and demonstate all propulsion, ship’s service diesel generator, and emergency diesel generator safety shutdowns in the presence of the ABS surveyor.

7.1.5 Demonstrate all safety interlocks: main engine start A type and B type, main engine clutch interlocks A type and B type, Shaft brake, PTO Mode 2 and Mode 3

7.1.6 Demonstrate main engine slowdown controls with overrides.

7.1.7 Demonstate auto de-clutch and shaft brake on reduction gear lube oil head tank low-low level.

7.1.8 Demonstrate all vital pumps standby auto start.

7.1.9 Verify/calibrate p/s main engine fuel rack fuel rack position indicators and set main engine cam switches to appropriate fuel rack setpoint.

7.1.10 Verify/calibrate p/s propeller pitch indicators.

7.1.11 Verify/test communication between computers and RTUs.

7.1.12 Demonstrate bilge level alarms in the engine room, pump room and motor rooms

7.1.13 Demonstrate emergency diesel and steering gear control and alarms.

7.1.14 Make adjustment/repairs to address the following issues;

7.1.14.1 In mode 1 and mode 2, observed Port main engine rpm indication reads lower than STBD when throttles are matched. Shaft speed and pitch are also varied between Port and STBD. Port shaft rpm reads lower and pitch read higher than STBD. This was observed at local control and in ERC. T/S why Port reads lower.

7.1.14.2 At 50% throttle both ME's fluctuate between above and below 300 rpms. Causing Alpha interlock to activate/deactivate continuously, which opens and closes exhuast gas bypass valves. Manual adjustment to RPM trim necessary to keep engine speed above 300rpm to prevent Aplha interlock from activating. Preventing excess wear on ships equipment.

7.1.14.3 Console point ID No.900 ships speed reads inaccurately. Currently shows 37knts astern while answering a bell of 70% both Main Engines.

7.1.14.4 Indication panel is reading 0 psi when clutched in at 140psi.

7.1.14.5 Alarm page indicates Port & Stbd ME injector cooling water expansion tank level High & Low. System has been previously removed per an approved T-Alt.

7.1.14.6 Port & Stbd HP and TQ monitor is reading inaccurately, calibration required per the tech manual.

7.1.14.7 At 20% throttle engine rpm reads 311 with rpm trim pot at 12 o'clock

7.1.14.8 At 17% throttle engine rpm reads 301 and no response with rpm trim pot. "A' interlock activates

7.1.14.9 L-3 CFR#1 06-27-19; The ME Lube Oil Temperature Hi alarm will only work if the main engine is running. This inhibit is not needed and should be removed on both main engines. ID Parameter 111 and 211. L-3 sofware engineer shall rectify software and remove this inhibit.

7.1.14.10 L-3 CFR#1 06-27-19; the Shaft Thrust Bearing ID parameter 330 and 430 alarm window is not active when the thrust bearing circuits are put into an alarm using the RTD or temperature switch contact for these points. All other functions of the thrust bearing / slowdown circuits work correctly. L-3 software engineer to rectify linking the alarm windows for ID330 and ID430 to the lamp driver circuit responsible for engizing these alarm windows.

7.1.15 L-3 field service technical representative shall attend Dock Trials with COLT Pielstick Rep to demonstrate Load Balance to satisfaction of Chief Engineer.

7.1.16 L-3 software engineer shall update software to most current version and make corrections as necessary to ensure console is operating correctly and as designed.

7.1.17 L-3 field service technical representative shall attend two day Sea Trial.

7.1.18 Provide final report of repairs accomplished for groom and completed Test Procedure (Ref 2.1.2)
