About this file
This is a Sources Sought Notice issued by PanTeXas Deterrence, LLC (PXD), the Management and Operating Contractor for the U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA), regarding market research for a new administrative facility at the Pantex Plant near Amarillo, Texas.
PXD seeks qualified commercial developers to design, finance, construct, own, and operate a new office facility near Pantex proper under a long-term operating lease. The facility must accommodate 625–650 personnel with scalable office space and include ancillary spaces: a 500-seat cafeteria with supporting kitchen facilities, a 350-person auditorium with projection and control rooms, office/cubicles, multiple 25-person conference rooms with flex-room capability, support amenities (restrooms, lactation rooms, printing stations), and 625–650 parking spots. The facility requires a basement-level loading dock and future data center expansion capability. The suggested siting location is undeveloped land south of the Material Access Area/south of Pershing Drive, currently owned by Texas Tech University. Developers must conduct land acquisition strategies, construct a secure facility, and execute a long-term operating lease. The facility must incorporate unclassified and classified computer drops, security remote access panels, ARGUS and Kronos stations, dedicated IT/communications/mechanical/electrical rooms, HVAC integrated with Delta VLAN, individual building substation with lightning protection, fire alarm systems (FACP, FARS), FLAME Fiber Network, emergency lighting, domestic water and sanitary sewer systems, public address system, VoIP, and wired/wireless unclassified networks. The project uses a phased procurement approach: Phase 1 for design and Phase 2 for construction and operating lease execution. Interested firms should submit company qualifications, firm capabilities summary, past comparable projects, performance history, and secure facility and federal experience via questionnaire to Brian Haggard, Subcontract Administrator, by October 5th, 2026, at brian.haggard@pantex.doe.gov. This is not a Request for Proposal and does not obligate PXD or the Government; no reimbursement will be provided for responses.
